HomeMy WebLinkAbout13-38 - Resolutions RESOLUTION NO. 13-38 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA,APPROVING ENTERTAINMENT PERMIT DRC2013-00519, A REQUEST TO INCLUDE LIVE ENTERTAINMENT SUCH AS LIVE BANDS, DJ, KARAOKE,AND DANCING IN CONJUNCTION WITH A 4,368 SQUARE FOOT FULL-SERVICE RESTAURANT AND BAR, LOCATED 6321 HAVEN AVENUE; AND MAKING FINDINGS IN SUPPORT THEREOF —APN: 0201-272-06. A. Recitals. 1. On May 21, 1986,the City Council of the City of Rancho Cucamonga adopted Ordinance No. 290 providing for the regulation of entertainment. 2. On April 6, 2011,the City Council of the City of Rancho Cucamonga adopted Ordinance No. 840 amending Ordinance 290 providing for the regulation of entertainment. 3. Mr. Jason Shaw, on behalf of McAlan's Pub and Grill, filed an application for the issuance of Entertainment Permit DRC2013-00519, as described in the title of this Resolution. Hereinafter in this Resolution, the subject Entertainment Permit request is referred to as "the application." 4. On the 25th day of September 2013, the Planning Commission of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing on that date. 5. All legal prerequisites prior to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, it is hereby found, determined, and resolved by the Planning Commission of the City of Rancho Cucamonga as follows: 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon the substantial evidence presented to this Commission during the above-referenced public hearing on September 25, 2013, including written and oral staff reports, together with public testimony, this Commission hereby specifically finds as follows: a. The application applies to the property located at 6321 Haven Avenue with a street frontage of parcel 0201-272-06 that is approximately 161 feet and lot depth of 455 feet. The entire center has street frontages of approximately 835 feet along Haven Avenue, and approximately 613 feet along Lemon Avenue, which is presently improved with an existing shopping center consisting of pad buildings, inline tenant buildings, parking areas, and landscaping; and b. The property to the north of the subject site is single-family residential;the property to the south consists of the 1-210 Freeway; the property to the east is developed with Medium High Residential (14-24 dwelling units per acre); and the property to the west is a small shopping center on the southwest corner; and PLANNING COMMISSION RESOLUTION NO.13-38 ENTERTAINMENT PERMIT DRC2013-00519 — MCALANS PUB AND GRILL September 25, 2013 Page 2 C. The proposed use is in accordance with General Plan Policy LU-1.3 that encourages commercial centers to provide a broad range of retail and service needs for the community. With the addition of the restaurant and bar with outdoor dining to the shopping center, the shopping center can expand its services and attract a wider range of residents; and d. The applicant currently has a Conditional Use Permit CUP00-03 in order to operate a restaurant with a bar under a Type-47 Alcoholic Beverage Control license. The site also has an outdoor dining area in which entertainment will not be provided. All entertainment will be conducted within the building to minimize noise impacts to the surrounding uses; and e. The conduct of the establishment or the granting of the application is consistent to the public health, safety, morals, or welfare as the applicant has provided a security plan and conditions have been imposed to ensure the proper service of alcohol to patrons, and the building complies with all applicable Fire and Building Codes; and f. The premises or establishment is likely to operate in a legal, proper, and orderly manner as the applicant has been in business for over five months with no calls of service and has submitted an operational plan that includes a security plan that has been reviewed and accepted by the Police Department to minimize negative activities; and g. Granting the application would not create a public nuisance as the applicant has applied for this Entertainment Permit and provided all required documents to allow for an extensive review of the proposed use along with the existing use. The existing owner has operated the business for over five months with no calls of service including temporary periods of entertainment over the past couple of months; and h. The normal operation of the premises would not interfere with the peace and quiet of any surrounding residential neighborhood as the site sits 14 feet below Lemon Avenue, and conditions have been imposed to ensure that the establishment will comply with the Performance Standards set forth in Section 17.66.050 G of the Development Code and will not create adverse impacts upon the adjacent uses; and i. The applicant has not made any false, misleading, or fraudulent statement of material fact in the required application as the applicant has provided an abundance of information to the Planning Department and has been accessible throughout this process. 