Hogan, City Planner BY: Dan Coleman, Assistant Planner SUBJECT: ENVIRONMENTAL ASSESSMENT FOR DEVELOPMENT REVIEW NO. 81 -20 - GENERAL TELE ii NE OMPAN GTE - T e propose x,440 square foot addition to existing telephone equipment building in the R -1 zone located at 6322 East Avenue - ARM 225- 181 -•25 ABSTRACT: The applicant has requested review and approval for the development of an addition to the existing telephone equipment building as described above. The project has completed the Development and Design Review process and is now before the Planning Commission to receive environmental clearance_. BACKGROUND: This review is for an environmental assessment to deter- mine any significant adverse impacts on the environment as a result of this project. The site and architer_tual design is not considered at this time unless it is related to environmental concerns. To de- termine significant adverse impacts, an Initial Study on environmental concerns has been prepared. Upon comp'ietion of that study, evidence would indicate either no significant impacts or the potential for significant impacts. If a determination of no signitic:ant impacts is nade based upon the Initial Study, then a Negative Declaration may be issued for the project. If significant impacts are found, then an Environmental Impact Report shall be r,quired to fully ana- lyze the impacts of the project. The detailed Site Plans and elevations will be reviewed and approved, with conditions, by the City Planner contingent upon approval of the Negative Declaration. ENVIRONMENTAL ANALYSIS. Part I of the Initial Study has been com- pleted by the applicant and is attached for your review and consid- eration. Staff has completed Part II of the Environmental Assessment and found no significant adverse impacts on the environment as a result of this project. It the Commission, concurs with such findings, then a Negative Declaration would be in order. Hobbs, City Engineer SUBJECT: Capital Improvements Program 1981 -82 ri Attached for Planning Commission review and approval is t;ie 1981 -82 Capital Improvements budget and a revised Long Range Capital Improvements Study. The current Capital Plan is basically a continuation of last year's program into the current year. One exception is the proposed Base Line Widening which will be constructed as a cooperative project with the, condominium develop- ment on the northwest corner of Base Line and Hermosa. Also attached for your information is a copy of the road needs analysis recent- ly submitted to the City Council and an analysis memo on current legislation . being heard in the State Legislature. I will review at the meeting the long range needs with the Commission but will not be seeking approval of the proposed priority listings at this time. Ii the Commission wishes, Engineering would reschedule a more detailed analysis of the Capital Improvement needs for the future. RECOMMENDATION It is requested that the Commission adopt the attached resolution finding the proposed Capital Improvements P;-,)gram for 1981 -82 consistent with the General Plan and recommending approval to the City Council. The proposed bud- get for next year deals primarily with a continuation of previously initiated projects and restricted federally funded projects. The B,-,,;e Line Widening is proposed in anticipation of a cooperative project with the condominium development on the northwest corner of Base Line and He rnosa. if it appears that this project does not proceed within the year these funds could be diverted. The Long Range Capital needs have been completely re- established this year to insure a fresh evaluation of needs. This inventory has been segregated into four categories. Major Projects ° Arterial Resurfacing and Reconstruction ° Special Projects ° Traffic Signals All of these projects exclusive of grade separations and interch wort: are now needs that should be accomplished as quickly as pos The total needs are estimated at:approximately $7,500,000. Of this amount, the most sensitive areas for consideration are the arterial and local street resurfacing and reconstruction. These projects total approximately $2,000.000.00. All. of these projects are currently required and many have been deferred already for seve years. No funds are available this yt-4r to accomplish any of this work. As the Council is aware, the continued deferral of this maintenance will double and triple the cost of repairs and result in increased demand for routine surface patching from our maintena crews. e Assuming a 20 year reconstruction life on the current 220 mile sys- tem, the normal road maintenance budget should approach $1.3 million. Road maintenance is funded primarily through gas tax revenues and sales tax on gasoline. In recent years, with increased fuel efficiency of the auto fleet, and the effects of construction inflation have resulted in dramatic decreases in the funds available for street maintenance and improvement. The attached table demonstrates these impacts. The total street budget available this year is broken down as follows: ° Gax Tax $424,193 ° SB 325 Sales Tax $556,804 TDA ° Systems Development $420,000 Total funds available are $1,400,997 The primary claim on these funds are the routine maintenance and administration which totals $525,716. The remaining $875,281 is assignable to projects. It should be pointed out that the City's routine maintenance service levels are at a minimum acceptable level. of service and are signifi- cantly below comparable