BACKGROUND: to March 1985, the Agency authorized an emendmcnt to
1Tv2 oop� eration Agreement between the Agency, the City and the Foothill
Fite Protection District. As part of this amended agreement, priorities fer
thf, expenses fundable from the Fire Protection Fund Tund 25) were
established:
I. construction of facilities
2. lease /purchase of fire protection equiipment
3. operation and maintenance of fire protection
facilities
Specifically, this amendment was prepared to allow the Agency to
participate with the Foothill Fire Protection District in the purchase of an
aerial ladder truck to serve the industrial area.
In October, 19,35, the Agency authorized the execution of o Reimbursement
Agreement for the purchase of the aerial ladder truck. As you will recall,
the Fire District has no dxisting facility eWable of housing the aerial
'adder truck.
After investigation of the alternatives, iho Fire District and Agency has
determined that the most cost effir.ent method of housing the new truck
will be the expansion of ex.stiny Fire Station Number 2, located on Son
Bernardino Rood, east of Archibald A•,enue. r

EVALUATION: The District has submitted a request to the Agency for
payment of the expenses necessary to construct an 1,800 square foot
addition to Fire Station Number 2, to house the aerial ladder truck. These
expenses total $162,000, Including $12,000, in architectural and engineering
fees, and $150,000 for actual construction of the facility. The Fire District
has indicated It would advance the funds to pay for architecture and
engineering custs. The Agency would then reimburse these costs, in on
amount not to exceed $12,000, after Its review of the design. The $150,000
for construction costs would be paid upon award of the bid for construction
after City and Agency complete project review of the additior
Additionally, In order for the truck company to be fully functional,
npproximately $65,000 of new equipment must be provided. The Fire
Protection District tics requested that the Agency fund the purchase of this
equipment since this equipment Is procured otter vehicle purchase.
RECOMMENDATION: The Agency authorize o budget allocation of

SUBJECTS Aerial Ladder Fatality and Equipment
DATES February 25, 1986
Approximately one year ago, the Redevelopment Agency approved
the purchase of a 95 foot aerial ladder truck utilizing revenue
from the Rancho Cucamonga Fire Protection Fund. The purchase
of this apparatus is through a lease purchase agreement between
Foothill Fire Protection District and Grumman Credit Corporation.
The Fire District currently cannot adequately accommodate this
apparatus in its existing fire station facilities, primarily
due to its overall length and height dimensions.
Additlunally, when the aerial ladder truck is delivered, a
minimal amount of equipment will be supplied by the manufacturer.
The remaining equipment requirements necessary to support its
operational functions have been addressed through compatltiv4
bids from various fire equipment vendors and those costs were
not included in the original appr ival for the purchase of tae
aerial ladder truck.
Therefore, the request for funds from the Rancho Cucamonga
Fire Protection Fund is twofold.
1. To provide a facility for the aerial ladder truck
and,
2. To purchase equipment necessary to have a fully
functional apparatus.
The Fire District has explored options (temporary facility,
lease of an industrial building, expand existing fire facility)
to accommodate the' aerial ladder truck until such time as a
permanent facility is completed within our commercial /industrial
area. our conclusion is that the most economical and operational
approach would be to expand our existing fire station located
at 9612 San Bernardino Road.
This facility has the necessary communication systems for
emergency response, auxilliary power, fuel storage,
accommodations for existing on duty personnel, and other
amenities which are relevant to operations of a fire facility.
The expansion of this fire station was determined the most

cost effective approach to placing the aerial ladder truck
and its assigned personnel into a fully operational piece of
equipment. Its location is approximately 1 h miles from the
intersection of Haven Avenue and Foothill Boulevard (Exhibi.
A) and 4111 provide an acceptable emergency response time t3
the majority of our commercial /industrial areas.
The proposed addition and modifications are estimated to tort
approximately $150,000, add_ng approximately 1800 square feet
onto thn west portion of the existing fire station (Exhibits
B and C) in order to accomodate the aerial ladder truck and
the remodeling of approximately 650 square feet in the existing
kitchen, dining, dormitory, and office areas to accomodate
the additional personnel assigned to the aerial ladder truck
on a 24 hour basis. Any additional costs not associated with
housing the aerial ladder truck or its assigned personnel will
be financed through the fire district's general fund and will
not encumber the Ranchc Cucamonga Fire Protection Fund.
Architectural and engineering services are estimated at $12,500,
and are not included in the $150,000 construction cost estimate.
The Fire District will advance funds for payment of the above
architectural and engineering services associated with the
project and requests reimbursement from the Rancho Cucamonga
Fire Protection Fund for such services.
The aerial ladder truck in expected to be delivered during
the first part of may 1986. We anticipate approximately another
four to six months will be necessary to complete the installation
of equipment and training of District personnel on the operation,
maintenance and proper utilization of the apparatus prior to
it being placed into full operation. We expect to have the
facility completed by the time the aerial ladder truck is fully
operational.
The cost for necessary equipment (Exhibit D) to be carried
on the aerial ladder truck is approximately $65,000, as confirmed
by recent competitive bidding through several fire equipment
vendors.
Our request is for Redevelopment Agency approval to utilize
available revenue within the Rancho Cucamonga Fire Protection
Fund for the expansion of Fire Station No. 2 to house the aerial
ladder truck and its assigned personnel and the purchasa of
equipment to be carried on the apparatus itself.
