HomeMy WebLinkAbout02-125 - Resolutions RESOLUTION NO. 02-125 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING DEVELOPMENT REVIEW DRC2002-00721, THE DESIGN REVIEW OF SITE PLAN AND ELEVATIONS FOR PHASE I OF CENTRAL PARK, CONSISTING OF AN APPROXIMATELY 50,000 SQUARE FOOT SENIOR/COMMUNITY CENTER AND 10-20 ACRES OF PARK AND OPEN SPACE, IN THE PARKS DISTRICT, LOCATED ON THE WEST SIDE OF MILLIKEN AVENUE, BETWEEN BASE LINE ROAD AND THE SOUTHERN PACIFIC RAILROAD CORRIDOR, AND MAKING FINDINGS IN SUPPORT THEREOF - APN: 1076-591-01 THROUGH 11. A. Recitals. 1. The City of Rancho Cucamonga filed an application for the Development Review of Central Park Phase I, as described in the title of this Resolution. Hereinafter in this Resolution, the subject Development Review request is referred to as "the application." 2. On the 11th day of December 2002, the Planning Commission of the City of Rancho Cucamonga conducted a meeting on the application and concluded said meeting on that date. 3. All legal prerequisites prior to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, it is hereby found, determined, and resolved by the Planning Commission of the City of Rancho Cucamonga as follows: 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon the substantial evidence presented to this Commission during the above-referenced meeting on December 11, 2002, including written and oral staff reports, this Commission hereby specifically finds as follows: a. The application applies to property centrally located within the City on the west side of Milliken Avenue, between Base Line Road and Southern Pacific Railroad corridor, with a street frontage of 1,320 feet on both Base Line Road and Milliken Avenue, and is presently vacant; and b. The property to the north, south, east, and west of the subject site is single-family residential; and C. The proposed design promotes open space and creates a visually pleasing environment; and d. The application would construct a senior/community center that will be used for classes and recreational programs that accomplish the General Plan's goal to locate educational, cultural and recreation uses in close proximity to their potential users and to be clustered together; and, e. The project's design emulates the early California "Mission" style of architecture, featuring Spanish tile roofs, plaster walls, colonnades, and ornamental ironwork consistent with the General Plan's goal to maintain high quality facilities; and PLANNING COMMISSION RESOLUTION NO. 02-125 DRC2002-00721 —CITY OF RANCHO CUCAMONGA December 11, 2002 Page 2 f. The project's design features generous building setbacks from all property boundaries in fulfillment of the General Plan's goal to encourage compatibility with adjacent uses; and g. The application would construct a senior/community centerto meet the needs of the community identified through the Recreation Needs and Systems Recommendation Study, dated March 2001. 3. Based upon the substantial evidence presented to this Commission during the above- referenced meeting on December 11, 2002, including written and oral staff reports, this Commission hereby specifically finds and concludes as follows: a. That the proposed project is consistent with the objectives of the General Plan;and b. That the proposed design is in accord with the objectives of the Development Code and the purposes of the district in which the site is located; and C. That the proposed design is in compliance with each of the applicable provisions of the Development Code; and d. That the proposed design, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare or materially injurious to properties or improvements in the vicinity. 4. Environmental review was previously completed and approved by the City Council on February 2, 2000. The California Environmental Quality Act(CEQA) provides that once a Mitigated Negative Declaration has been adopted, no further environmental review is required for subsequent projects within the scope of the Mitigated Negative Declaration. The proposed project is within the scope of the prior Mitigated Negative Declaration. Based upon the facts and information contained in the prior Mitigated Negative Declaration, together with written and oral staff reports, the Planning Commission finds that there are no substantial changes in the project or the site and its surrounding conditions that would require revision to the previous Mitigated Negative Declaration. All environmental mitigation measures from the previously approved Mitigated Negative Declaration shall apply to this project. 5. Based upon the findings and conclusions set forth in paragraphs 1, 2, 3, and 4 above, this Commission hereby approves the application. 6. The Secretary to this Commission shall certify to the adoption of this Resolution. APPROVED AND ADOPTED THIS 11TH DAY OF DECEMBER 2002.
