BACKGROUND: The applicant is requesting a one year time extension or Ten ative Tract 10414, as described above. The project was originally approved by the Planning Commission on September 8, 1982 and currently expires on September 8, 1986. The developer's request is the last time extension that may be granted for this map. II. ANALYSIS: Tentative Tract 10414 was reviewed for conformance -. sn the -current Development Code requirements. Based upon Staff s review, the following inconsistencies were noted: , 1. Minimum net average lot size - 22,500 square foot lbt size is required versus 20,733 square foot minimum net average lot size provided. 2. Minimum corner lot width - a 100-foot lot width is required for corner lots. Lot 13 varies in width from 75 feet to 97 feet. 3. Airimum frontage - a 50-foot minimum frontage is required at the front property line. Both Lots 9 and 10 on Street "B" have a 43-foot lot frontage. However, these inconsistencies were not considered to be significant during review of this project for a time extension which was granted by the Planning Coiranission July 11, 19W urther more, changes would not significantly alter the appearance or function of the project. Surrounding Land Use and Zoning: North Manufacturing; ISP Subarea 9 South - Manufacturing; ISP Subarea 9 East Vacant Land; ISP Subarea 9 West - Vacant Land, Industrial; ISP Subarea 6 I C. I. ACTION REQUESTED: Lewis Homes is requesting Design Review approval or two a iional house plans for their "Oxford" Series within their recorded Tract 12670. II. ANALYSIS- A. General: Tentative Tract 12670 was approved by the Planning omission as a total development on February 27, 1985. At that time,. the Commission approved three house plans for development within the Tract. These approved house plan.s included two one-story units (Plans 1-139 and 1-809 ), and one two-story unit (Plan 1-141). The two new house plans proposed by Lewis Homes (Models 1-184 and 1-186) are both two-story units. The new house plans have floor areas that are larger _ than the three approved units, and the architecture of the proposed house plans is consistent and compatible with that of the approved units. 8. Design Review Committee: The Design Review Committee reviewed tE—,S request at t�ir-meeting of August 6, 1986 and has recommended its approval. However, since a new plot plan showing unit plotting of new proposed house plans has not yet been submitted, the Committec expressed cncern that all new footprints as plotted must conform to all, conditions of the approved tentative tract, and shall meet all minimum setback requirements (see Conditions 2 and 3 of the Resolution). Haven Avenue is fully improved including parkway landscaping and meandering sidewalk. III. ANALYSIS: A. General;, The proposed project is within the Haven Avenue ver ay istrict and part of a Master Planned commercial center (K -Mart) as shown on the attached exhibit. The site plan is consistent with the Master Plan with the addition of a second drive approach at the north parcel line that was approved with Parcel Map 8256, The Traffic Engineer has concerns in regard to the placement of the additional driveway. When Parcel Map 8250 was presented to the Commission for approval, a driveway separate from the existing two which served the K -Mart center was requested and granted. This additional driveway was justified by the applicant on tivm basis of a hardship which would be experienced by a predominantly restaurant development if only the center's main driveway were available. At that time, there were no other local developments or proposals using indirect access to offer as an example of an alternate scheme. Now, the Virginia Dare Center and the proposed Harry C's restaurant serve as examples of business developments where driveways adjacent to each use are not necessary. There are many such examples in neighboring Communities as well. When Parcel 3, which could still be developed as a restaurant, is more isolated than, for example Harry C's, it would be evident to prospective customers that any access to the commercial center would provide access to the restaurant(s) along Haven Avenue. Thus, the necessity of a third driveway between Arrow and Civic Center Drive is not clear, and the Commission may wish to delete if from the proposal. B. Design Review Committee: At the July 3, 1986 Design Review ommi ee mae 'ng, a applicant presented revised building elevations. They recommended approval of the project, stating that the architecture is consists.,,;;t Frith Haven Avenue Overlay District Architecture Guidelines in that it reveals a high quality progressive, sophisticated, and urban style of development. As an additional note, signage for the building was discussed and the Committee indicated a preference for use of a simple, non- illt;minated material for tenant identification only. APN: 207- 031 -28. I. BACKGROUND: As a result of code enforcement, Mr. John Groat suNnitted a Minor Development review application on May 6, 1986, . for an exisiing sate-tl.ice dish antenna. The dish is located on the southwest building elevation approximately 12 feet above the ground. The dish is 6 feet in diameter. Staff denied the Minor Development