BACKGROUND: C/L Builders are requesting architectural approval for a previously approved single family residential tract located west of Sapphire and Highland on Carol Avenue. This tract was previously undevelopable due to flood control susceptibility from the Cucamonga Creek' Chanrel ; however, this pfoLlem ihas recently been mitigated due to channelization of the creek. The Design. Review Committee has determined i that the architectural design adequately conforms to the basic_ design stancards of the City and recommended approval . The approval shall be subject to an upgrading of asphalt shingles and a variable color palette to be approved by staff prior to issuance of building permits. RECOMMEN^.ATION: The Design Review Committee found that the new architectural product for Tract 9321 will be compatible with surrounding residential lard uses and recommends approval based upon the use of upgraded asphalt shingles and approved color palette. If a large project to the south of this tentative map should change the desired circulation pattern, then it is possible that Lion St. could be ended in a cul -de-sac. Since future needs are in such doubt, it is felt that potential buyers of Parcel 2 should be put on notice that a s meet extension is likely upon further subdivision or development. This could best be accomplished by an offer of dedication. Drainage for this property will be provided per Engineering Conditions for the tentative map and the Director Review and by existing easements. Site Characteristics: The project . site is irrently a citrus grove with no structures on site. The topograph.% of the site is a constant 2 percent grade sloping to the :,least. A row of Eucalyptus trees lies off-site along the west boundary of the project. II. ANALYSIS: A. General : This subdivision is the first project to be reviewed by the Planning Commission under the new "LM" District Basic Development Standards. The density of the project is 5.8 dwelling units per acre, with an average tot size of 6,001 square feet. A standard 36-foot wide street section with a 60-foot right-of-way is also proposed. In May 1981, Tentative Tract 11610 consisting of 28 townhomes as shown on Exhibit "G" was approved on the project site and is still valid. The project includes two, three, and four bedroom units ranging in size from 1,075 square feet to 1,472 square feet. A Cape Cod color scheme with wood siding on all elevations (no stucco) is p. posed. 3. Design Review Committee: The Design Review Co,.rnittee recommeded approval of the tract map and unit desion v.ith a number of corrections. In resp6nse to the Committee's concerns, the applicant provided a full porch on the smallest unit, and submitted a more detailed color scheme for the units. Colored drawings and a building materials sample board will be provided for your review at the meeting. C. Growth Mana ement Cotranittee: The Growth Management Committee recom en ed approval of the tract map with conditions as specified on the Resolution of approval and Standard Conditions form. With development of the project the applicant will be responsible for the reconstruction of Turner Avenue on both sides of the centerline. A condition of approval is provided to credit the reconstruction east of the centerline towards systems development fees or other reimbursement by the City. In addition, a 20-foot wide secondary/emergency access road must be provided from the end of the proposed cul-de-sac to Teak l:ay, approximately 400 feet to the north. The road will be located within a 30-foot offer .�f dedication, as shown on the corresponding Parcel Map (Exhibit "F"). D. Gradinq Committee: The Grading Committee reviewed and approved the conceptual grading plan with miner conditions necessary to meet City standards. A final grading plan with the necessary information will be required prior to issuance of building permits. FACTS FOR FINDINGS: The findings listed on the attached Resolution are supported by the following facts: 1. The proposed subdivision, in conjunction with the conditions of approval, is consistent with the current development standards of the City. 2. The project is adequate in size and shape to accommodate the proposed number of lots within the subdivision. 3. Adequate street and storm drain improvements will be provided tG make the project compatible with the surrounding area and improve circulation and drainage in the vicinity. 4. The project is consistent with the General Plan and conforms with the Basic Development Standards of the "LM" District in which the site is located. IV. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING TENTATIVE TRACT MAP NO. 12601 WHEREAS, Tentative Tract Map No. 12601 hereinafter "Map" submitted by Morris and Searles, applicant, for the purpose of subdividing the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, described as the development of 26 single family detached h�Tn� nn a r a�.