BACKGRINYD: On December 16, 1987 City Council discussed the possibility for To— tarticipation in the maintenance of certain portions of Foothill Boulevard within the State right -of -way. Further, there was discussion about the possibility of Redevelopment Agency financial participation since this proposed work is contained within the Foothill Corridor Plan boundaries. ANALYSIS: Should the City. Council decide upon the policy issue of local participation for a maintenance project within a State right -of -way this fiscal year, Redevelopment Agency participation may be structured in the following way since this project was not a budgeted item. The Agency Board adopted a pilot program of low interest rehabilitation /facade improvement loans for properties along the Foothill Corridor Plan during fiscal year 1987 -88. This program became operational after adoption by the City Cuuncil of the Foothill Corridor Plan and after final printing of the loan documents. Since this did not occur until recently, not all the loan funds will be utilized this fiscal year. Therefore, since the loan program was intended to foster improvements along the Foothill corridor, and since the proposed maintenance project is intended to do the same, it is recommended that If Redevelopment Agency participation is desired by the Board, the $20,000 estimated cost of the project be advanced from this loan fund and this amount can be re- budgeted next fiscal year. fully sublaitted, IJack Lam, AICP, Deputy Executive Director JL /kap 9 i, ti• RESOLUTION 110.
