In -the past it has been the City's desire to maintain the south side of Foothill Boulevard for minlanm impact industrial. The north side of Foothill Boulevard has be,a indicatnd for service commercial to serve the northern residential area. In particular, the northeast coiner of Foothill and Haven nos been reserved as a regional center or major commercial center alternative, and the desire is to retain it as such. It stmuld be noted that John. Blaynoy and Associates. Consultants for the City's General Plan, have stated that it is their belief that sorvice commercial south of Foothill would disrupt the integrity of the industrial area and destroy the special identity needed at that intersection. It is unusual to find such a large amount of vacant land in contiguous parcels available for industrial development and such integrity should be preserved. Furthermore, if commercial establishments ware allowed in the industrial area, they should be of the type that service the industrial area and not retail trade. Should the property be Mixed Use? A mixed use designation on the subject property would allow such uses as fast food establishments, restaurants, bakeries, related retail shops. offices and multiple family Because the mixed use category is basically an option land use, there would be a distinct possibility that multiple family mould be developed on the subject Property[ the pousibility of multiple family useon such an intersection is not desirable. There io also a possibility for the development of offices and related commercial uses. 1 Should the property remain as is? If the property remains as industrial, it could allow such uses as light industry and industrial business parks. It is posuible, through batter definition of the industrial land use category that the Planning Commission could encourage specific uses such as industrial office/businoss office parks, financial, food establishments commercial recreation and related uses A simple amendment to the text of the Land Use Element would provide the necessary encou-•,gesent and guidance for future developers TRAFFIC& The discussion of traffic is more thoroughly explained in the City Enginoor's attached memorandum and the report prepared by Weston Pringle submitted under separate cover for the City Council's review. The basic finding of the traffic consultants' report Is that the intersection can be expanded to provide for the traffic projected by this development in conjunction with the development of a regional center at the northeast corner of Haven Avenue and Foothill Boulevard The report also points out that there is a need en carefully review development plans and proposals for excessive traffic volumes. Additionally, the study indicates that with no development cn this corner a significant traffic problem still remains with the intersection.
