Uhile the last memo to you indicated that the driveway dispute between Henry and Doug was resolved to everyone's mutual satisfaction including the Cicy's, the new conflict now appears to be the Issue of a service station in Doug Hone's project proposed for Lhe southeast career of Hellncn and Baseline. We have received two appeals the last two days of the appeal period. Ona from an attorney who will be leasing space from Henry's new building and one frm Henry himself. The appeal is scheduled on consent calendar this week to set a date for a hearing. The matter pertained to the Cc inty Solid Waste Management Master Plan which needs to be amended to allow the expansion of the Heaps Peak refuse disposal site As discussed with you on July 25, 1979, the resolution from the City is needed to be in compliance with state statute which requires that amand- rants to the County's Solid Waste Management Master Plan must be done in accord with the approval of the majority of the cities in th7 County comprising the major portion of the population of the County The proposed expansion will allow the County approximately two to three years of additional sanitary landfill life This additional time is needed to identify an alternate system of diap.•sal for the areas of Crestline, Lake Arrowhead, and Ruching Springs. If the expansion is not implemented, the County would be facing the possibility of having to transfer the waste from those areas to chi nearest landfill or landfills situated in the valley area The Fontana s1 at which serves part of the City of Rancho Cucamonga, could possibly be affected. As the attached correspondence explains, the ap- proval of the complex involved the decision by the Planning Commission that the dead -end portion of Arroyo Vista Avenue be vacated. This was due to the fact that that portion of the street would now serve no public purpose and become a maintenance and liability burden. Lam, Director of Coaaluni[a Development Subj cOtt A COMPUTER BASED FISCAL IMPACT YODEL FOR RAIICIIO CUCAMONGA with the passage of Proposition 17, it has become ever more important for comminittes like Rancho Cucamonga to be concerned about the fivcal impact of city policy decisions There is a need for a tool by which decisions about land use, growth strategies, development alternatives, and many other related policies may be evaluated for their fiscal Impacts over a predictive time period. _ A cemouter assisted fiscal impact model is such a tool It is nothing more titan a cash flow model for a city: that is, based upon a certain set of input, such a model would develop operating budget projections over a five C to Pen year period.
