WHEREAS, Leukemia and related disease cause the death of more than
35,000 Americans annually and more than 05,000 nov cases of Le,•kemia will
be diagnosed In 1979, ajcd
WHEREAS, the cause, cure and prevention of Leukemia still remain a
mystery, and
WHEREAS, the Leukemia Society of America is a voluntary health
agency concentrating its total efforts and resources on the problems of
Leukemia, Its control, and hopefully eventual eradication, and
WHEREAS, the Trl- County Chapter of said Society provides nsedod
services for the many victims of leukemia and their families living In
Orange, Rivorsica, and San Bernardino Counties
Now, THEREFORE, the City Council of the City of Rancho Cucamonga
does hereby proclaim the veek of September 16th through September 22nd,
1979 as LEUKEMIA WeEK and urge all citizens to support Cho 1979 leukemia
Society Campaign to raise funds for leukemia research and pationt -aid
programs.

I guess old controversies never disappear, they just reappear in new
torn. Uhile the last memo to you indicated that the driveway dispute
between Henry and Doug was resolved to everyone's mutual satisfaction
including the Cicy's, the new conflict now appears to be the Issue of
a service station in Doug Hone's project proposed for Lhe southeast
career of Hellncn and Baseline.
We have received two appeals the last two days of the appeal period.
Ona from an attorney who will be leasing space from Henry's new
building and one frm Henry himself. The appeal is scheduled on
consent calendar this week to set a date for a hearing.

Rofereice is •asdo to your letter dated July 19, 1979, wherein you inform
that our request was net received in sufficient time to allow Counc_1
tion on melting hold on July 10, 19eq. The matter pertained to the
Cc inty Solid Waste Management Master Plan which needs to be amended to
allow the expansion of the Heaps Peak refuse disposal site
As discussed with you on July 25, 1979, the resolution from the City is
needed to be in compliance with state statute which requires that amand-
rants to the County's Solid Waste Management Master Plan must be done
in accord with the approval of the majority of the cities in th7 County
comprising the major portion of the population of the County
The proposed expansion will allow the County approximately two to three
years of additional sanitary landfill life This additional time is needed
to identify an alternate system of diap.•sal for the areas of Crestline,
Lake Arrowhead, and Ruching Springs. If the expansion is not implemented,
the County would be facing the possibility of having to transfer the waste
from those areas to chi nearest landfill or landfills situated in the valley
area The Fontana s1 at which serves part of the City of Rancho Cucamonga,
could possibly be affected.
It would be appreciate9 of a resolution in the affirmative regarding the
proposed expansion pia is approved by your City Council at its next

CUCAMONGA, CALIFORNIA. APPROVING IMPROVEMENT AGREEIIENT,
IMPROVEMENT SECURITY, AND FINAL MAP OF TRACT NO. 9589
WHEREAS, the Tentative Map of Tract No 9589, consisting of 36
lots, submitted by Dennis Renter Subdivider, located on the north side of
Red Hill Country Club give abutting and west of the Cucamonga Creek has
been suhmitted to the City of Rancho Cucamonga by said Subdivider and
approved by said City as provided to the Subdivision Map Act of the
State of California, and in compliance with the requirements of Ordinance
No 28 of said City; and
WHEREAS, to meet the requirements established as prerequisite
to approval of the Final Map of said Tract said Subdivider has offered

SUBJECT: STREET VACATION AT COMMERCIAL DEVELOPHENT SITE
The pending construction of a professional office complex at the southeast
corner or Base Line and Carnelian Street has eliminated the need for the
extension of a street, Arroyo Vista Avenue, which now dead -ends at the south
boundary of the complex. As the attached correspondence explains, the ap-
proval of the complex involved the decision by the Planning Commission that
the dead -end portion of Arroyo Vista Avenue be vacated. This was due to the
fact that that portion of the street would now serve no public purpose and
become a maintenance and liability burden.
A Resolution of Intention to vacate the street was adopted by the City

At the Planning Commission meeting of March 14, 1979, approval was given to
Director Review 79 -15, the construction of a professional office complex at
the southeast corner of Base Line and Carnelian Street. As a condition of
approval, the dead end of Arroyo vista Avenue against the south property
line of the complex will be vacated and the property deeded to the two ad-
jacent property owners These owners have agreed to accept the property
The attached scheme for the reconstruction of the intersection of Arroyo
Vista Avenue and Caluma Court has been sent to the Croy-II/Leventhal Company
for it's use in fulfilling the conditions of approval ;t is essentially
the "knuckle° option preferred by the Conission, modified to disrupt the
existing properties as little as possible Details of design will be subject
• to further approval of the City Engineer

The legal process for the street vacation will require a Resolution by the
City Council of intent to vacate, setting a hearing date for 15 days there-
after Posting 9f the intent for a period of 10 days is required
After the public hearing, the Ordinance effecting the vacation and authorizing
the Conveyance of the property can b- passed and the deeds prepared These
procedures are now being implemented by the staff and plans underway by the
developer.