Cities in tree trimming and street sweeping. Also, the Council should be aware that the estimated $420,000 in Systems Funds depends on a level of growth which substantially increases the current traffic hazards and management problems. If the growth levels are not normal, these funds could significantly decrease. From these figures it can be seen that the City is operating at a normal deficiency of $400,000 with addressing increased maintenance due to growth or accomplishing any major capital improvements. In summary, without a significant increase in revenues available for road maintenance and improvements, this City and all road departments throughout the State are facing a total deterioration of our streets and highways with the next 20 years. Rancho Cucamonga in all of this, is somewhat more fortunate than other Cities. Our Citv road system, because of recent growth, is relatively new and maintenance, tlierefore, somewhat lower than older Cities. Also, with our strong growth pattern, we are able to supplement traditional sources of funds through fee supports. No growth older Cities have neither of these advantages. lie will, however, lose this advantage each year as the responsibilities of development replace the opportunities and the City ages and becomes more stable. To fully consider road needs in the balance of municipal servi -es to provide the safest most coat effective system 'possible. 2. To consider fully the ongoing responsibilities of growth to the fiscal stability of the City and try to balance those responsibili.- ties with the opportunities. 3. To assist other agencies and policy boards in developing funds to equitably provide for the maintenance of our streets and highways. It is the third challenge that is currently being addressed by the Foran Bill (SB215), which was summarized in my April 1, 1981 memo to Council. This Bill which recently passed the Senate will add an insufficient but badly needed two cents to the gax tax along with other financial supplements. These changes would begin in 1983 and are broadly recognized to be only a holding action to arrest the deterioration of inflation. Further increases are needed now and will be needed in the future. To lend the City' full support to these efforts, it is recommended that the attached resolution be executed and transmitted to legislators. but beyond that the Council as individuals need to commit to educating the community to this problem to garner a broad based support to main- tain our transportation system. No action is required on the Capital Improvg6ents Program prior to approval by the Planning Commission. The major topic of this confer- ence was the tremendous lack of funding to maintain and develop the State Highway, Roads and Streets system. As I'M sure the Council aware that we are currently on the verge of losing the finest h -gh- way systems in the world and along with it the Primary capital asset of the State and its Cities and Counties. The League thrcuah its Public Works Division has determined that the time has cone to make the public aware of what- it is cbout to loses an' to develop support in the Legislature for a program to s,-,-- investor f`nt The League is sponsoring a bill authored by Se_a.tor John Fcran. This bill is SB215 and is summarized in the attached material. The bill basically raises license and user fees, protects all gasoli per gallon. ne sale taxes for transportation uses and raises the gas tax by two (2; cenf_� The erosion of gar tax funds have been dramatically demonstrated in a report prepared by the California Transportation Commission which shows the dramatic loss of value of transportation funding. Most Cities have been forced to completely delete roadway and have begun const- uction g to defer maintenance for extended PerNods_ Most major maintenance programs vary from 10 to 25 years, depending upon traffic volumes, severity of climdte. Because of reve1;ue shortages, the scheduled .cycles have been extended repeatedly, t17itil they have become meaningless. The City of Oakland's resurfacing progiain pre- sently budgeted 5 miles per year of total maintained mile of 778. The Census Bureau has reported that California ranks the lowest of all states in per capita expenditure for highways. Since the proposed sub- division meets all applicable requirements, and appears to be a logical extension of existing development, the Staff is recommending approval with appropriate conditions. BACKGROUND: The application entails a request for the approval of a Tentative Tract Map for a custom lot subdivision of 6 lots on 2.0 acres in the R -1 -8,500 zone. The proposed subdivision is located west of Sapphire Street at the western terminus of Garden Court, just south of the future Route 30 right -of -way (Exhibit "A "). The project site is currently vacant and is not in use at this time. Numerous piles of loose dirt and debris have been dumped in the northerly portion of the property. The site has a slope of about 4% to the southeast. Several mature trees are located on the property on its northern portion. The proposal has been submitted as a custom lot subdivision and has been reviewed in accordance with the Growth Management Ordinance. The Tentative Map, (Exhibit "B "), received a point rating in excess of the required threshold, and is therefore eligible for consider- ation and approval by the Planning Commission. The Conceptual Grading Plan, submitted in conjunction with the Tentative Map, has also been reviewed by the Grading