NEW BUSINESS A. ENVIRONMENTAL IMPACT REPORT AND TENTATIVE TRACT MAP SUBTT17711 - ALMOND HOME LLC -A residential subdivision of 7 single-family lots on 3.86 acres of land in the land in the Very Low Residential District (.1 to 2 dwelling units per acre), located on the southeast corner of Almond Street and Turquoise Avenue — APN: 1061-081-03. Related File: Development Review DRC2005-00691. ACTION: The Committee reviewed the project and provided the following comments and direction: 1. The Committee recommended that the Community Trail indicated in the General Plan along Almond Street be placed along the north side of Almond Street when Tentative Tract Map SUBTT17517 develops. Locating the trail on the north side of Almond Street will be advantageous since it will help to minimize potential conflicts between vehicles and horse riders by utilizing side-on rear-on lot configurations. 2. The Committee reviewed the proposed Local Feeder Trail network for proper internal circulation for service vehicles and internal trail rides. The Committee recommended that the subdivision map and grading plan be modified to indicate a separate 5-foot drainage easement, in addition to the 15-foot Local Feeder Trail easement in order to allow an adequate safety zone and riding area for horse riders. 3. The Committee stated that the location of the horse corral locations was acceptable. TRAIL ADVISORY COMMITTEE ACTION AGENDA April 9, 2008 Page 2 4. For the local trails, 10-foot corner cut-offs shall be provided at all angle points,and the trail shall be designed per Standard Drawing No.1006-B at all entry points. 5. Revise the Tentative Tract Map at the Street/Local Feeder Trail connections to reflect the 20-foot wide vehicle/step through gate configuration for the equestrian easement. 111. ENVIRONMENTAL IMPACT REPORT AND TENTATIVE TRACT MAP SUBTT17711 - ALMOND HOME LLC - A residential subdivision of 7 single-family lots on 3.86 acres of land in the land in the Very Low Residential District (.1 to 2 dwelling units per acre), located on the southeast corner of Almond Street and Turquoise Avenue — APN: 1061-081-03. Related File: Development Review DRC2005-00691. An Environmental Impact Report has been prepared for consideration. BACKGROUND: The proposed subdivision is located at the southeast corner of Turquoise Avenue and Almond Street (presently a one lane dirt road). The project is within an area zoned Very Low Residential District (.1 to 2 dwelling units per acre), and is within the Equestrian Overlay District. To the north, is vacant land and the site of proposed Tentative Tract Map SUBTT17517, a 30-lot subdivision. To the west, is vacant land, and one existing single-family dwelling unit. To the south, is vacant land and an overhead transmission line/utility corridor, and to the east, is vacant land and a utility building. Existing trails closest to the project site include: (1) a Community Trail along the south side of Almond Street, between Sapphire Street and Henry Street; (2) a local trail along the north side of Almond Street, beginning at Crestview Place and continuing east for approximately 250 feet; and (3) a Community Trail along the east side of Skyline Road that travels northwesterly and is planned to connect to a future Regional Multi-Purpose Trail that will travel into Cucamonga Canyon. ANALYSIS: As discussed above, the project site is located within the Equestrian Overlay District; therefore, the proposed subdivision must provide a Local Feeder Trail network which is accessible to the rear yard of each lot. The proposed subdivision indicates a 15-foot wide local trail along the south boundary of the subdivision, with connection points at Almond Street and Turquoise Avenue. The Conceptual Site Plan for the project delineates potential locations for future horse corrals. The location of the corrals meets the 70-foot separation requirement between corrals and single-family dwelling units on adjacent lots. When completed, the Hiking and Riding Trails Master Plan Exhibit III-13 in the General Plan indicates a Community Trail between the western boundary of the City and Sapphire Street along Almond Street and a Regional Multi-Purpose Trail located approximately 525 feet south of the proposed subdivision within the San Bernardino County Flood Control District right-of-way. The Regional Multi-Purpose Trail is planned to cross Almond Street at Henry Street, travel west for a few hundred feet, then head north into Cucamonga Canyon. Since the General Plan is a policy document and does not specify which side of the street the Community Trail along Almond Street should be located, exact locations are typically determined as development occurs and ideal trail locations are analyzed. DISCUSSION ITEMS: Staff recommends that the Committee consider the following issues and provide input and direction to staff and the applicant: TRAILS ADVISORY COMMITTEE COMMENTS SHEET SUBTT17711 — CHARLES JOSEPH ASSOCIATES April 9, 2008 Page 2 1. As discussed above, the General Plan indicates a Community Trail along Almond Street and the only segment that is presently installed is between Sapphire Street and Henry Street. The Committee should review the General Plan Exhibit III-13, the proposed subdivision, the existing trail segments, and provide input and direction if the proposed subdivision should be required to install the Community Trail on the south side of Almond Street for the frontage portion with the boundaries of the Tentative Tract Map. The Trails Advisory Committee should consider in its evaluation that Tentative Tract Map SUBTT17711 has been designed with lots that front on to Almond Street, which can create opportunities for conflicts between horse riders and vehicles. Alternatively, the Trails Advisory Committee could recommend that the Community Trail is better suited to be placed along the north side of Almond Street when Tentative Tract SUBTT17517 develops. Locating the trail on the north side of Almond Street when Tentative Tract SUBTT17517 develops could be advantageous if the lot plotting utilizes rear and side-on lot layouts, which would minimize potential conflicts between vehicles and horse riders. 2. Review the proposed Local Feeder Trail network for proper internal circulation for service vehicles and internal trail rides. The Trails Advisory Committee should consider requiring a separate 5-foot drainage easement, in addition to the 15-foot Local Feeder Trail easement since the subdivision has been designed with cross-lot drainage utilizing v-gutters adjacent to the Local Feeder Trail. 3. Preliminarily review the Conceptual Site Plan included with the Tentative Tract Map to ensure that each lot has an appropriate horse corral location and building envelope for future development. This Tentative Tract Map will require formal review by the Trails Advisory Committee when the application is deemed complete.