3. Based upon the substantial evidence presented to this Commission during the above-referenced public hearing, and upon the specific findings of facts set forth in Paragraphs 1 and 2 above, this Commission hereby finds and concludes as follows: a. That the conduct of the establishment and the granting of the application would not be contrary to the public health, safety, morals, or welfare; and b. The premises or establishment is not likely to operate in an illegal, improper or disorderly manner, as sufficient conditions have been imposed to ensure that security provisions are in place to regulate the conduct of patrons to prevent incidents resulting in calls for service; and C. That the applicant, or any person associated with him as principal or partner or in a position or capacity involving partial or total control over the conduct of the business for which such permit is sought to be issued, has not been convicted in any court of competent jurisdiction of any PLANNING COMMISSION RESOLUTION NO.13-38 ENTERTAINMENT PERMIT DRC2013-00519 — MCALANS PUB AND GRILL September 25, 2013 Page 3 offense involving the presentation, exhibition, or performance of any obscene show of any kind or of a felony or of any crime involving moral turpitude or has not had any approval, permit, or license issued in conjunction with the sale of alcohol or the provisions of entertainment revoked within the preceding five years; and d. That granting the application would not create a public nuisance; and e. That the normal operation of the premises would not interfere with the peace and quiet of the surrounding commercial center and adjacent apartment complex; and f. That the applicant has not made any false, misleading, or fraudulent statement of material fact in the required application. 4. The Planning Department staff has determined that the project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA Guidelines. The project qualifies under the Class 1 exemption under State CEQA Guidelines Section 15301-Existing Facilities because the project does not result in any interior or exterior alterations. In addition,there is no substantial evidence that the project may have a significant effect on the environment. The Planning Commission has reviewed the Planning Department's determination of exemption, and based on its own independent judgment, concurs in the staffs determination of exemption. 5. Based upon the findings and conclusions set forth in Paragraphs 1, 2, 3, and 4 above, this Commission hereby approves the application, subject to each and every condition set forth below and in the attached standard conditions incorporated herein by this reference: Planning Department 1) Approval is hereby granted to Mr. Jason Shaw for an Entertainment Permit which includes live entertainment such as dancing, bands, and karaoke in conjunction with a 4,368 square foot restaurant and bar with entertainment and outdoor dining at the southeast corner of Haven Avenue and Lemon Avenue within the Neighborhood Commercial District, located at 6321 Haven Avenue—APN: 0201-272-06. 2) This approval is only for Live Entertainment consisting of any of the following, disc jockeys, six-piece band, karaoke, and/or dancing in the designated dance area indicated on the submitted plan attached as Exhibit A. Any change of intensity or type of entertainment shall require a modification to this permit. 3) The days and hours of operation for the entertainment shall be limited to between Monday through Friday 6:00 p.m. to 1:00 a.m. and Saturdays and Sundays from 1:00 p.m.to 1:00 a.m. Any expansion of days and/or hours shall require modification to this permit. 4) No adult entertainment, as defined in the Rancho Cucamonga Municipal Code, Section 17.04.090, shall be permitted. PLANNING COMMISSION RESOLUTION NO.13-38 ENTERTAINMENT PERMIT DRC2013-00519— MCALANS PUB AND GRILL September 25, 2013 Page 4 5) An entertainment permit may be transferred or assigned to another' person or business entity at the same physical location, provided there is no intensification of the originally approved entertainment use. Any request for transfer of an entertainment permit because of a change in ownership shall be submitted in writing. 6) There shall be no flashing lights, disco lights, or similar lighting during the hours of entertainment that prevents the ability to clearly distinguish and identify patrons, security personnel, or other individuals in the restaurant in order to ensure the safety of patrons. 7) Entertainment shall be conducted inside the building. 8) When entertainment is being conducted, doors and windows shall remain closed for noise attenuation purposes. 9) Exterior noise levels shall not exceed 65 dB during the hours of 7:00 a.m. to 10:00 p.m. and 60 dB during the hours of 10:00 p.m. to 7:00 a.m. 10) Access to the entertainment area must be from the main entrance to the primary use and not from a separate exterior entrance. Other exits shall be for"Fire Exit Only." 11) If the operation of this Entertainment Permit causes adverse effects upon the adjacent residences, businesses, or operations including, but not limited to, noise, loitering, parking, or disturbances, the Entertainment Permit shall be brought before the Planning Commission for consideration and possible suspension or revocation of the permit. 12) Approval of this request shall not waive compliance with any sections of the Development Code, State Fire Marshal's regulations, Uniform Building Code, or any other City Ordinances. 13) This permit shall be renewed annually by the applicant per Municipal Code Section 5.12.115. 