Revenue Sharing Funds, ... 36 Prior to 'he actual expenditure of any revenue sharing funds by the cit,, it is required that two public hearings be held and four public notices be placed in the local newspaper. It is recommended that all revenue sharing funds be used to offset a portion of the City's total cost for providing law enforcement services in Rancho Cucamonga. CITY MANAGER'S STAFF REPORTS A Janitorial Services,,,,,,, 37 As instructed by the City Council, the staff has asked bidders for city hall maintenance services to resubmit their quotes in order to include the costs for providing all equipment and cleaning materials. Three bids were received; however, with the check of references, it is recommended that Freddie Miles raintenance Company be awarded the bid for ,janitorial services for city hall for one -year period at the rate of $435 00 per month including all supplies It should also be noted that all three companies have the required liability insurance and will guarantee the rate quoted for a one -year period I. A request from SLAG for action by the City Council regarding 3 commi an o mo emen ac ons s ec e n - reaw a 8 8 Haste remtmen[ tWnagement Pan SCAG is asking the City Council to adopt a resolution stating the city's intent to carry out specific actions recommended by the Draft 208 Plan for Rancho Cucamonga Those actions are: a. Maintain existing street sweeping programs (prior to Proposition 13) with consideration given to increasing their effectiveness in reducing wasteloads to receiving waters, to the extent financially feasible. b. Maintain current litter control programs, to the extent financially feasible. c Maintain current catchbasin and storm drain cleaning programs with consideration given to increasing program effectiveness, to the the extent financially feasible d Emphasize reduction of runoff volu a nd peak flow rates as mitigation measures in enviro i impact reports (EIRS) and in conditions for approval for new developments. RECOFPIENDATION Staff has reviewed the City's implementation responsibilities as listed above and do not feel that we will increase the financial liability of the city in any way by adoption of those four points. The proposed contract amendments clarify certain liability requirements to - reflect the similar provisions in the Sheriff's contract and increases the contract amounts to include a risk management charge and charges for facili- ties rental These items were not included in last years contract due to oversight on the part of the County The Road Department has indicated that the City will be backcharged for five percent for the current year. The staff has reviewed the contract charges with the County staff and have not been able to obtain precise justification for either the 13% or the 5% amounts which makes evaluation of these figures difficult The County is currently self insured and have indicated that the 5% value is derived from typical Public Works Agency claim history, however, no consideration is given to liability protection afforded by the umbrella insurance carried by the City The negotiations on the contract without a fully developed alternative to County services make it difficult to know whether the services are commensu- rate with the charges - not. Review of the status of the current program shows that the recent extended winter season resulted in storm maintenance exceeding expectation by nearly 100 %. This change is further reflect- ed to reductions of other programmed services. Other services which have proved afferent from the proposed program are an increase in street sweepinj ano some- what of a decrease in traffic maintenance. Street sweeping is far -nd away our most requested service and to meet the large number of requests, the maintenance staff has increased selective sweeping to problem areas Engineerinq is • having difficulty in obtaining compliance with needed street striping which may account for the decreased expenditures in traffic maintenance. A full stripirq program for the balance of the year, will bring this amount within programmed levels ,® PROPOSED MAINTENANCE PROGRAM Thrcugh the previous year, the Engineering Division has not had the staff capabi- lity to effectively monitor maintenance activities or to be closely involved in work programs The County crew% have therefore continued normal maintenance program levels and policies We have obtained eAcellent cooperation from the County staff and response to re- quests fur work has been more than satisfactory with the exception of traffic Striping and control. With increased ctnpower and organizatior to deal with field functions, the Engineering Division will this yea- actively participate In maintenance programming. The proposed 1979 -80 budget reflects a minor change in maintenance policy over previous years. Engineeriny is developing an Improved street monitoring program through programmed inspector reporting system. It is hoped that the improved reporting system will allow increased preventative road surface repair and reduced emergency hand patching and increased funds for equip- ment patching. It is hoped that this function will receive a more thorough review and areas identified where shoulder improvements can be made of a more permanent character to reduce shoulder grading requirements Reduction in this area is the primary cause for the overall reduction of the budget for County maintenance TRAFFIC STRIPING The one area of deficiency the staff has became concerned about is response time in the placement of new traffic control devices and maintenance of traffic strip- ing Engineering has attempted to deal with this through County officials with little rpsuIt Evidently, this 1s are area where we compete directly with overall County services +nd enjoy low priority. At this time, little has been done witn the proposed traffic maintenance budget, however, staff is obtaining estimates for private contracts in this area. The results of those studies will be presented to the Council in the near future with a recommendation This budget may transfer to a private contract. STREET SWEEPING Our most requested and least provided serv,re in the area of road maintenance is street sweeping. Response to this demand, to date, hes been a slight increase in demand to requested service. The Engineering Division has also begun to explore optlonal Citywide sweeping prog -ams It is proposed that during the coming year, an experimental street sweeping program be developed with the goal of: 1 Obtaining a one time clean sweep of the City. 2 Develop the level of sweeping service desired 3 Develop accurate costs for optional programs Sweeping contractors that have been contacted request that initial test service be conducted