Nicholson DESIGN REVIEW COMMENTS 7:00 p.m. Steve Fowler October 6, 2009 DEVELOPMENT REVIEW DRC2009-00413 - STANTEC CONSULTING - COMERICA BANK - A request to construct a retail bank with a drive-thru at an existing retail center within the Industrial Park District, Subarea 7, located at 12035 Foothill Boulevard —APN: 0229-023-05. Design Parameters: The applicant is proposing to construct a 3,982 square foot bank building with a drive thru ATM located at 12035 Foothill Boulevard. This site is on the south side of Foothill Boulevard in the Low Residential District. The design of the site was previously approved under DRC2005-01084. The .74-acre parcel is a vacant pad at the east end of the previously approved project that sits approximately 8 feet below street level. The building is a single-story, institutional style structure. Some of the features include a 27-foot tall tower element on the southwest corner of the building and a drive up ATM on the north side of the building. The exterior of the building is proposed to use a mixture of mountain rose colored brick veneer for the wall plans, a frosted almond colored brick veneer band around the lower part of the entire building, stone veneer for the tower element and columns around the entire building, and a standing seam metal roof that matches an existing roof within the same center. The building utilizes materials from the existing buildings to incorporate it into the center but does not duplicate the style. The proposed landscape around the building will compliment the existing site landscaping. The signage locations have been indicated on the plans to allow for the review of future placement as it corresponds with the building. The signage will be submitted under a sign permit package at a later date. Staff Comments: The following comments are intended to provide an outline for the Committee discussion regarding this project. Major Issues: The applicant worked with staff to follow the criteria outlined in the Development Code. There are no major issues regarding this project at this time. Staff recommendation: Staff recommends that the Design Review Committee recommend approval of this Conditional use Permit to the Planning Commission. Design Review Committee Action: The Committee members requested that the applicant change the roof material from a metal roof to a tile roof. The applicant agreed to make the change and turn it back in for review. The Committee agreed to review it and possibly approve it as a Consent Item at a later meeting.