DISCUSSION wa the Council will recall, this property was the subject of
discussions during the General Plan hearings last year At that time the Planning

of residential lots. The applicant is requesting that the City Cuuncil indicate
this particular area of his property as Mixed Use, identical with the rest of the
designation of his property (see Exhibit 1) He has submitted C C 6 R's prohibiting
vehicular access to lemon Avenue if commercial uses are built under the Mixed Use
designation However, the C C s R'9 will allow for access for multiple family
residential should that be the choice of the applicant to develop this property
in that manner

Attached for Council execution is an agreement with the Southern California
Edison Company for the conversion of our street lighting system from primarily
Mercura Vapor (MV) luminaires to energy efficient High Pressure Sodium Vapor
(HPSV) This conversion will be made per the provision of the agreement
over a five }ear period The program has been initiated by the Edison Cosyany
with the goa- to provide a major lighting conversion throughout all cities in
the area
The City cur -ently has 2,863-7.000 Lumen ar.d 47- 20,000 Lumen Mercury Vapor
lights These will be converted to 5,800 lumen and 22,000 lumen high pressure
sodium vapor ut a cost savings of approximately 53,000 per month. The rate
• changes are underlined in the LS -1 Schedule attached to the agreement
The conversion schedule will accur on a Citywide basis with older lights being
converted first with the newer following
Tne only acknowledged problem with the conversion is the color of light pro-
duced by HPSV These lights tend to have a pinkish color not as clear and
white as the mercury. In some areas, residential complaints may be experienced
du -ing conversion The City has previously made the conversion for all new
installation with no complaints received If the Council wishes to see the
difference in lighting, you may note the new lights installed at Carnelian
School compared to other lighting along Carnelian

Dear Lauren:
In the interest of conservation and improved efficiency,
the Edison Company proposes to convert all incandescent
and vapor LS -1 street lights to high lrensure
sodium vapor lights commencing July 1, 1979. The con-
version program is expected to be completed by mid -1984
throughout our service territory.
Replacement of each 7,000 lumen mercury vapor unit pith
a 5,900 lumen HPSV unit under our present LS-1 rate
schedule will result in slightly more than a dollar
savings per month. Thus, the savings to be realized
would be substantial to the City. There will be substan-
tial energy savings becausa of the lower wattage of the
HFSV lamps.
If you wish to participate in the conversion program,
Please advise me of your recommendations on HPSV lamp
sizes to be used for the replacements and which areas of
the City should be completed first. I am also enclosing
for your information a copy of an "Interim Street Lighting
Conversion Service Agreeeent," which we will execute with
the City during the five -year conversion period.

designated as Customer.

out the City with Company owned street lighting service
under Company's present LS -1 street lighting schedule, and

Commission), is more favorable to the Customer for the more efficient
high pressure sodium vapor street lights and,
WHEREAS, Company and Customer desire to promote conservation by

vapor lamps to the more efficient High Pressure Sodium Vapor source
and,
WHEREAS, Company desires and Customer agrees that such conversions
should be accomplished in the most orderly and econo=ic manner and,

I. Installations

2. Lamp Selection
Customer will designate for each existing lamp shown on Ernlbit
"A" the selected size of Nigh Pressure Sodium Vapor replaceme,,t lamp.
3. Ownership
Company and Customer agree that all such conversions will be made
at Company expense and that all poles, wires, fixtures, lamps, and

other appliances, supplied and used by the Company in furnishing
service herein provided for, shall at all times, be and remain the
property of the Company.

Customer agrees that all scheduling and completion of designated
conversions under terms of this agreement will be at the sole discre-
tion and management of Company provided, that where possible, Company
will make every reasonable effort to meet any specialized schedules
or requirements of Customer.