14) The entertainment shall not be intensified without Planning Commission review and approval. The restaurant shall operate and be maintained in accordance with the Floor Plan as shown in Exhibit B. 15) The Entertainment Permit shall be brought back to the Commission for review in 6 months from the date of this approval. PLANNING COMMISSION RESOLUTION NO.13-38 ENTERTAINMENT PERMIT DRC2013-00519— MCALANS PUB AND GRILL September 25, 2013 Page 5 Security: 16) A minimum of one duly licensed, certified or trained, and regularly employed security guard from a reputable security firm shall be required to be on the premises any time entertainment is being conducted until the parking lot is cleared after the conclusion of any entertainment. The security staff shall be in the approved attire stated in the security plan and shall remain on duty in the parking area and outside adjacent areas of the facility to avert problems such as loud noise, disorderly conduct from patrons, or anyone in the parking lot, loitering activities, and any other nuisances or disturbances. The security plan requires one security guard for every 75 persons and one guard per every 35 patrons when live entertainment and/or dancing takes place (Security Plan attached as Exhibit C to this resolution) 17) Except in the case of an emergency, the licensee shall not permit its patrons to enter or exit the licensed premises through any entrance/exit other than the primary entrance/exit,excluding entrances/exits from the patio areas. Steps shall be taken by the licensee to discourage unauthorized exiting. 18) Any patron who (1) fights or challenges another person to fight, (2) maliciously and willfully disturbs another person by loud or unreasoned noise, or (3) uses offensive words which are inherently likely'to provoke an immediate violent reaction shall be removed from the premises. 19) An incident log shall be maintained at the licensed premises on a continual basis with at least one year of entries and be readily available for inspection by a police officer. The log is for recording any physical altercations, injuries, and objectionable conditions that constitute a nuisance occurring in, on, or at the licensed premises, including the immediately adjacent area that is owned, leased, or rented by the licensee. The log will indicate the date, time, description of the incident, and the action taken. "Objectionable conditions that constitute a nuisance" means disturbance of the peace, public drunkenness, drinking in public, harassment of passersby, gambling, prostitution, loitering, public urination, lewd conduct, drug trafficking, or excessive loud noise. 20) Security personnel required by the Entertainment Permit issued forthe licensed premises shall be in a uniform or clothing which is readily identifiable as a security person(as per the Security Plan—Exhibit C to this resolution). They shall maintain order and enforce the establishment's no loitering policy and shall take"reasonable steps'(as that term is defined in subparagraph (3) of Section 24200 of the California Business and Professions Code) to correct objectionable conditions that constitute a nuisance. PLANNING COMMISSION RESOLUTION NO.13-38 ENTERTAINMENT PERMIT DRC2013-00519— MCALANS PUB AND GRILL September 25, 2013 Page 6 21) The owner or manager of the licensed premises shall maintain on the premises a written security policy and procedures manual addressing at a minimum the following items: Handling obviously intoxicated persons; establishing a reasonable ratio of employees to patrons, based upon activity level, in order to monitor beverage sales and patron behavior; handling patrons involved in fighting or arguing; handling loitering about the building and in the immediate adjacent area that is owned, leased, rented, or used under agreement by the Licensee(s); verifying age/checking identification of patrons; warning patrons of reaching their drinking limit/potential intoxication and refusing to serve; calling the police regarding observed or reported criminal activity. 22) Contract security services shall be familiar with the establishment's written security policy and procedures; by reviewing them and signing that they have read and understood the policy. The signed acknowledgement shall be kept in a file relating to the security manual. 23) Prior to utilizing a contract security guard company, the establishment shall verify that the security company has a current Business License with the City of Rancho Cucamonga. 