The realignment is necessary to provide the clearance that the Metropolitan Water District (MWD) has requested from their 120 -inch Aqueduct. To accomodate MWD's request, power poles will have to be relocated and additional pavement width is required Archibald Avenue will be widened to 29 -feet on the east side and the centerline of the street will be off set 8 -feet to allow parking along the east side where property owners homes face the street. Direction is requested for a Traffic Plan change to limit parking along the west side of the street for long term consideration. One of these items was the Froposed ame•dments to the City's fireworks ordinance. Some of the proposed changos made by the Task force will require a change in the City's Municipal Code Others, which are not a part of the code, will be admiaistered through fire district policy. I have listed below those recommended changes that I believe will require ceuncll action. 1 Sale of 1'_ cworks: The sale period of fireworks shall be from 12 noon June 30, to 12 midnight July 4 2. Discharge of Fireworks: Fireworks shall be discharged only between the hours of midnight July 3, to midnight July 4 3. Minimum Age to Purchase: Fireworks will be sold only to those individuals 18 years of age and older with proof cf identi- fication 4. Sale of Sparklers: Sparklers will not be sold in individual packets or in assortments from the fireworks booths The other recommended changc9, as listed below, will be adopted as district policy and will be administered by the Fire District, under a cooperative agreement with the service clubs. Part of the permit process would require the training of at least two people in the rules, regulations and other issues pertaining to fireworks who would in turn be responsible for certifying the other people working at their booth. The Fire District shall be supplied with a roster indicating by signature, address and phone all of those attending the group meeting. Anyone not attending that group meeting shall not be allowed to participate in the booth activities. b. All participating organizations will cooperate in the education process by posting signs and distributing one -page handouts at their b3oths. c. Groups that are on the City's booth rotation list will, if asked by the Foothill Fire Protec- tion District, the City, or Sheriff's Department, provide personnel to aid in the patrol and closure of high fire areas for the 4th of July pre•ceeding their assigned year or will be subject to denial of their place on the booth rotation list. !. Fire Distric, Fee to Recover Costs A fee of 2h% of the combined gross sales of all the fireworks broths shall be paid to the Foothill Fire District. This fee will be used to cover the actual costs incurred by the District due to July 4th acti- vities. Should any surplus exist between the actual costs and the fee obtained, the difference will be returned to the community by means of public educa- tion programs relating to fire safety. Post -July 4th Critique: Representatives from the Fire District, the City, the Chamber of Commerce, pluu one local citizen shall meet and confer each year after July 4th, but prior to August 1, to discuas the outcome of the holiday and make suggestions to remedy any problems encountered. The District feels that the utilization of the Task Force has been very productive and the recommendations derived are in the beet interest to all citizens of Rancho Cucamonga. As part of our recommendation, the Fire District feels that the City Council should be aware of the Board of Directors philosophy regarding fireworks in general.