• 6. Term of Contract

7. Payment
Customer agrees to take, receive and use, electric energy and
service supplied to each street light or street lighting system as
designated for conversion on Exhibit "i." and for a period of rot less
than thre^ (1) years from the date of conversion and to continue to
use and pay Company at the appropriate rates and under the terms and
conditions set forth in Rate schedule No. LS -1 as such rate schedule
• now exists, a copy of which is attached as Exhibit "B", and incorpor-
ated herein, or as may hereafter be modified by the California
Public Utilities Commission.
S. New Installations
Customer agrees that all future installations of new Street lights
or street lighting systems or modifications to existing systems will
where reasonably possible, utilize the High Pressure Sodium 'lapor lamps.
9. Disclaimer
Customer agrees to hold harmless, indemnify and defend Company,
its successors, and assigns, fron and against all claims, liens, encum-
brances, actions, loss, damage, causes of action, expense and /or
liability, including court costs and attorneys fees, arising fror.-or
resulting from loss or damage to property or injury to or death of
® persons resulting in any manner whatsoever, directly or indirectly,

10. Peculation

and said that information would be sent prior to the meeting. The County
indicates that by not approving the proposed expansion would cause solid
waste to be dvpusited at the Fontana Dump site which will affect 'he City
of Rancho Cucamonga. Hopefully, staff will have additional i:formation aL

In recent discussions with Paul Rougeau, we described a traffic problem at.'
the intersection of Etiwanda Avenue and San Bernardino Road. A Traffic
analysis of this location indicates that north and southbound trucks are
getting into the detection area for the traffic signal too late to allow
for normal stopping conditions. This results in some panic stops or run
throughs Advance detection loops would provide substantial improvement,
therefore, we recommend the installation of the loops. A Quotation for
the work has been obtained from Signal Maintenance, Inc., and a copy is
attached for your information.
Since the northwest quadrant of the intersection is within the City of
Rancho Cucamonga, it 1s requested that the City participate in 25 percent
(25X) of the cost.

Subject: FISCAL IMPACT MODEL FOR RANCHO CUCAM04CA
Previously the staff ban explained the concept of a fiscal impact model
for Rancho Cucamonga and that the major funding for the project would be
through the Chamber of Coaeerce (Sea attached information previously
given to the Cmucil). The City h%e budgeted $7,000 to participate in
the program and the $43,000 to complete me $50,000 met of the program
has been raised Therefore, staff is regvesting formal concurrence in
participating in the program. The $43,000 will be submitted to the City
and the development of a model will be a City project with total City
control If the City Council formally concurs with the program. Staff
will develop program and contractual agreements with the consultant
and return at tun next Council meeting for approval of the agreement
so that tic pr:bect may commence.

with the passage of Proposition 17, it has become ever more important
for comminittes like Rancho Cucamonga to be concerned about the fivcal
impact of city policy decisions There is a need for a tool by which
decisions about land use, growth strategies, development alternatives,
and many other related policies may be evaluated for their fiscal Impacts
over a predictive time period. _
A cemouter assisted fiscal impact model is such a tool It is nothing more
titan a cash flow model for a city: that is, based upon a certain set of
input, such a model would develop operating budget projections over a five
C to Pen year period. It can also predict the cast of providing maintenance
to streets, maintenance to parkways, parks, other services, and develop
at of f ing projections by evaluating develodvwnt proposals over cite planning
tine per lod It also projects the ravenucs than would be generated through
alternative proposals and such revenue projections include locally produced
revenue as well as subventions The models' predictive capabilities allots
thu community to determine whether fiscal surpluses or fiscal delieleneies
will result over time In this way, alternatives can be modified or tradeoffs
identified to resist the community to be oc, a more sutnd fiscal decisions The
model use. - inancial,land use,ond other exist and revenue data developed according
to local unit costs and local standards The advantage of the computer based
s)stcm is that it provides the capability of quick and inexpensively deter -
mintng the impact of a number of alterd it ive policies whether these he growth
politics, revenue sources, maintenaneo policies, level of servlee issues,
and provides such impact analysis to allow a =to informed decision to be

tives at City Halt The model is most signlficart to a city like Irvine pri-
marily because of its small developed area Like Irvine, Rancho Cucaonga can
he in a position to select aiteraatives that can lave a more positive effect
upon the fiscal future of the community
The development of a model for Rancho Cucronga would cost approximately $50,000
I have explored the possibility of a joint City /p Ivste funding for this model
b, the promutlon of the notion that the major dcv�lopmant related proposals to
the CLty should contribute to the development of a fiscal model Ii order to have
all proposals evaluated by the same model thereby elininacing bias and conflicting
awumptions that would result from separate analysis for each project Furthermore,
monev may be saved by the project proponents by reducing the cost of developing separat
EIR's The City benefits because a model could be developed at less public cost
and the model may be utilized on an ongoing daily basis A budget set aside has
bran designated In the propo•ed 1979 -60 budget for participation In soy joint
p,hlic /privato effort with the City holding the contract for the models develop-
ment The extent of private participation will be known within the nut couple
of weeks
If one -anted to ask whether such a program is a must for Rancho Cucamonga, the
only anmwer that can be provided is that the more fiscal data and the more
Informed decision- makers are about fiscal impacts of city policies, the better
tl,e City will be able to chart a course through nn anknoum fiscal future
