Senior Redevelopment Analyst SUBJECT: LOAN BETWEEN THE REDEVELOPMENT AGENCY AND THE CITY OF PANCHO RECOMMENDATION: Ppprovai of a 6.55 interest rate to apply to the $3 million Toan— etween tTe City of Rancho Cucaeonga and the Redevelopment Agency. BACKGROUND: lit Fiscal Year 1985/86 the City of Rancho Cucamunga approved maintaining tht $3 million to the Redevelopment Agency in order for it to continue operations. In conjunction with the approval, the City required that the loan accumulate interest, which was to be paid annually to the City. The interest rate for the loan was established as being a variable rate rather than a fixed rate with a cap of not to exceed 12%. EVALUATION: The auditor has recently completed the annual audit for the e eve opmont Agency for Fiscal Year 1985/86. As part of the preparation of the audit report the calculation of literest is made on the City loan. Because the rate of interest varies, however, the auditor has had extreme difficulty in determining at what point the interest rate in the market changed for calculation purposes. The auditor has thus requested that the Agency and the City agree to apply a fixed rate of interest to the City loan rather than a variable one. At the present time, the Finance Department has indicated that an appropriate Interest rate would be 6.5%. It 1s possible to amend this interest rate at a later date should the finance market change. Staff will periodically review tha interest rates set by the financial institutions to insure that the loan is accruing market rates. Daniels, Senior Redevelopment Analyst SUBJECT: APPROVAL OF PURCHASE OF REDEVELOPMENT AGENCY STAFF VEHICLE RECOMMENDATION: Approval of budget expenditure not to exceed 0 for t e purchase of a sedan staff vehicle, tax, license and registration from Fund 10. BACKGROUND: At the time the Redevelopment Agency budget was a op�tFie need for a staff vehicle was not anticipated to be needed until fiscal year 1987/88. Due to increased Agency activities Involving the need for travel to meetings, it has been determined that an Agency staff vehicle 1s warranted. ANALYSIS: At the present time the Redevelopment Agency relies on using Uminlstratlon vehicles for travel use. It is often the case, due to heavy use by Administration and Administrative Services, that these vehicles are not available. For this reason the Agency requests the use of other Departments' vehicles, or has to use personal vehicles for travel. The monies necessary for acquiring the vehicle will Como from Fund 10 - Administration. Although the purchase was not originally accounted for, monies are available due to a decrease in the originally anticipated need for legal services. BACKGROUND: In Fiscal Year 1985/86 the City of Rancho Cucamonga approved a ma nt—i iming the 33 million to the Redevelopment Agency in order for it to continue operations. In conjunction with the approval, the City required that the loan accumulate interest, which was to be paid annually to the City. The interest rate for the loan was established as being a variable rate rather than a fixed rate with a cap of not to exceed 12%. EVALUATION: The auditor has recently completed the annual audit for the Re event Agency for Fiscal Year 1985/86. As part of the preparation of the .tdit report the calculation of interest 1s made on the City loan. Because the rate of interest varies, however, the auditor has had extreme difficulty in determining at what point the interest rate in the market changed for calculation purposes. The auditor has thus requested that the Agency and the City agree to apply a fixed rate of interest to the City loan rather than a variaole one. At the present time, the Finance Department has indicated that an appropriate interest rate would be 6.55. It is possible to amend this interest rate at a later date should the finance market change. This approach is based upon our past Involvement In the preparation or Park Master plans and related recreation projects using interdisciplinary consultant trams. The Consultant Team is composed of specialists in the fields of sports and recreation programming and park planning and design. Our familiarity with the City of Rancho Cucamonga will facilitate overall coordination by and between Consultant Team members. The approach that has been designed Into the detailed scope of work incorporates four techniques which the Consultant Team has used successfully on similar projects: 1) extensive coordination with the City staff, community residents, and Integration of their expertise Into the planning process; 2) systematic concept development, group critique and concept refinement activities to identify major park components early In the planning process; 3) community surveys and workshops to establish public consensus on program and facility for the Conceptual Master Plan program; and 4) the use of graphics to communicate planning and design concept 'o eonmunity groups and decisionmakers. Ctxirdmation with City Staff and C mrr miry Residents The Consultant Team, individually and a'lectively, has directed many ante disciplinary community planning projects. We have found that teamwork and close coordination between the client, consultants and public agencies Is essential to a successful project. We recognize that the Consultant Team wil: be responsible for ensuring that a high degree of coordination occurs and that project milestones are met. A major priorit f of the Consultant Team will be to establish a regular dialogue with City staff aad Interested parties so that our products reflect community goals and City policies. Systematic Development of Alternative Plans The Consultant Team has found that alternative land use and circulation plans are developed more efficiently through a systematic process of concept development, interdisciplinary review /antique and refinement. Frequent dialogue among the City staff and Consultant Team members and members of the public is a dynamic and effective way to structure efficient planning concepts. This process results in rapid consensus on the major components of alternative plans. This approach has been Incorporated Into the detailed Scrape of Work as a means of ensuring that the alternative development process results in realistic and implementable park development alternatives. The Consultant Team's prior experience with concept formulation, alternatives develnpment and consensus building Is an Imprtant ingredient In the successful completion of the Conceptual Master Plan for Ranho Cucamonga City Park. 17 c� Community Forums and Work • The Consultant Team has suggested a program of community meetings to establish project goals, introduce alternative plans and obtain public comment. We propose to work closely with the City staff to organize and further defino the approach to be used In this element of the planning prcgram. A properly designed community Involvement program will ensure that opportunities for public review and comment • occur at the appropriate stage in the planning process. Communication via Graphic Media The Importance of graphics as an effective communications tool in planning cannot be tnoerplayed. The consultant team will assist the City in conducting a community meeting to Inform citizens of the proposed project, explain the planning and design process, and to solicit applicants for the park Master Plan Committee. • PHASE TWO - PROGRAM DEVELOPMENT Goal: The goal of this phase of work Is to arrive at a comprehensive and balanced program of uses and facilities for the park which best reflect the needs of the community as a whole. This will be the result of citizen Input and will be summarized In a Program Development Report. Task A. Meet with the City to review applications for the park Master Plan • Committee and establish agenda for the first committee meeting. 1. Document the community meeting for inclusion in the Program Development Report. B. The consultant team will assist the City In conducting a group community • meeting with individuals from various user groups to discuss the Research and Analysis and solicit Input regarding proposed program elements. C. Compile, review, and formulate a balanced program for the park which reflects community Input and the present and future needs of the City as a whole. This will Include: • 1.