Committee, and received approval in concept only (Exhibit "C "). ANALYSIS: The proposed subdivision is consistent with the City's General Plan Land Use Designation of Low Density, 2 -4 du's /.ac, and the project also appears to meet current zoning requirements. However, the applicant has made an effort to avoid excessive slopes wherever possible. Also attached for your review is Part I of the Initial Study, as completed by the applicant. The Staff has completed Part II of the Initia-, Study, the Environmental Checklist and has conducted a field investigation. As a result of the 'investigation and completion of the study, Staff has found no significant adverse impacts on the environment that could occur as a result of this subdivision. There- fore, issuance of a Negative Declaration is recommended. CORRESPONDENCE: The Tentative Map was advertised as a public hearing item in the Daily Report newspaper. In addition, about a dozen public hearing notices were mailed to property owners located within a 300' radius of the tract boundaries. To date, no correspondence regarding the proposed subdivision has been received. N0. 80- 2 - MARLBOROUGH DEVELOPMENT CORPORATION A total development of 413 townhouses on 40 acres in the R -2 zone, located on the east side of Archibald, on the south side of Church and west side of Ramona - APN 1077- 341 -01, 1077- 133 -08, and 1077- 631 -03 ABSTRACT- The applicant is requesting approval of a planned develop- ment snd of the associated tentative tract map. The project will consist of 413 townhouse units, to be located between Archibald and Ramona, south of Church. In general, the project meets development and design standards; however, Staff is recommending several modifications Which will effect pedestrian circulation, landscaping, fire access, and recreational facili- ties. Should the Commission concur with these modifications, conditional approval as recommended, would be appropriate. BACKGROUND: The applicant is requesting review and approval of a tentative tract map and a total development package consisting of 413 townhouse untis to be located on about 40 acres of land located between Archibald and Ramona Avenues, south of Church Street (Exhibit "A " ), The project site is vacant, and is not in use at this time. However, there are a number of mature Eudalyptus trees and a Cedar tree located on the premises. The project site is zoned R -2, multiple family residential,, and is designated for nedium density residential (.4 -14 du's /ac) on the City's General Plan. The proposed project density of about 10.8 dwellings per acre is therefore consistent with the General Plan. The project site is surrounded by the following land uses and zoning: LAND USE ZONING Site Vacant R -2 North Single Family Residences R -1 East Single Family Residences R -1 South Single Family Residences R -1 Nest Apartments, Single Family R -'s, R -1, R -3 Residences, Elementary School The project has been reviewed and rated by the design Review and Growth Management Review Committees in accordance with the Growth Management ITEM E' 0 Staff Report TT 11663 (P. D. 80 -12) Ordinance. threshold, addition, Committee, -2- June 10, 1981 The project received a point rating in excess of the required and is therefore eligible for Planning Commission review. In the conceptual grading plan has been reviewed by the Grading and received approval in concept only. ANALYSIS: As rioted above, the project will consist of 413 townhouse units (Exhibit "B "). Each dwelling will have a two -car attached garage, and a private fenced patio. Five basic plans will be available as follows, (Ex!Abits Fl -F5): Unit Height Type Size Plan 1 1 -story 2 bed, 1 bath 936 sq. ft. Pian 2 1 -story 2 bed, 2 bath 1,022 sq. ft. Plan 3 2 -story 2 bed, 23,, bath 1,122 sq. ft. Plan 4 2 -story 3 bed, 21, bath 1,290 sq. ft. Plan 5 2 -story 3 bed, 21z bath 1,450 sq. ft. All unit sizes noted in the table above include living areas only; 400+ sq. ft. garages will also be provided for each dwelling. According to plans, all dwellings will be clustered in rows of 3 -6 dwelli-ng units each., as. follows: Tri -plex 7 (21 units] Four -plex 28 (112 units) Five -plex 2 X10 units) Six -plex 45 (270 units Total: 82 (413 units The main vehicular access point is located on Archibald Avenue, with 2 additional points of access on Ramona Avenue. In addition to the 2 -car garages, approximately 327 additional parking spaces will be provided in open areas and along the project streets and drives, resulting in parking ratiosof about 2.85 spaces per unit, which exceeds the minimum requirement. The pedestrian circulation within the project is comprised by a series of private sidewalks and walkways located throughout the project. However, the 22sign Review Committee is recommending that texturized pedestrian crosswalks be incorporated into the design of the project to connect dwellings with open space and recreational facilities, and that additional walkways be constructed to provide a continuous system. Conditions of ap- proval to that effect have been included in the Resolution for your consi- deration. The main recreational facilities are centrally located and include a swimming pool, spa, 2 tennis courts, and a recreation center. In addition, 2 smaller recreational areas consisting of a pool and a spa are proposed in the northerly and southerly portions of the project. In the southeast corner of the site 11 [71J 11 Staff Report TT 11653 -3- 1` June 10, 1981 the applicant is proposing to construct