Staff Planner: Candyce Burnett, Senior Planner; Betty Miller, Associate Engineer Action: Continued to an unspecified future date to bring back additional information concerning the following: 1. Provide a revised drawing of the Thorpe Canyon/Almond Avenue extension culvert/bridge (now 44 feet wide by 12 feet tall) to identify the changes made to the drawing presented at the November 17, 2009, TAC meeting. 2. Clarify the crossing at Almond Avenue and Gooseneck Road. This crossing should be represented on the Trail Plans. 3. There is a concern about modifying City Trail Standards for the Regional Trail within the project boundaries. The TAC discussed the proposed 12-foot width of the Regional Trail and that it is less than the minimum required for Community Trails, The TAC is recommending the trail meet the minimum City Standard for a Regional Trail. 4. The proposed driveway crossings along the Regional Trail. The applicant indicated that they were willing to reduce the driveway approach to the minimum 12 feet permitted by the City Standard. Provide a revised detail of the driveway crossings and pavement treatments or alternative material within these crossings. TRAILS ADVISORY COMMITTEE ACTION AGENDA March 24, 2010 Page 2 5. Provide a detail of the proposed trail fencing along the Regional Trail. This detail will need to be analyzed to determine appropriate set back for line of site conflict. 6. Provide a detail of the improvements from the tract boundary to the property line of the current ownership area for the Regional Trail within the existing disturbed areas. III. TRAILS ADVISORY COMMITTEE COMMENT SHEET March 10, 2010 TENTATIVE TRACT MAP SUBTT16925-MILLER DEVELOPMENT CO—A review of the trail plans for a section of the Almond Trail and the Regional Trail for the Carrari Ranch project(the proposed subdivision of approximately 74-acres for 110 single-family lots)generally located north of the City boundary, north of Delphin Place and west of Archibald Avenue in the City's Sphere-of-Influence. BACKGROUND: The Trail Advisory Committee (TAC) reviewed the trail plans for the proposed Carrari Ranch Project,the proposed development of 110 single-family lots within the Carrari Ranch Specific Plan area (342-acres), on August 12, 2009, and November 17, 2010, and provided comments to the applicant. The applicant has revised/responded to some of those comments and is requesting further feedback from the TAC on the project. The November 17, 2009, TAC Action agenda is attached. DESIGN PARAMETERS: The Carrari Ranch Specific Plan project area has a Regional Trail that traverses the site generally running east-west and is proposing to share a section of the Almond Community Trail to improve an 800-foot section for a secondary access road. After the November 17, 2009, TAC meeting, the applicant amended the plans to address the following concerns. Regional Trail: The applicant proposes to improve a 12-foot section of the Regional Trail from the westerly tract boundary line to the easterly tract boundary line through the northerly end of the developed area along the private road, Delphin Place. The TAC provided comments regarding the off-site connections to the Regional Trail, driveway crossings, and the reduction of trail fencing. Additionally, staff noted the substandard width of the trail (minimum 30 feet) and the need to improve the Regional Trail to the property lines and not at the tract boundary. No changes have been made to the proposed Region Trail as part of this re-submittal. Community Trail: The applicant has revised the plans for the proposed improvements to an 800-foot section of the Almond Trail forthe proposed emergency secondary access road based on comments received at the November 17, 2009,TAC meeting. The TAC provided comments to the applicant regarding the visual impact to the Thorpe Canyon/Almond Avenue extension, modifying the City trail standards, sharing the trail section for the secondary access,and equestrian safety with the proposed paving of the trail. The applicant has revised the design to accommodate both the 26-foot emergency access road and the 20-foot Community Trail. STAFF COMMENTS: The following comments are intended to provide an outline for Committee discussion. Major Issues: Community Trail 1. The adjacent road/trail section should be revised to indicate the location of all improvements including the proposed trail fencing. The note on the plans state that trail fencing will be installed along the curb edge of the trail as requested by the TAC. The new cross section is shown on sheet 6 of 12 in the attached plans. The applicant expressed at the November 17, 2009, TAC meeting that they would redesign the culvert and plans accordingly for the Thorp Canyon Crossing. No new conceptual plans of the Thorpe Canyon Crossing were submitted with this revised submittal. 