CITY COUNCIL MINUTES
SPECIAL JOINT MEETING WITH THE
CHAFFEY COLLEGE GOVERNING BOARD
I A. CALL TO ORDER I
A special joint meeting of the Rancho Cucamonga City Council and Chaffey College Governing Board was held
on Monday, November 18, 2013, in Celebration Hall, located at 12505 Cultural Center Drive, Rancho
Cucamonga, California.
Mayor Pro Tern Sam Spagnolo called the meeting of the City Council to order at 4:02 p.m. Present were Council
members: Bill Alexander, Marc Steinorth, Diane Williams and Mayor Pro Tem Sam Spagnolo. Mayor L. Dennis
Michael was absent.
Board President Kathleen Brugger called the meeting of the Chaffey College Governing Board to order at 4:02
p.m. Present were Chaffey College Board President Kathleen Brugger, Vice President Lee McDougal and Board
members Gary George and Katie Roberts. Board member Paul Gomez arrived at 4:11 p.m.
Present from Chaffey College were Dr. Henry Shannon, Superintendent/President; Dr. Ciriaco "Cid" Pinedo,
Associate Superintendent of Business Services and Economic Development; Dr. Sherrie Guerrero, Associate
Superintendent of Instruction and Student Services; Lisa Bailey,Vice President of Administrative Services; Kevin
Coduto, Student Trustee and Eva Ramirez, Executive Assistant. Faculty, staff and administrators from the
college were also present.
Present from the City were: John Gillison, City Manager; Linda Daniels, Assistant City Manager; Lori Sassoon,
Assistant City Manager/Administrative Services; Trang Huynh, Building & Safety Services Director; Andy
Onodera, Police Chief; Candyce Burnett, Planning Manager; Jim Frost, City Treasurer;Veronica Fincher, Animal
Care and Services Director; Bill Wittkopf, Public Works Services Director; Fire Chief Mike Bell; Mark Steuer,
Director of Engineering Services; Deputy Fire Chief Mike Costello; Operations Lieutenant Danielle Boldt;
Breanna Medina, Management Analyst II/Emergency Preparedness and Debra McNay, Assistant City
Clerk/Records Manager.
I B. PUBLIC COMMUNICATIONS I
Melissa Kim indicated that she attended Chaffey College and spoke about the educational and networking
benefits she received.
George Matousek spoke about his experiences at Chaffey College and how these experiences helped his
career.

I C. JOINT MEETING (STUDY SESSION)
Mayor Pro Tern Sam Spagnolo welcomed Board President Kathleen Brugger and the Chaffey College Governing
Board, faculty, staff and college administrators to the meeting.
1. Update on City and College economic development efforts
Linda Daniels, Assistant City Manager and Dr. Cid Pinedo, Associate Superintendent of Business Services and
Economic Development presented an update on the economic development efforts being made by the City of
Rancho Cucamonga and Chaffey College.
2. Emergency Management collaboration
Breanna Medina, Management Analyst II/Emergency Preparedness; Lisa Baily, Vice President of Administrative
Services and Troy Ament, Administrator of Maintenance and Operations reported on the opportunities available
for emergency management collaboration.
Deputy Fire Chief Mike Costello and Operations Lieutenant Danielle Boldt provided a video and spoke about the
benefits of the Active Shooter program.
3. Review of public and private development projects being proposed in the City
Candyce Burnett, Planning Manager and Tom Grahn, Associate Planner, updated the Board and the Council on
the public and private development projects being planned in the City.
4. College/campus outlook for the next five years
Board President Kathleen Brugger; Dr. Henry Shannon, Superintendent/President and Dr. Sherrie Guerrero,
Associate Superintendent of Instruction and Student Services spoke about the formation of the college and the
campus outlook for the next five years.
5. Measure L Bond Update
Dr. Cid Pinedo, Associate Superintendent of Business Services and Economic Development presented an
overview on the projects completed and planned at Chaffey College using Measure L Bond proceeds.

The meeting adjourned 5:35 p.m.