Review application on July 7, 1986. II. ANALYSIS: A. General: Based upon review of tNM ,,equest and field anspec 70i, Staff determined that the locat1kon of the satellite dish antenna was not in compliance with the Development Code. the Development Code building design guidelines, Section 17.10.060, states that: Any equipment, whether on the roof, on the side of the building, or on the ground, shall be screened. The method of screening shall be architecturally integrated in terms of material, color, shape and size. The screening design shall blend with the building design. The antenna, at its present loc'"ion, cannot be screened from public view or architecturally integrated into the overall design of the building. Staff reels that the satellite dish antenna should be ground mounter( where adequate screening can be provided through landscaping and /or walls. It is a continued source of training allowing our agents to become more professional in the com- munity. 4, After having, discussed the possibility of relocating with M Mr. Crowell, the owner, it appears and is indicated that where the satellite exists is a far more acceptable area than any other ground or post ,r-nupted, slab mounted position, etc., that they could recomm,. 5. Had I known, to reiterate, the requirements by the: city for the positioning of the satellite dish I would have most certainly avoided any complications._ Please realize that movement of the dish will not only interrupt the beamed signal and our training programs but will afford considerable expense somewhere in the amount of $2,000.00. It is, therefore, with the aforementioned information and my sincere apologies for having been ignorant of the city code, that I request your reconsideration and that of your department in the matter of relocating the satellite dish. At i this time, Staff feels that the satellite dish antenna is not in E compliance wit4 th Rancho Cucamonga Development Code. F Section 17, X0.060 of the Development Code .requires that all equipment, Whether on the roof, the side of-the building, or ground, shall be screened. The method of creening shall be architecturally •,;% egrated in terms of mater',;&I, color, shape, and size. The screening design shall blend with the building design. In Staffs opinion, the dish, at its present location, cannot be screened from public view so as to be architecturally integrated into the overall design of the building. Staff feels that the satellite dish antenna should be removed from the slide of the building and ground mcunted where adequate screening can be provided. Revised plans should be submitted to this office for further review no later than June 5, 1986. For five sites, the Council requested the Planning Cabunfssion study the potential of changing existing Office /Professiona.l (OP) General Plan designations. A concern voiced by -he Council ';pas that office uses should be centered along Haven Avenue and that isolated out parcels designated Office /Professi +)nal be reviewed for pos A ble redesignation. In addition, an underdeveloped commercial section en the south side of Foothill Boulevard betwe�Ln Archibald Avenue and Rtimona Avenue was also an area the Council requested be studied. These sites are shown on Exhibit 1 of this report. The City Council did vot give specific alternative land uses to be considered, but requested that tha Planning Commission study the sites identified. Therefore, prior to extensive staff analysis and investigation, staff requests that the Planning Commission preliminarily consider the subject sites and direct staff to preferred land use alternatives. ANALYSIS: This report will list and give a brief analysis of the potential land use questions for each site. Staff recommends that the Planning Commission discuss the issues and provide staff guidance concerning potential land use amendments. Site No. 1 - West Side of Archibald, North of Base Line, South of Lomita acres : is site is bordered y an existing neigt or oo sopping center on the south, a newly constructed shopping center on the opposite side of Archibald, and a high density senior citizen apartment complex on the west. Staff believes logical land use alternatives for this site are either Medium -High or High Density Residential or a. Neighborhood Commercial use. The need for additional commercial development in the area. 2. The appropriateness of Neighborhood Commercial uses backing up on two sides to an existing residential project. 3. The locating of a Neighborhood Commercial shopping center as a buffer between the major arterial and the existing residential uses. C. Office /Professional (OP) 1. The logical and graduated steps of land use planning from the existing Neighborhood Commercial (more intensive) to Office to Multiple Family (less intensive). 2. The need for Office uses in the area and the City as a whole. The Planning Commission should recommend one of the following: 1. City initiated GPA for the property from Office /Professional to Multiple Family Residential (MH or H); or 2. City initiated GPA for the property from Office /Professional to Neighborhood Commercial (NC); or 3. Recommend that the property remain as Office /Professional (OP) designation.