24) Install and maintain a closed circuit television system capable of readily identifying facial features and the stature of all patrons entering the establishment during the hours of entertainment. Videos are to be recorded, and a library of events shall be kept and available for inspection by the City of Rancho Cucamonga Police Department. Fire District/Building and Safety Services Department 1) The maximum number of occupants shall not exceed building and fire codes. The maximum occupancy for each room shall be posted as determined by the Rancho Cucamonga Fire Protection District and/or the City's Fire Prevention Unit Department. McAlan's has recently changed ownership and realizes the responsibility that comes with live entertainment. The management shall ensure all employees know and understand the legalities and liabilities regarding alive entertainment permit. McAlan's intends to change the public perception of the community and become a positive role model for other restaurants to emulate. McAlan's is an Irish themed restaurant with a sports bar atmosphere. McAlan's has recently changed its menu to become more traditional Irish and hopes to bring a classy venue of live entertainment artists. McAlan's will continue to learn upon past mistakes made by previous owners and maintain strict cooperation with city officials to ensure a partnership with Rancho Cucamonga does not diminish. General Company Description Mission statement: It is McAlan's goal to provide quality service to the community through excellent customer service,great food,and quality live entertainment McAlan's is an Irish themed sports bar and restaurant. McAlan's provides quality fresh Irish food, to include a full menu that caters to all appetites. The target market is the average medium income family within the community of Rancho Cucamonga along with neighboring cities. What makes McAlan's unique is the Irish themed restaurant that is now family owned,is the only one of its kind within Rancho Cucamonga. Form of ownership:Jshaw LLC Company history:Mike and Mark Alan established McAlan's in 2000. The Alan's stumbled upon the idea of an Irish restaurant,which soon became a successful nightlife establishment Under the Alans'ownership, McAlan's received a positive reputation as a quality establishment for live entertainment. In 2007,The Alan's sold the business to Stacy Wendler and Vadim Melin,a married couple that resided in Rancho Cucamonga and grew up locally. During Wendlers and Melins tenure as the owners of McAlan's they encountered numerous Alcohol Beverage Control(ABC) and Fire Department violations. Wendler and Melin often times overcrowded the establishment and violated the max capacity occupancy set by the Fire Dept. Wendler and Melin did not properly traits their employees in legal liquor regulations,which allowed the establishment to violate underage serving laws. Wendler and Melin diminished this once prosperous and unique establishment by their lack of integrity and business ethics. In February 2013,Jason Shaw purchase McAlan's with the intent to restore McAlan's as a household restaurant and become a contributing member of Rancho Cucamonga. The problems associated with Wendler/Melin have been thoroughly researched, and the new ownership will not allow those same mistakes to be made. McAlan's currently has 23 employees and is willing to contribute to helping the community by hiring new employees. Most important strengths and core competencies:The factors that will make McAlan's succeed are reinstating the Entertainment Permit. It is the goal of the management to strictly monitor the entertainment that will be used on a nightly basis and establish a lessons learned chart from past problems that occurred with Wendler/Melin. McAlan's major competitive strengths are the unique Irish themed restaurant with a bonus sports themed atmosphere. Significant challenges the company faces now and in the near future:The challenges are trying to keep up in a tough economy. McAlan's main competitors are Toby Keiths,Lucille's Smokehouse, Flamingo Palms,Antonio's,Ristorente, and Boston's restaurant. The aforementioned establishments all provide quality live entertainment. McAlan's would like the opportunity to be a part of this genre. The increased capital that Page 5 of 8 having an entertainment pem-iit would help the McAlan's from overcoming its recent financial crisis. 1 Furthermore,with an increased popularity that an entertainment permit would bring;it would allow McAlan's to hire a larger staff thus helping the Rancho Cucamonga community unemployment rate. Long term:The plans for the future of McAlan's is to continue to grow and partnership with the community and provide a quality service that will make the Rancho Community members proud The strategies for continual growth are researching and developing new innovative ideas for food service, entertainment, and sports. McAlan's strives to reach out to Rancho Cucamonga and the neighboring cities to represent the community as a premier Irish restaurant. Page 6 of 8 III. Products and Services McAlan's products and services are to provide a quality food service to the community members of Rancho Cucamonga and the neighboring cities. McAlan's has recently changed its food menu to cater to those who really enjoy traditional Irish food. McAlan's has also added a healthy diet to its menu to target patrons that diet regularly. McAlan's also provides a sports atmosphere for patrons that desire to watch sports away from home and enjoy our great customer service. McAlan's is also looking to target those who enjoy a quality craft draft beer,high-end Irish whiskey,and McAlan's specialty mixed drinks. The factors that give competitive disadvantages are simply not having an entertainment permit. For example, the public perception has diminished,not only in the eyes of the city officials, but with the community as a whole. The community members that formerly frequented McAlan's on a regular basis have voiced their concems regarding