-ec nF ianr in the nictrict_ generally located on the west side of Turner at Palo Alto Street - A.PN 1077-031-04, into 26 lots, regularly came before the Planning Commission for public hearing and action on February 8, 1964; and WHEREAS, the City Planner has recommended approval of the Map subject to all conditions set forth in the Engineering and Planning Division's reports; and WHEREAS, the Planning Co=ission has read and considered the Engineering and Planning Division's reports and has considered other evidence presented at the public hearing. NOW, THEREFORE, the Planning Commission of the City of Rancho Cucamonga does resolve as follows: SECTION 1: The Planning Commission makes the following findings in regard to Tentative Tract No. 12601 and the Map thereof: (a) The tentative tract is consistent with the General Plan and specific plans; (b) The design or improvements of the tentative tract is consistent with the General Plan and specific plans; (c) The site is physically suitable for the type of development proposed; (d) The design of the subdivision is not likely to cause substantial environmental damage and avoidable injury to humans and wildlife or their habitat; (e) The tentative tract is not likely to cause serious public health problems; (f) The design of the tentative tract will not conflict with any easernefit acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision. V. � J Resolution No. Page 2 (9) That this project will not create adverse impacts on the environment and a Negative . Declaration is issued. SECTION 2: Tentative Tract Map No. 12601, a copy of which is attached hereto, is hereby approved subject to all of the following conditions and the attached Standard Conditions: PLANNING DIVISION 1. The minimum interior dimensions of each garage, excluding laundry area, shall be 13 feet X 19 feet. 2. An alternative design which eliminates the gap between the existinc wall and any proposed wall or fence along the south propert; line shall be submitted to the Planning Division, for review and approval prior to approval of the final grading plan. 3. A block wall and/or fence shall be provided on Lot 16 adjacent to the emergency and secondary access lane subject to the review and approval of the Plannina Division prior to issuance of building permits. ENGINEERING DIVISION 4. A minimum of 20 feet wide asphalt concrete pavement shall be con�-truced along the secondary access from the proposed street to Teak Way. 5. On Turner Avenue the existing PCC pavement shall be removed and replaced with a minimum of 6 inches of asphalt concrete for the length of the frontage. A Reimbursement Agreement or fee credit shall be granted to the applicant for the construction work east of the Turner Avenue centerline. 6. All applicable conditions of approval for Parcel. Map 8298 shall apply to this project. 7. Recordation of a private roadway easement for secondary and emergency access, as shown on the map, shall be recorded prior to or concurrent with the recordation of the Tract Map for the benefit of all the lots within the tract through parcel one (1) of Parcel Map 8298. CORRESPONDENCE: Notices of Public Hearing have been sent to surrounding property owners and placed in the Daily Report Newspaper. Posting at the site has also been completed. V. RECOMMENDATION: It is recommended that the Planning Commission consider all input and elements of the project. PROJECT AND SITE DESCRIPTION: the purpose of this request is to revise the Tentative Tract Map from a townhouse configuration, which creates separate lots for the ground beneath each unit (Exhibit "C"), to a map for condominium purposes which simply shows a tot for each phase of the project (Exhibit "B") . No physical changes to the site plan, building designs or conditions of approval are requested with this application. I II. ANALYSIS: The amendment to the map will not affect the physical nature of this project. The three lots shown on the proposed map follow the phasing lines indicated on the approved site plan. Site Characteristics: Project is a vineyard at the present time. This site slopes southerly at about 1.5%. II. ANALYSIS: This parcel map dividing 40.35 acres of land into 2 parcels separates the office professional district from the medium high residential per DevElopment District Map. Since plans for development are incomplete, an offer to dedicate Civic Center Drive across both narcejs is required, it is expected that development plans will be completed enough at the time of recordation to determine the westerly limit of dedication for Civic Center Drive. A proposed requirement to obtain access restrictions on Haven Avenue and Arrow Route is intended to provide for the minimum number of driveways on each street consistent with access needs. Provision will be made for the utlimate major access to the property to the west to be opposite Center Ave. This may involve a small irregular dedication or easement, which should be considered when a development project is submitted for approval. Street improvements will be constructed at time of development of the parcels. III. ENVIRONMENTAL REVIEW: Also attached for your review and consideration s Part I of the Initial Study as completed by the applicant. Staff has completed Part II of the Initial Study, the environmental checklist, and has conducted a field investigation. Upon completion and review of the Initial Study and field investigation, Staff found no adverse impacts on the environment as a result of the proposed subdivision. IV. CORRESPONDENCE: Notices of Public Hearing have been sent to surrounding property owners and placed in the Daily Report Newspaper. Posting at the site has also been completed. V. RECOMMENDATION: It is recommended that the Planning Commission consider all input and elements of the project.