3. The trail will be improved to meet the minimum City standard and will be separated by trail fencing. The trail will be in the same location and is expected to be maintained by the City. A concrete header between asphalt and decomposed granite may still be required by the Engineering Department to address potential wash outs. Regional Trail 1. Although staff is concerned with the location of driveways that cross the Regional Trail and with the proposed materials within the driveway crossing,the applicant feels that their proposal is appropriate. 2. The applicant has expressed the reduction in the trail fencing for the driveway crossings is not unreasonable. 3. No additional TAC actions were addressed in this re-submittal. Additional staff comments addressed in the November 17, 2009, TAC comments should still be reviewed and addressed by the TAC if appropriate. Analysis: The applicant has responded to the comments that were identified (see attached letter Attachment C). STAFF COMMENTS: The following comments are intended to provide an outline for discussion purposes. Major Issues: Community Trail 1. The applicant has revised the alignment of the secondary access road along an 800-foot portion of the Almond Trail to provide a 12-foot wide minimum trail surface as requested by the EXHIBIT - A TRAILS ADVISORY COMMITTEE AGENDA TENTATIVE TRACT MAP SUBTT16925 — MILLER DEVELOPMENT November 17, 2009 Page 2 TAC. The trail will be separated from the access road by trail fencing per the City standard. The cross section shown on Sheet 1 of the trail plans is incorrect and the new cross section is shown on Sheet 6 of 12 in the attached plans. 2. The TAC requested that drawings be provided to address possible visual impacts to the Thorpe Canyon/Almond Avenue extension. This information will be provided at the Trail Advisory Committee meeting. 3. The trail will be improved to meet the minimum City standard and will be separated by trail fencing. The trail will be in the same location and is expected to be maintained by the City. A concrete header between asphalt and DG may still be required by the Engineering Department to address potential wash outs. Regional Trail 1. SITE CHARACTERISTICS: The project is generally located north of Reales Street and west of Archibald Avenue within the City of Rancho Cucamonga's Sphere-of-Influence. The Carrad Ranch project area is unimproved with dirt roads and easements that traverse the site. The site is designated Open Space and Hillside Residential within the General Plan and will be pre-zoned as part of the project, consistent with the General Plan designations. The properties to the west and east are designated Open Space and Hillside Residential with minimal improvements and scattered single-family dwelling units. The properly to the north is within the San Bernardino National Forest boundary and the properties to the south are developed with single-family residential zoned Very Low Residential (.1 to 2 dwelling units per acre). The subject property is within the Hillside Overlay District and has slopes in excess of 30 percent. The Almond Trail is located to the south of the project site and moves along through the Angalls Canyon and the adjoining Thorpe Canyon. This trail is considered one of the most scenic trails in the City and trail improvements were kept to a minimum to preserve the area. Additionally, a. proposed Regional Trail is located within the project site as indicated in the General Plan and Trail Improvement Plan. DESIGN PARAMETERS: The project includes the proposed development of 110 single-family lots within the Carrari Ranch Specific Plan area (342 acres) and the annexation of approximately 670 acres of land. This project proposes to construct the Regional Trail through the project site and pave an approximately 800-foot section of the Almond Trail for a secondary access road. Regional Trail: The Hiking and Riding Trails Master Plan (General Plan Exhibit III-13) shows a Regional Trail that traverses the site generally running east to west and then heads south along the westerly property line to the existing City limits south of the stream crossing. The trail then heads west across the Southern California Edison easement. The existing location of the Regional Trail follows service roads for the most part. The fire road terminates west of the subject project site, and the trail is lost at this point. Because of the possible constraints with topography, grade, and future extension of the Regional Trail, it