at $30 00 pe hour. Assuming 4 curb miles per hour and 200 curb miles of street, the initial clean up would cost $1,500 - $2,000 From this experience, the staff can develop a better understanding of sweeping constraints, needs and program costs. Such ordinary maintenance and repair shall be performed without demand b Requested as services are desired by CITY. Rork other than ordinary maintenance and operation will be performed only under order of the Council of CITY or such agent or representative thereof as may he designated by such Council of CITY, and with the approval thereof by the Board of Supervisors of the COUNTY or suci, agent or representative thereof as may be designated by such Board of Supervisors. Such work shall encompass all work not, in the opinion of the Road Commissioner, ordinary maintenance and repair, and shall Include but not be limited thereby, the construction of new streets, bridges, or like facilities or structures, or the 104, construction of new improvements therein or thereon; relocation of existing treet facilities; major street reconstruction or alterations; roadway saw -d abatement programs, excepting herbi- cide applica,ion; and the taking of measures necessary to pre- vent or relieve from the effects of story or flood waters. Requests for services hereunder shall set forth in detail the facilities and/or services desired and estimated cost thereof. 5. During the life of this agreecxnt said City Council, before the first day of January each year, shall define its ordinary street maintenance program for the ensuing fiscal year. This definition shall be in the form of an annual work program listing the work activities desired, the estimated =art/day resources desired and the estimated cost thereof. All special construction and maintenance projects shall be requested or consented to by said City Council. - 6. The Transportation Department of CDIPITY shall not perform any function hereunder not coming within the scope of the duties of such department in performing services for COUM. Such services or function shall be performed at the times and under circumstances which do not interfere with the perform- ance of regular COUNTY operations. 7. Fa service shall be performed hereunder unless CITY shall have available funds previously appropriated to cover the costs thereof. S. All persons mgloyed in the performance of such services and functions for CITY shall be XtM employees, and no CITY employee as such shall be taken over by CDteM and no person employed hereunder sha'1 have any CITY pension, civil service, or other status or right. Attached is a copy of the proposed proEram which was adopted by the Planning Commission at its meeting of June 17, 1979. The program vaa developed in conformance with the provisions of the Sign Ordinance and with a significant amount of Input from the BIA. The BIA has been very inatr mental in helping to develop • this program and is interested in the implementation of the program. REM,IMENOATION: The Planning Commission recommends that the City Council support the program as outlined Respectfully submitted, ____J L I J JACK LA:i, Director of Community Development JL: HV: ma Atta rcaent: Offsite Subdivision Directional Slge Program Criteria a OPP -SITE SOBDIVISION DIRECTIONAL SIGN PROGRAM • The following guidelines and program criteria is for the off -site subdivision directional sign program to be implemented for all resi- dential subdivision in the City of Rancho Cucamonga in cooperation with the Baldy View Chapter of the Building Industry Association (BIA). I BASIC RESPONSIBILITIES A. The City of Rancho CLcm'•ngn has ultimate control and authority of the sign program. B. The Baldy View Chapter, Building Industry Association of Southern California, Inc., has the responsibility of insuring compliance with the sign program and coordinating the program with all subdividers within the City This program is only _ for off -site signs and does amt effect the present review procedures for on -site subdivision signs. C. The BIA will retain a sign contractor who will be directly responsible to the BIA. The contractor shall be selected by an open bidding process. The bids shall be reviewed by • both the City and the BIA to insure that the scope of work proposed by the bid will cover the program criteria. D The Ccty retains the right to take war full administration of the program should the program not be properly adainistered and coordinated by the BIA E If violations of the sign program occur, than the City shall notify BIA of such violation The BIA will have the respon- sibility of seeking correction of the violation and notifying the Department of Commwity Devolopment of the results of such corrections within ono (1) working day Rowmer, the City retains the right to rerove all illegally placed subdivision signs and retain thin for pick -up by the BIA or subdivider. P Prior to the placement of the sign structures in accordance with this program, all misting non- confo =ing off -site sub- division directional signs shall be removed The BIA shall help the City communicate this to the developers mid work towards the reanval of all non- conforming signs II PROGRAM DETAILS Sign structures shall be designed In conformance with the sign ordinance guidelines Details of such design shall be submitted to and approved by the Director of Community Development. M • B. A detailed bmi ted to the exact by the Director of structures Community shall be submitted to and Y Development. C. Sign structures should be placed on private property wherever possible. Use of City right- of-way may be permissible if such placement will not be dntrimental to piblic safety and an memactment permit is first approved by the City Engineer. All structures placed on private property shall have the written consent of that property owner. D. In lieu of a cash deposit to insure compliance with the ordi- nance and to cover such Costs involved in enforcing the ordi- nance, the City may charge the mat of removal Bad storage of illegal signs to the developer. In addition to the above City charges, the BIA wlil be responsible to administer a weekly maintenance program which shall include but not be limited to: 1 Repair of all damaged structures. 2. Cleaning and painting of structures as necessary. 3. Removal of subdivision directional signs placed contrary to the sign ordinance end this program. E. Department Of of this sign program o Development total shall periodic compliance witreviews the program and to determine noo- essential sign structures which should be removed. F. She City shall be permitted to utilize space on the psigaurks, cures for identifying civic uses, such as fire, police, lit arins, city hall, winerys, and historic Bites.
