BACKGROtn. r: On July 2, 1986 the City Council and •he Redevelopment Agency
approva� actions which intuited a proposed sale a' and. ,he Ta;. Allocation Bond
Issue, in order for the bonds to be 1•su_d it is neces ary for the City
Council to hold a public hearing to approve the .i3e of -he band proceeds. The
hearing is required pursuant to Seetior 33671, of the Health and Safety Code.
In addition, it 13 necessary for the Agency, pursuant to Section 33445 of the
Code, to deteivdne that the facilities that will be financed by the bond
pro-.eeds are of benefit to the ;roject Area.
EVALUATION: The proceeds from the 1986 Tax Allocation Bond issue will be used
to complete the financing cbllgations under OPA 84 -1. Ai addition, the
proceeds of the issue will bn used to finance public facilities, es defined in
the attached Resnlutior, and further described in the Redevelopment Plan and
the Preliminary Official Statement.
The public facilities to be financed are identified to the Plan and the
benefit to the Project Area was documented by the Agency at the time of its
preparation. The City's role in the hearins process 1s to provide an
opportunity to any Interested perstln to be heard with respec, to the use of
the bond proceeds. The attached Resolution, prepared by Bond Counsel,
cnntains the. necessary findings fov compliance with the Health and Safety
Code.
RECOMMENDATION: Conduct a public hearing and adopt the attached City Council
ar genet' Fe—solutions.

A RESOLUTION OF THE RANCHO CUCAMONGA
REDEVELOPMENT AGENCY DETERMINING niAT
CIVIC CENYER rACILITIES ARE OF BENEFIT
TO RANCHO REDEVELOPMENT PROJECT AREA AND
DETERMINING OTHER. MATTERS PROPERLY
RELATING THERETO
RESOLVED, by the Rancho Cucamonga Redevelopment Agency as follows:
WHEREAS, The Rancho Cucamonga Redevelopment Agency (the "Agency ") proposes
to authorize, sell and deliver $32,345,000 principal amount of Its kencho
Redevelopment Project Tax Alloration Bonds, 1986, Series A, a portion of the
proceeds of which will De used to finance the costs of certain civic carter
facilities (the "Facilities') to be located within the Agency's Ram-.ho
Redevelopment Project Area (tne 'Project Area") and to pay such Bonds with
certain Tax Revenues (as such tern is defired in the 1986 Supplemental
Resolution authorizing the issuance of su;h Bonds):
WHEREAS, the Agency is authorized by Section 33445 of the lisalth and
Safety Code to so &poly such Tax Revenues upon the holding of a public hearing
by the City as required by Section 33(79 of said Code anu upon the waking of
certain determinations by the City Council of the City and by the Agency; and
WHEREAS, The City Council has duly noticed and on this day duly held such
public hearing at which all persons interested were given an opportunity to be
heard, as evidenced oy the record of such proceedings, includin3 the affidavit
of publication of notice on file therein;
NOV., THEREFORE, IT IS DETERMINED AND ORDERED, by the Rancho Cucamonga
Redevelopment Agency, as follows:
1. Rased on the reports of the City and Agency staff and the other
evidence or file in the proceedings for the public hearing and the financing
of the Ficiltties, the Facilities are ipreby determined to be of benefit to
the Project Atea, dared on tip foregoing, it is further determined that there
is no reasonable means )f financing the racilities other than by the issuance
of the Agency's Rancho Redevelopment Project Tax Allocation Bonds, 1986 Series
A.
2 The detereinatior< set forth in Section 1. hereof are final and
conclusive.
3. This Resolution shall take effect from and after Its adoption.

SUCJECT: MARKETING BUDGET FOR FISCAL 'EAR 1986 -07
BACKGROUND: The Redevelopment Agency budget for fiscal year 1986-
ST. ed on June 18, 1986, included an allocation of $80,000
for marketing and promotions. Staff was instructed to prepare a
program for review and approval by the Agency Board. As you will
note, the eaphasis of the promotions campaign is focused or.
Industrial and commercial activity
ANALYSIS: Research of available publications indicates that for
approx mately $41,000. the Cfty cold recolve almost year round ad
exposure. Staff examined a total of 14 publications to Determine
the best possible use of the 1'leency's advertising resources. Each
publication was judged on the basis of circulation, target
audience, shelf -life, rea•.er response system, quality of
publication, and appropriatene s of editorial calendar.
Based on these considerations, staff recommends that ads be placed
within the following publications, Area Development (circulation -
31,604), Business Facilities (circulation - 31,804), California
Business (circulation - 70,000), Insito (circulation - 30,000),
and plants, Sitos and Parks (ci- culatlon - 30,470), totalling 13
ad placements. Total cost for these ads is approximately $41,000,
leaving a balance of $39,000 available for other uses. The
attached matrix shows the recommended publication data and issue
focus for each mugazl�e.
Area Development, Buslnass Facilities, and Plants, Sites, E Parks
were selected because they target top and middle management who
are responsible for s to and offir location, facility planning,
plant expansion for manufacturers, corporations, distributors, and
service organizations.
California Business was clbsen because it is the number one
regiunal bus mess publication in the country, and it targets those
who are responsible for corporate decisions. r

Insite was selected because it is the only local publication, and
because it focuses exclusively cn economic development in the
Inland Empire.
The remaining funds ara re'cammended to be allocated as follows:
1. $4,000-for prbductfoh of artwork and negatives for
new ads. Agency anticipates the production of two
new ads during this fiscal year.

2. $15,000 to prepare a marketing video tape on the
City. Both Fontana and Ontario have prepared
videos highlighting the community's assets and
marketing a'cus. Staff recommends the production

of a video tape specifically for the City to be
used at trade conferences, rating meetings,
organizational seminars, etc.
3. $5,000 for p`ro'motional 'items and handouts.
4. $7,500 for professional writing services to
prepare articles for publication in business
,journals, airline in- flight magazines.
5. $7,683 for use in conference attendance fees and
purchase of display materials for use at the
conferences.. Staff is researching the available
economic development conferences (including
California Redevelopment Agency and California

Association for local Economic Development) to