may be more appropriate to continue the Regional Trail along a U.S. Forest Service Fire Control road generally west of the proposed tract boundary. Since the General Plan is a policy document, the exact locations are typically determined as development occurs and ideal trail locations are analyzed. The applicant proposes to improve a 12-foot section of the Regional Trail from the westerly tract boundary line to the easterly tract boundary line through the northerly end of the developed area along the private road, Delphin Place. No improvements are proposed for the Regional Trail that extends from the tract boundary to the east and west property line. EXHIBIT - A -fp,C, TRAILS ADVISORY COMMITTEE AGENDA TENTATIVE TRACT MAP SUBTT16925 — MILLER DEVELOPMENT August 12, 2009 Page 2 Community Trail: The applicant also proposes to improve.an 800-foot section of the Almond Trail for the proposed emergency secondary access road. The existing Almond Trail right-of-way is 20 feet,with a 10-foot native trail surface. The applicant is proposing to provide a 20-foot wide all-weather surface and a 6-foot wide decomposed granite trail along this section of the trail. Analysis: The Trail Implementation Plan standard for Regional Trails is 30 feet in width and may be reduced by the Planning Commission upon recommendation of the Trail Advisory Committee because of the topography constraints. The minimum trail width for Community Trails is 20 feet. The Almond Trail improvements in this area are minimal because of the scenic nature of the area. The developments of Equestrian lots are not required within the Hillside Residential land use designation. Regional Trail: A 12-foot wide Regional Trail is proposed as part of the development of the project area along Delphin Place. The trail is proposed to be improved only within the tract boundaries. Multiple drive approaches will intersect the trail and the plan proposes to use a broom finish (Exhibit A), for the drive approach crossing. These crossings can create a conflict between trail users and vehicles. The applicant proposes that pedestrian, equestrian, and bicycle access to the gated communitywill be unrestricted, providing "connectivity"between adjacent residential areas and the on-site Regional Trail. To be truly unrestrictive to pedestrians, bicycles, and equestrians a "Step Through," per Standard Drawing 1007,would be appropriate,at the Delphin Place gated community entry instead of a man-gate. Additionally, pedestrians, equestrians, and bicycles will have to use the same 36- foot wide asphalt roadway as vehicles for 1,800 feet along the steep winding road of Delphin Place. Community Trail: The applicant is proposing to pave an 800-foot section of the Almond Trail for the purpose of providing the required secondary access road to the project site. The Rancho Cucamonga Fire District requires that a secondary emergency access road be a 20-footwide all-weather surface for the fire vehicles. The City Trail Implementation Plan refers to this section of the Almond Trail as the most "scenic trail area in the City." A 6-foot wide decomposed granite trail/shoulder is proposed along this section of the Almond Trail along the 20-foot wide paved surface. Trail fencing is provided along the outside of the trail but no fencing is proposed between the two uses. Public roads require a concrete header between the asphalt and the decomposed granite,and a minimum width of 10 feet clear of any fencing. Additionally, there is a section of the trail along Almond Street where both the trail and the street will share the right-of-way. This section of the trail should be improved with the construction of the culvert or bridge. Both the Regional Trail and the Community Trail, as proposed, will not comply with the minimum technical and construction standards. TRAILS ADVISORY COMMITTEE AGENDA TENTATIVE TRACT MAP SUBTT16925— MILLER DEVELOPMENT August 12, 2009 Page 3 STAFF COMMENTS: The following comments are intended to provide an outline for Committee discussion. Maior Issues: Community Trail: 1. The alignment of the secondary access road along an 800-foot portion of the Almond Trail. The access road and trail will share the 26-foot wide right-of-way. The trail is proposed to be paved with an all-weather material that will be approved by the Rancho Cucamonga Fire District(RCFD). The trail is proposed as a 6-foot decomposed granite shoulder/trail. No trail fencing is proposed between the paved access road and the trail within this section of the Community Trail. Additional grade information will be provided at the Trail Advisory Committee meeting. 