a temporary retention basin to accomodate potential overflows, and to avoid possible flooding of Ramona Avenue. The retention basin will be fenced, (Staff is requesting that wrought-iron fencing be provided rather than chainlink as originally proposed) and its perimeter will be heavily landscaped. The interior of the basin will be seeded with grass and will be used as a. children's play area. If, at some point in the future, a master planned storm drain is constructed in the vicinity of the project and the need for the retention basin is eliminated, 8 additional dwellings (units no. 406 through 413) could be constructed and sold by the Homeowners Association. The use of the retention basin as a childrei-.'s play area will provide a reasonable use at this open area when not used for retention purpcses. However, such facilities are temporary. Therefore, Staff is recommending that additional children play areas be provided elsewhere in this project, According to the submitted plans, the applicant will be providing a sub- stantial amount of landscaping along Archibald Avenue, which has been designated as a Special Boulevard (Exhibit "'C "). Structural setbacks along Archibald will be kept to a 351 minimum, with the average setback exceeding 40'. The setback area will be heavily landscaped and the existing mature Cedar tree will be preserved. Along Ramona Avenue, standard striccturai setbacks of 25' will be provi'e.d.. However, the appli- cant is proposing to construct private patios, bounded by wails not to exceed 42" in height, within the 25' setback area along portions of Ramona. Avenue frontage. Along the westerly boundaries where the proposed development abuts the existing apartment complex and school, the landscape plan indicates a minimum of 15 feet of landscaping, including a substantial number of trees. However„ the Fire District is requesting that 15 foot wide fire lanes be provided along these boundaries, eliminating all trees and shrubs in the process (Exhibit "B "). Staff has reviewed this alternative withthe Design Review Committee, and concluded that the total elimination of landscaping in these two critical areas is not acceptable. It is recommended that the size: plan provide a minimum of 10 feet of landscaping, including shrubs and trees, at these locations, and that other alternatives of fire access and protection be explored with the Foothill Fire District. The Design Review Committee also reviewed the building elevations and architectural design of the project and was very satisfied with the style of the buildings and the amount of detailing incorporated into the design of the patio walls (Exhibit "D "). Color renderings and elevations of these buildings will be available for review and comment at the Planning Commission meeting. Attached is Part I of the Initial Study as completed by the applicant. AVA Staff has completed Part II of the Initial Study, the Environmental Check- list, and found no significant adverse impacts or the environment that could occur as a result of this project. The issuance of a Negative Declaration is recommended. Several property owners in the single family tract to the east have discussed this project with. Staff to cl;irify the design of the project. No specific objections were filed or voiced. RECOMMENDATION: It is recommended that the Planning Commission review the proposed Planned Development and Tentative Map, and condu_t a public hearing to consider all public comments. SECTION 2: Tentative Tract Map No. 11663, a copy of which is attached hereto, is hereby approved subject to all of the following conditions and the attached Standard Conditions: PLANNING DIVISION: 1. Site and landscape Plans shall be revised to accommodate a minimum 10' wide landscape buffer along the westerly boundaries of the project adjacent to existing school and apartment complex. Such revisions shall be subject to approval by both the City Planner and the Foothill Fire District, prior to final map recordation. 2. A continuous looped pedestrian walkway shall be provided along all interior boundaries of the project. 3. Three permanent children play areas shall be incorporated into the design of the project. Precise location of such facilities shall be subject to approval by the City Planner prior to final map recordation. 4. The temporary retention basin /play area shall be fenced with a 5' high wrought iron fencing, and its periphery shall be heavily landscaped. A lawn or other appropriate ground cover shall be installed and maintained within the fenced area. 5. The design and intensity of architectural detailing of all structures and patio walls shall be in substantial compliance with submitted elevations. 