ANALYSIS: The Purpose of this tentative Parcel Map is to separate the property containing the existing single family residence from the remainder portion. Public Improvements for Parcel along the frontage of East Avenue are to be constructed as a part of this parcel map. These improvements include eliminating the current permanent access to parcel 1 from East Avenue.. Temporary access for Parcel t will be provided from East Avenue through the remainder parcel. Upon development of the remainder parcel-, permanent access to Parcel 1 will be provided' through an internal street. One possible layout for the development of the remainder parcel is shown as Exhibit "Cu. III. II. ANALYSTS: A. Background: The applicant, Nghia Do, is considering locating a convenience store within the Community Commercial lend use category of Subarea 3. However, the Foothill' Boulevard Specific Plan dots not address convenience store uses nor does the Development Code, which brought about this use determinat-ion. B. Code Issues: In the past, staff has interpreted the convenience store use as being similar, to supermarkets or liquor stores. In the Development Code, both uses are identified separately and both"are 'pe"ritted in the General Commercial and Neighborhood, Commercial Districta, while both are prohibited in the 'Office Professional District. The Foothill Boulevard Specific Plan permits supermarkets in the Community Commercial and Regional-Related Commercial 'land use categories, while liquor stores are conditionally ,permitted in the Community Commercial and Specialty Commercial' land use categories.