2. The applicant proposes to install a bridge or culvert for a future Almond Street crossing of Thorpe Canyon and grade the ultimate right-of-way for a residential collector street. Staff has asked for a parkway community trail to be included on one side of Almond Street. The Trails Advisory Committee (TAC) should consider whether a community trail along the street is needed, in addition to an existing trail that crosses the bottom of this canyon, and if so,would a 12-foot parkway trail without street trees suffice over the culvert or bridge. A vehicle gate with side access, per Standard Drawing 1006, would be appropriate at the south end of the emergency access road/private trail. 3. Consider requiring a concrete header between asphalt and decomposed granite and a minimum width of 10 feet clear of any fencing. Regional Trail: 1. The location of driveways that cross the regional trail and the proposed materials within the driveway crossing. There is a potential to have of up to 11 driveways intersecting this section of the trail. The Trails Advisory Committee should consider in its evaluation that Tentative Tract Map SUBTT16925 has been designed with lots that front onto Delphin Place, which can create opportunities for driveway conflicts between horse riders and vehicles. 2. The TAC should review the design of the Regional Trail as proposed. The proposed trail does not meet the minimum 30 feet in width and may exceed the maximum grades permitted. 3. The TAC should consider whether the applicant should continue the trail improvements forthe Regional Trail from the limits of the tract boundary extending both easterly and westerly to the property line. The plans indicate that this is an existing section of the Regional Trail. There are no improvements along this section of trail. 4. The TAC should consider realigning the location of the Regional Trail along the fire control road. If the applicant is required to improve the trail in the location as indicated within the Hiking and Riding Trails Master Plan (General Plan Exhibit III-13), then the TAC should consider requiring a "Step Through,"per Standard Drawing 1007, at the Delphin Place gated community entry instead of a man-gate. This Tentative Tract Map will require formal review by the TAC when the application is deemed complete. The On-site Tract Regional Trail Driveway crossings, present a significant challenge and should be eliminated or reduced to the extent possible. 7. The regional trail fencing will also be reduced where there are driveway conflicts to provide line of site standards. Details concerning this reduction need to be analyzed. Response No. 1: This information is being prepared by the consulting firm PACE and will be provided to the City shortly under separate cover for review by the Trails Advisory Committee (TAC)prior to the November 17 TAC meeting. 2. Provide map information on the north/south connections off-site to the Regional (Front Line Fire Road) Trail. Response No. 2: It is unclear which trail is being referenced. The City of Rancho Cucamonga Hiking& Equestrian Riding Map does not identify a north-south trail within the Carrari Ranch Specific Plan Area. 3. Concern with modifying City Trail Standards for an entire Project including all of the existing trail improvements, versus limited areas as in previous TAC reviews. Response No. 3: The off-site Almond Trail will be 12 feet in width per the TAC's request. The emergency access road shall be separated from the trail by the standard City equestrian fencing. Concern with the requested shared north/south Almond Trail section the reduction of the existing 15 foot wide dirt trail to a 6 foot wide DG and the potential for wash outs making it unusable. Response No. 4: See comment from Comment No. 3, above. The existing trail has no drainage improvements except an earthen ditch that is currently subject to washouts. This ditch cuts across the side hill collecting the historic sheet flows and concentrating these flows to unmitigated connections with the Waters of the United States. It is our intent to not relocate any part of the Almond Trail other than at locations necessary to make the emergency access road connections. 