Related Files: Development Review DRC2005-00287 and Tentative Parcel Map SUBTPM19091. Background: The project site is comprised of two 2-story office/commercial buildings that were reviewed and approved by the Planning Commission on April 12, 2006 (Development Review DRC2005-00267). The project site is on a parcel of about 74,018 square feet (1.7 acre). The parcel is generally rectangular in shape with a depth (north to south) of about 308 feet and a width (east to west) of about 239 feet. The two buildings are attached by a tower element and courtyard area so that when seen from the north or south side the buildings appear as a single building. Construction of the two buildings and the associated improvements is underway and is nearing completion. The project site is bound to the south by single-family residences; to the east is a Kindercare pre-school; and to the west by Kick Back Jacks/BC Café restaurant. For additional reference, see the attached exhibits from the Staff Report dated April 12, 2006. Design Parameters: The Uniform Sign Program has been submitted by Temeka Inc., on behalf of Dr. Rockny Mojabe, owner of the project. The proposed sign program generally complies with the standards and guidelines set forth in the Sign Ordinance, including the maximum number of signs per tenant (further discussion below), sign construction, and the basic dimensions of each sign including the sign area, text height, and the height of the monument sign. Each proposed sign location and area generally meets the intent of the Sign Ordinance and does not negatively impact significant architectural features, elements, or details. The wall signs for each tenant of each building will be on all elevations except the elevations facing the courtyard. Each sign will be located at or near the corresponding tenant's entrance. At this time, the applicant contemplates 16 tenants —8 per building. Therefore, there are 16 signs on the north elevation and 16 signs on the south elevation and an additional 2 on the west elevation and 2 on the east elevation are proposed for the 'end' tenants at those corresponding locations. No wall signs are proposed on the elevations facing the courtyard area except directories. All signs will be single line text with a maximum height of 18 inches. No double-line text is proposed, nor would it be practical considering the limited space for each sign. Logo boxes will be permitted. The monument sign will be located at the northwest corner of the site and will be limited to the project identification of the site. Each wall sign will be internally illuminated with individual channel letters—there will be no exposed raceways per the policy of the Design Review Committee and Planning Commission. The monument sign will be an externally illuminated aluminum 'box'with stucco finish and stackstone finished columns. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project. 1. The Committee may want to discuss restrictions regarding the font types and colors of the signs. Signs for this type of project are regulated by the guidelines described in Section 14.20.100, Class 3, which states that the maximum number of signs shall be based on the individual building design. The sign program assumes a number of signs on the north and south elevations that would be consistent for a project site such as a shopping center. However, as this is an office-intensive commercial project and not a retail-intensive commercial project, the number of signs on each of the noted elevations may overwhelm the architecture of the building. Based on the allowable uses within the Commercial Office (CO) District, Subarea 3, such as administrative and medical offices, a large number of signs may prove unnecessary. For similar office and office-intensive projects, the Design Review Committee has significantly limited the number of signs and limited business identification so that each tenant is only identified on the directory and on small vinyl (or equivalent) window signs. Note: Staff believes that the number of signs on the west and east elevations are acceptable. 3. The Committee may want to discuss illumination of the sign on the south elevation; glare from the signs on the south elevation may disturb residences located in the neighborhood to the south.