the quality of service it provided under Wendler/Mehr. It is the intent of the new management to change that public perception by providing an improved quality food menu;high-end craft draft beer,high-end whiskey, and quality live entertainment. Furthermore,Mcalan's prices for all products and services are very competitive and we will continually improve upon past mistakes to ensure the City of Rancho Cucamonga will be represented justly. Page 7 of 8 IV. Operational Plan 1 Daily hours of McAlan's are from 1100 hours to 0200 hours Monday thru Friday and 1000 hours to 0200 hours on Saturdays and Sundays. McAlan's currently has 25 employees;6 licensed bartenders,3 cocktail servers, 4 bussers/bar backs, 5 kitchen staff,2 on-sight managers,and 6 security guards. McAlans is in a great location with lighted parking and adequate space for the capacity level. There shall be no entertainment such as topless dancing or male dancers. Live Entertainment shall be limited to a six (6)-piece band or less,and/or a single piano, or a single DJ from 1800 hours to 0100 hours Monday thin Friday; 1300 hours—0100 hours on Saturdays and Sundays. Types of"Live Entertainment": Live Entertainment shall consist of an amplified or non-amplified six(6)-piece band or less performing a range of jazz music from classical jazz to modern/avant-garde styles, featuring mostly guitar,bass,drum set, and homs,and/or a single piano, or a single ambient DJ for background music while dining. If a DJ is used there shall be no"Hip Hop,House,or Gangster Rap"music played at any time. An example of D)background music would be"Top 40,Today's Dance,Country,Karaoke,or themed 70s,80s,or 90s music. During main events such as boxing or UFC fights a cover charge shall be optional at the door and predetermined wrist bands for"21"and over patrons shall be worn on a predetermined left or right wrist to assure McAlan's is compliant with ABC regulations. The management as well as the fully trained security staff will ensure the safety of patrons,employees,and property. The management shall direct the security staff to utilize a counting system to ensure the facility does not go over max capacity. Live Entertainment shall be limited to a six (6) piece band or less, and/or a single piano, or a single DJ, Monday thru Friday 1800 hours—0100 hours and Saturday and Sunday 1300 hours— 0100 hours. Types of"Live Entertainment": Live Entertainment shall consist of an amplified or non-amplified six (6)piece band or less performing a range of jazz music from classical jazz to modem/avant-garde styles, featuring mostly guitar, bass, drum set, and horns, and/or a single piano, or a single ambient DJ for background music while dining. If a DJ is used there shall be no "Hip Hop, House, or Gangster Rap" music played at any time. An example of DJ background music would be "Top 40, Today's Dance, Country, Karaoke or themed 70s, 80s, and 90s music. Definition of security: Freedom from exposure to danger, safety or a place of safety, feelings of or the assurance of safety or certainty, and that which secures a means of protection and defense. Goals: • To create a safe and secure environment within the restaurant and parking lot at McAlan's Pub & Grill, 6321 Haven Avenue for all patrons • To provide a level of control and safety for all arriving and departing guests of the McAlan's Pub & Grill where live entertainment and dancing takes place • To mitigate any noise or inappropriate conduct directed at the immediate neighbors and leaseholds by patrons upon entry or departure from 6321 Haven Avenue • To diffuse all situations as they occur. The McAlan's Security Staff will provide a strong__ presence by blending integrity and professionalism with advanced techniques of physical security,protection and detection. Current practices of the industry will be augmented with law enforcement strategies and tactics. Introduction: A strategy of deterrence will be adopted as to minimize the impact of additional traffic to the community while ensuring the benevolent effects of revenue and business. A policy of zero tolerance shall be enacted and already in-place against narcotics and other contraband. Proactive measures will be utilized as training is available and techniques are safe. It is a written McAlan's policy that management shall provide full disclosure/full cooperation with law enforcement personnel and other city officials. Additionally, full cooperation and coordination with neighboring businesses will act as a force multiplier of security for the community, businesses, patrons and employees. Uniform for all Security: All Security staff will be required to wear Black Trousers, plain Black T-Shirt,Polo Shirt,or Black Security Jacket(optional)approved by McAlan's with white or yellow"Security"written on the back and over the right breast pocket. All Security will be easily identifiable to Guests, Law Enforcement, and Emergency Services Etc. Security will not work at any time without a security uniform on. Structure: * Hours of Operation: Monday thru Friday 1800 hours—0100 hours; Saturday and Sunday 1300 hours—0100 hours. * Only during special events having live entertainment and/or dancing. Security listed below is when venue is at full capacity. Basic security guideline for staffing is as follows: Head Security present at all times while venue is hosting dancing/live entertainment events. General Security staff based on occupancy and party or event configuration: Security Requirement: 1 guard per every 75 patrons. 