5. Concern with the requested shared north/south Almond Trail section with paving safety for equestrian safety given the existing steep grade and the future maintenance contingent on- and off-site HOA. Response No. 5: If the Almond Trail is left in place and improved only to the emergency access road, then the City should maintain its own improvements and the Applicant will be responsible for maintaining the access road. 6. The On-site Tract Regional Trail Driveway crossings, present a significant challenge and should be eliminated or reduced to the extent possible. Response No. 6: The Applicant does not agree that the driveways present a significant challenge for the Regional Trail. There are driveway crossings and street crossings all over nor-them Rancho Cucamonga. Every driveway that is eliminated results in a cost to the Applicant of between $500,000 and $750,000. Carrari Ranch proposes 10 driveway crossings now, and it is anticipated that one or two of these crossings will be eliminated by the time that the water system is installed. The Applicant believes that the driveway crossings are not unreasonable. 7. The regional trail fencing will also be reduced where there are driveway conflicts to provide line of site standards. Details concerning this reduction need to be analyzed. Response No, 7: This very same fencing condition behind the curb is currently being constructed along Lemon Avenue near Amethyst Street. Proposed 12-foot regional trail section continues to follow Standard Drawing 1002-B, which is the bare minimum for a Community Trail. Most community trails are 20 feet wide, conforming to Standard Drawing 1002-A along street frontages or Standard Drawing 1004 between lots. The General Plan states (page III-159) regional multipurpose trails should be a minimum of 30 feet wide and only offers credit toward park dedication requirements if they have an additional 15 feet of landscaping (page III-160). 2. The Traffic Section has asked that driveway and intersection Lines of Sight be plotted along the proposed regional trail. At a minimum, when driveways cross trails the trail PVC fencing should be held back 50 feet on both sides of drive approaches. This could mean no fencing at all on ten lots (91, 94, 95, 97-100,105, 70 & 71) making a landscape buffer between the back of curb and the 12-foot trail and even more desirable. 3. The 46-foot "Adjacent Road/Trail Section" on sheet 6 has been revised. Now the proposal is to parallel the Community Trail, on the upstream side, with 2:1 slopes to daylight in an additional slope easement, shown draining across the graded shoulder. a. Developer shall obtain and record all necessary off site easements before the tentative tract map is scheduled for Planning Commission review. This will include street rights-of- way and the grading easement to install Almond Street across Thorpe Canyon from the San Bernardino County Flood Control District and grading easements from properties on both sides of Almond east of the canyon. b. They propose to cross the existing Community Trail with asphalt at a 9.4% grade. c. Does the TAC want PVC fencing between the trail and emergency access roadway? d. It would have been nice if they had provided sheet 12 from the tentative tract plans, since it is referenced on the two detail sheets. TAC may want to see Sections C/12, D/12 and J/12. e. It would also be nice to see a section east of Thorpe Canyon. 4. The Specific Plan provides 5-foot level parkways on both sides of Delphin Place south of"A" Street. TAC should decide if this is sufficient for pedestrians for the 1800 feet between the gated entry and the regional trail. The Specific Plan states that pedestrian, equestrian and bicycle access to the gated community will be unrestricted. To that end we would suggest a "Step Through" per Standard Drawing 1007, at the Delphin Place gated entry, rather than a pedestrian gate that could be interpreted as being for residents only. a. TAC may want to consider if signage is appropriate. b. A vehicle gate with side access, per Standard Drawing 1006, would be appropriate at the south end of the emergency access road/private trail. 6. Shouldn't the Homeowners Association (HOA) also maintain portions of the regional trail through the Open Space lot, outside the limits of the numbered lots? Where is the section for that trail design? 7. The proposed 6-foot private equestrian trail along the emergency access road appears to end at "C" Street. Should the there be a private trail link to the regional trail on site? 8. Exhibit III-13 of the City's General Plan appears to show the regional trail following Delphin Place all the way to the existing city limits south of the stream crossing, not just along the interior east-west segment the developer is proposing to improve. a. Figure 2 of the City's Trail Implementation Plan shows a direct connection between the Regional and Community trail near the north end of Beryl Street. This further supports the argument for accessing the regional trail off Delphin, near the project entry. However, there is no direct trail link within Tract 11626; just streets and perimeter local trails. b. Do we need to consider where regional trail users will park?