6. CC &R's for this project shall be subject to approval by the City Planner prior to recordation. ENGINEERING DIVISION 1. A soils and geological study regarding the effect of ground saturation due to the storm retention basin on the foundation of the existing adjacent house and any suggested mitigating measures shall be submitted to the City Engineer for review and approval prior to recordation of the map. EASON - Interim Use of business office located at 9513 Business Center Drive, Suite J, for the Foursquare Gospel Church in Rancho Cucamonga. ABSTRACT: The applicant is requesting review and approval for an interim church facility to be located in the Cucamonga Business Park, as described above. This request is similar to the Gala Fellowship application previously approved by the Planning Commission. Staff has provided the appropriate Resolution of Approval with Conditions for your review and consideration. BACKGROUND: The applicant, Victor D. Eason,'representieig Victory Chapel, has requested approval to occupy a suite in the Cucamonga Business Park located generally on the southwest corner of Arrow and Archibald Avenues (Exhibit "A "). The applicants are proposing to utilize the suite as a business office during the regular work week, for prayer meetings on Wednesday evenings, and regular church services on Sunday mornings. Attached please find a letter from the applicant outlining the specific use proposed for the offices. Church related uses ire allowed subject to approval of a Conditional Use Permit by the Planning Cofmmission. The existing uses in the surrounding suites of the building are various business uses which operate on weekdays generally from the hours from 8 a.m. to 6 p.m. The church business office will occupy the space on weekdays; Wednesday evenings, after 6 p.m., the applicants intend to use the suite for prayer meetings, Sunday mornings would be for regular church services. There are approximately 70 parking spaces within the immediate vicinity of the location of the proposed use (Exhibit " "). As the Commission will recall from their review and approval of the Gala Fellow- ship application, the main issue relative to church uses in industrial zones is parking availability. The church presently has approximately 40 members in the congregation. Since the group meetings and activities will occur at tires other than normal business operation hours of the industrial park, ample parking should be available. None of the present businesses in the immediate vicinity of the proposed use are open or in operation on Sunday morning, or evenings, and would therefore not conflict with the proposed use. Staff has attached recommended Conditions of Approval, similar to those used on the Gala Fellowship application relative to time limits and hours of operation. ABSTRACT: The applicant is requesting review and approval for the development of a two story uffice builiing and a Steer 'N' Stein to be located on the west side of Archbald south of Devon as de- scribed above. This is a new Developm!nt Review application for the same property upon which the applicant received approval for a professional office complex in Augus- of 1.980, Director Review No. 80 -30. The project has been revieted by the Design and Devel- opment Review Committees and has under one appropriate revisions per their comments. BACKGROUND: The applicant is proposing construction of a 15,128 square foot professional office buildin3 and 4,355 square foot Steer 'N' Stein restaurant on 1.84 acre; of land. The project site is located on the west side of Archiball Avenue approximately 150' south of Devon Street (Exhibit "A "). The site presently contains a masonry and wood storage building tha: is in a blighted condition from fire. In addition, the site contains numerous mature trees, some of whicK were partiai:y destroyed 9y fire; the remainder of the site is vacant. The project site is bounded on the west and north by single family residences and on the south by vacant land. The er.istir; -.rade gently slopes from the north to the south at approxi- mately a 2% grade as indicated in the Conceptual Grading Plan (Exhibit "F ") The property is presently zoned AP ( Administrative/ Professional Office), and the General P13n designates this site for office uses. ITEM H I r i f �J Staff Report June 10, 1921 Paae 2 ANALYSIS: The Site Development Plan, Exhibit "B ", has been developed in accordance with the Zoning Ordinance standards and requirements. Setbacks, parking requirements, and landscaped areas are all being pro - vided in accordance with standards and policies set oy the Planning Commission. Archibald Avenue is a Special Boulevard in the General Plan and the applicant has proposed to landscape it accordingly. The applicant is proposing to retain existing healthy trees whenever possible, in order to preserve the site character and provide a mature landscape appearance to the project (See Exhibit "B "). Staff recommends that the parking lot design be revised to provide a landscape planter as shown on the attached Exhibit "G ". Access to the site is being provided by a single driveway located near the north property line, with a shared emergency access lane being provided at the south property line. Full street improvements will be required -including curbs, gutters, meandering sidewalks, and street Aft The building elevations, as shown on Exhibits "C, D, E" indicate the use of horizontal cedar siding, scored cedar fascia, dark stained wood trims, heavy timber trellis , do accent color band, and concrete g64-e- the roofing. Colored elevations, renderings, and 'building materials samples will be available at the Planning Commission meeting. The Design Review Committee has reviewed the project and recommended approval of the design with the exception of the south elevation of the restaurant building. The Committee felt that high visibility of this elevation on a Special. Boulevard warranted additional architectual treatment. Therefore, it is recommended that the project be conditioned to require this elevation to be revised and brought back to the Design Review Committee prior to issuance of building permits. Additionaliy, it is recommended that a minimum of four 15 gallon trees be planted along the south elevation. Through several meetings and discussions, the