1 guard per every 35 patrons when live entertainment and/or dancing takes place. During special events having live entertainment events with a maximum occupancy of McAlan's, there will be a team of security members, depending on occupancy of the event and any special event taking place anywhere within the McAlan's premises. Responsibilities: Each staff member will be trained to set up and control queuing, adhering to the staging request of the Alcohol Compliance Team(A.C.T) Rancho Cucamonga Sheriffs Department in coordination with any requests from the City of Rancho Cucamonga. All Security shall maintain order within 6321 Haven Avenue and its immediate surroundings and prevent any activity, which would interfere with the quiet enjoyment of their property by nearby residents. All staff will be knowledgeable to all security positions and the requirements each different position entails. IT IS THE DUTY OF EVERY MEMBER OF THE TEAM TO PROTECT THE ESTABLISHMENT, ITS PATRONS,AND EMPLOYEES FROM ANY AND ALL PERCEIVED AND REAL THREATENING SITUATIONS. Head of Security- Guard 1 Roving Security Position- supervise general security staff • Responsible for all security and safety • Liaison to state and city officials. Liaison between venues owners,party coordinators, promotional staff all based on security requirements. • Coordinates space configuration on a nightly basis • Ensures proper requirement compliance of all security staff • Maintains the contact information list of all security personnel working each and every shift. Provides law enforcement officials with this list upon their request and with proper government. • Roves entire venue during operating hours to ensure patron flow, keep aisles and exit pathways clear. • Provides security walk out for departing employees-end of shift Stationary Security -Guard 2 Controls front door, monitors entry of all patrons. Controls access to the restaurant during special events having live entertainment and/or dancing • Checks for proper identification • Enforces zero tolerance policy towards narcotics and contraband • Counts all persons entering the restaurant • Controls Exit Count on Clicker-Fire Assemblage Stationary Security—Guards 3 Stationary Security • Maintain properly cued lines if necessary • Enforces zero tolerance policy towards narcotics and contraband • Monitors immediate and adjacent parking areas for the following: Loud music Drinking in vehicles Yelling and shouting Traffic flow Car homs Stationary Security—Guard 4 Roving Security for Restaurant/during special events having live entertainment and/or dancing • Monitors bartenders for proper ID's,not over-pouring, operational integrity and maintain security for bar. • Monitors restaurant for Occupancy • Ensures safety in all areas of the restaurant • Controls beverage consumption on the restaurant • Responsible for monitoring back corridor to the kitchen • Maintains security presence in restroom corridor and patron traffic flow Note: Additional Security Team Members will be scheduled on an as needed basis and determined by McAlan's Operators and Security Head. Communication: Each security staff member will carry a hand held Motorola radio. Surveillance attachments (ear piece/microphone) will be utilized as warranted. Management and Security Head of McAlan's will constantly monitor all radio traffic. Electronic Security: McAlan's Pub& Grill will always use an extensive CCTV (Closed Circuit Television) system integrated with an alarm network, which will feed into the control room. This camera system will provide coverage of all interior areas, including all entrances and exits to the premises. The camera system will be activated and in use during any business activity. Advanced digital recording will store all data from the CCTV and alarm systems. All data will be maintained for no less than a 30-day period. All digital recordings shall be made available to the Rancho Cucamonga Sheriffs department upon demand. Requirements For Security Personnel: • A valid Guard Card issued by Consumer Affairs, State of California • Certificate of completion, Alcoholic Beverage Control Department "REACT Program" • Special Requirement for team leaders only, certificate of CPR(cardio-pulmonary resuscitation)training • Trained on cueing line to lessen the impact of foot traffic and traffic flow for motor vehicles. Trained in all aspects of how to fill out FI(field interview)reports • Knowledge of general layout to include all safety devices and emergency escape routes Security Personnel Agreement Verbal skills and proper utilization of force will be our primary tools of conflict resolution. Calm, exacting and professional behavior will give our neighbors and clientele the strong perception of a good positive security presence, while retaining the ability to use the strength of our bodies only when presented with extreme situations. Each Security Staff Member will be required to obtain a pass in Red Cross training for Basic First Aid. This class will be In addition to completing all seminars and workshops.