site plan was developed to integrate more closely with the adjacent center and the immediate corner. How- ever, the Design Review Committee was unable to work out an acceptable arch itecurai design of the facility with the applicant. This parti- cular project is a Woolworth Garden Center which is a prototype building used in all cities which they locate. The Design Review Committee stated the design proposed is not the style of architecture desired for Foothill Boulevard as a Special Boulevard, as described within the General Plan. Although the adjacent shopping center is in need of significant improvements, the Design Review Committee felt that this project should set the tone of the development which would help motivate improvements or new construction of the adjacent center while also maintaining high design standards for Foothill. Therefore, the Design Review Committee does not recommend approval of the archi- tectural design of this development. The applicant did display other concepts that could be utilized in the architectural design of the facility which the Design Review Committee felt wnuld provide a better character. However, the applicant does not desire to develop such designs and is therefore seeking a decision on the architectural design from the full Planning Commission. Based upon the Design Review Committee work and input, staff proposes denial of the project based upon the findings listed in the attached Resolution. The site is presently zoned C -2 and is General Planned for commercial uses. The property immediately to the east is an existing shopping center; Perry's Farm Market. West of Hellman is vacant - undeveloped land and south, approxi- mately 4001, is existing single family residential development. ANALYSIS; A significant amount of discussion occurred between the applicant and the Design Review Committee relative to the development of the immediate corner of Helms and Foothill Boulevard. The Committee felt that the size of the corner (ZO,000 sq. ft.), which is proposed to be split off from the larger piece of land would be too small for pro- per development and integration with the rest of the center. Please find attached as Exhibit "D" a site plan which indicates a conceptual arrangement of the building, parking, and circulatior system which the applicants feel will integrate the corner with the overall development. The Design Review Committee also had concerns relating to the inte- gration of this site with the existing shopping center. As a result of tr!e Design Review Committee's concern, the applicant has arranged to utilize the existing driveway into the Center rather than creating ad- ditional access from Foothill Boulevard. No primary access is being proposed from helms Avenue. Only a service drive is being proposed from Helms which could be for the delivery plant material. Attached is the Illustrative Site Plan which indicates the areas pro- posed to be landscaped as well as the type of screening being proposed along Helms Avenue. A combination of chainlink fence with wood posts and a wood cap is proposed along Helms Avenue in combination with mounding and landscaping. The remainder of the plant storage area is prod. ,)sed to be enclosed by standard chainlink fence and barbed wire. The Desig. , Review Committee spent a significant amount of time working with the applicant to resolve the site plan concerns relative to access and compatibi'ity with the adjacent center. However, the architectural design of the facility was not amicably worked out between the Design Review Committee and the applicant. The Design Review Committee exrressed concern over the original designs proposed by the applicant and in re- sponse the applicant prepared some refinements to the design. Also, additional desig,, concepts that could be utilized with the basic building structure were prepared by the architect and shown to the Committee. In review of the other concepts the Committee round them to be more desirable for Foothill Boulevard than the one desired by the applicant. As in previous cases along Foothill Boulevard, the Design Review Committee and the Planning Commission has strived for the quality building designs in order to promote the Special Boulevard character and policies of the General Plan. The Design Review Committee contends that the design desired by the applicant does not meet the Special Boulevard standards in terms of architectural treatment and would not promote the type and style that is desired for this location. The applicant was provided with the option of redesigning the project to meet the goals and policies of the General Plan or ge before the full Planning Commission for a final determination on the architectural design of the structure. Because of the applicant's desire not to deviate from the present proto- type standard design for the Woolworth Garden Center, this item is being brought before the Planning Commission for their guidance and direction in the matter. Because the applicant is unwilling to redesign the pro- ject to conform with Foothill Boulevard and Special Boulevard Standards, the Design Review Committee and the Staff is recommending denial of the project based upon the findings listed in the attached Resolution. Should the Commission vote not to deny the project based upon this design, then the Planning Commission should provide direction to the applicant relative to desired design improvements or direct Staff to prepare final conditions of approval for the development.
