Design Parameters: The applicant is proposing to amend Sign Program # 147 to allow the installation of a 147 square foot building identification sign on the south and east elevations of the new Best Buy location at 12260 Foothill Boulevard. This site is on the northwest corner of Foothill Boulevard and Day Creek Boulevard in the Regionally Related Office/Commercial District of the Victoria.Arbors Master Plan. The design of the building facade change was reviewed at the October 20, 2009, Design Review Committee meeting, and the sign on the plans at that time indicated the new sign size of 147 square feet and the locations where they would be installed. The current sign program allows for major tenants to display a 120 square foot building identification on this building. Best Buy would like.to increase the. maximum sign area to 150 square feet and install a 147 square foot sign. To be able to compare the sign size, their current location in the Terra Vista Plaza at 11098 Foothill Boulevard is 187 square feet in sign area. The amendment to the sign program adheres to the requirements of the Sign Ordinance. Staff did not mention the increase in size at the time of the initial Design Review Committee meeting in October 20, 2009, because we were awaiting the submittal of the amendment. Staff Comments: The following comments are intended to provide an outline for the Committee discussion regarding this project. Major Issues: The applicant worked with staff to follow the criteria outlined in the Development Code. There are no major issues regarding this project at this time. Staff recommendation: Staff recommends that the Design Review Committee recommend approval of this Uniform Sign Program Amendment. Design Review Committee Action: . To the east, north, and south of the project site are single-family residences; to the west it is vacant. The zoning of the property is Office Professional (OP) District, Etiwanda Specific Plan. The properties to the north and east are zoned Low-Medium (LM) Residential District, Etiwanda Specific Plan. The properties to the south and west are zoned Mixed-Use (MU) Residential District, Victoria Arbors Master Plan. The property has street frontage along Etiwanda Avenue, Long Meadow Drive, and Victoria Park Lane. The only access to the site is via a driveway at Etiwanda Avenue. The subject property is generally level with a southwesterly slope; the elevations at the highest point on the site are along the north property line and the lowest point on the site south sides are about 1,273 feet and 1,260 feet, respectively. The applicant proposes to subdivide the property in to two (2) parcels of 90,169 square feet (2.07 acres) and 339,768 square feet (7.8 acres), respectively. The new lot line between the two parcels will separate the developed and undeveloped areas of the site. The chapel, banquet facility, offices, and other associated improvements will be on the larger 7.8-acre remainder parcel. The subdivision will not require any significant changes to existing improvements. Although the applicant has provided a conceptual plan to illustrate a potential site layout for an office building on the smaller parcel, it is not applicant's intention to develop the property. Following the subdivision, Parcel 1 will have dimensions of 273 feet (east to west) and 330 feet (north to south), while the remainder parcel will have dimensions of 1,035 feet (east to west) and.330 feet (north to south). Parcel 1 will have future access to a public street at Long Meadow Drive. Although the new parcel will have street frontage along Victoria Park Lane, there will be no direct access to that street because of a landscape maintenance area between the parcel and the street. Reciprocal access and corresponding easements between the properties will be provided as required by the Fire Construction Services Department for emergency purposes. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major/Secondary Issues: None. Staff Recommendation: Staff recommends that the project be approved and forwarded to the Planning Commission for review and action. Design Review Committee Action: The Committee recommends approval to the Planning Commission. Desiqn Parameters: The subject property is a parcel located at the northeast corner of Foothill Boulevard and Masi Drive with an area of about 49,110 square feet (1.13 acre). The overall dimensions of the site are about 200 feet (east to west) by about 217 feet (north to south). The site is. fully developed with a gas station/convenience store operated by ARCO. An overhead fueling canopy, landscaping, and parking areas are present. To the west of the site, is a Carl's Jr. fast food restaurant; to the east are two (2) retail buildings; to the south is the 26-acre Masi commercial center; and to the north is vacant land. The zoning of the property and the surrounding properties to the west, north, and east is Community Commercial (CC) District, Terra Vista Planned Community (TVPC). The zoning of the properties to the south is Industrial Park (IP) District (Subarea 7). A shared drive aisle along the north side of the property provides access to the site. The applicant proposes to construct a freestanding, automated self-service carwash building of about 1,000 square feet. The carwash will be generally located at the northeast corner of the site along the east property line. The primary axis of the carwash will be north to south, with the entrance and exit on the south and north sides, respectively. To ensure safe exiting from the carwash, a space of about 18 feet deep has been provided between the carwash and the drive aisle to the north that will allow a vehicle to pause before proceeding into the drive aisle. Included in the proposal is the construction of a drive aisle directing vehicles to the carwash, demolition of the existing trash enclosure, construction of a new trash enclosure, and relocation of the exterior Healy EVR system to the interior of the carwash building. For screening purposes, a new 6-foot high by 32-foot long block wall will be constructed along. the east property line. The existing parking stalls will be relocated; parking stalls are not required for the carwash building. The architecture of the carwash building will match the design and general appearance of the existing gas station/convenience store and include matching finish, colors, trim, and materials (see the attached Building.Elevation Exhibits Fl, F2, and F3 from Staff Report dated August 14, 1996). No revisions to the existing building are proposed. The project will require the removal of approximately four trees; as a condition of approval, the applicant will be required to replant trees at a ratio of 1:1. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Maior Issues: The following broad design issues will be the focus of Committee discussion regarding this project. 1. None. DRC ACTION AGENDA DR2009-00308— INO CRUZ January 5,2010 Page 2 Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. 1. All doors (roll-up, dock doors, emergency access) shall be painted to match the color of the adjacent wall. 2. The new block wall along the east property line shall be constructed of decorative concrete masonry units (slumpstone, split-face, etc.) or have a decorative finish on both sides. 3. The new trash enclosure shall be constructed per City standard. The design of the trash enclosure shall incorporate the materials, finish, color, and trim used on the existing gas station/convenience store building. 4. The speed bumps in the drive aisle shall be subject to review and approval by the Fire Construction Services Department. 5. The windows on the west elevation of the carwash shall be one-way glass. 6. No business identification, advertisements, or product/service-related signs shall be placed on the carwash building. Staff Recommendation: Staff recommends that the project be approved and forwarded to the Planning Commission for review and action. Design Review Committee Action: The Committee recommends approval to the Planning Commission. The Committee reviewed the application and concurred with most of staffs design recommendations, including the use of one-way glass on the west elevation and the prohibition of signs on the carwash. The exception was the speed bumps in the drive aisle; after discussion, it was concluded that they are unnecessary. The Committee requested that the applicant use PVC instead of wood for the overhead trellis at the entrance and exit of the carwash. They also requested that the applicant construct a 3-foot high planter wall and landscaping to screen the carwash from Foothill Boulevard. The wall would only be necessary along the south side of the drive aisle leading to the carwash entrance. The applicant agreed with these revisions and will incorporate them into the plans for final review and action by the Planning.Commission. ROCKNY MOJABE - A request to amend Uniform Sign Program USP#210 to allow signs on wall planes that are not adjacent to a tenant space-at a recently completed-project-comprised-of two buildings totaling 21,846 square feet on 1.8-acre of land in the Commercial Office Zone (CO) within an Activity Center of the Foothill Boulevard Specific Plan, located at 10165 Foothill Boulevard - APN: 0208-331-30. Related file: Development Review DRC2005-00287, Tentative Parcel Map SUBTPM19091, Uniform Sign Program DRC2009-00105 (USP#210). Background: The project site is comprised of two 2-story office/commercial buildings that were reviewed and approved by the Planning Commission on April 12, 2006 (Development Review DRC2005-00287). The project site is on a parcel of about 74,018 square feet (1.7 acre). The parcel is generally rectangular in shape with a depth (north to south) of about 308 feet and a width (east to west) of about 239 feet. The two buildings are attached by a tower element and courtyard area so that when seen from the north or south side the buildings, appear as a single building.. The project site is bound to the south by single-family residences; to the east is a Kindercare pre-school; and to the west by Kick Back Jacks/BC Café restaurant. On February 5, 2009, the applicant contracted Temeka Inc. to submit for review and approval Uniform Sign Program DRC2009-00105. This sign program was reviewed and approved by the Design Review Committee on April 14, 2009 (Attachment A). The sign program was subsequently assigned as Uniform Sign Program#210. Amendment Parameters: The applicant is requesting an amendment to the Uniform Sign Program to allow for signs on the wall planes that are not adjacent to the tenant space (Attachment B). Typically, for commercial/office buildings tenants will be "in-line," i.e. the front exterior wall, door(s) and windows will be on one side of the building and the rear exterior wall, door(s) and windows will be on the other. The corresponding signs for each tenant are placed on the wall over the area or near their respective doors/windows. However, because of the internal layout of the individual tenant spaces at this location, some of the tenant spaces do not extend the full depth of the building; therefore, these tenant spaces do not have a wall along either the front or rear side of the building. For example, some tenants do not have a wall or storefront facing Foothill Boulevard. The City's policy regarding sign placement is that any sign for any tenant must be located on the wall place adjacent to the tenant space. As shown in the attached (Attachment C), a typical in-line tenant such as Tenant A in the top illustration would be allowed two signs as identified by (al) and (a2) at the front and rear, respectively. A tenant that is not in-line, such as Tenant A, in the bottom illustration could only have a sign on the rear wall (a2). Similarly, Tenant D in the bottom illustration could only have a sign on the front wall.(d1).. The applicant has indicated that his understanding of the original approval of the Uniform Sign Program allowed for signs to not be adjacent to the tenant space as implied by the approval of 16 signs on the building for an equivalent number of tenants. The implication is that the example Tenants A and E in the bottom illustration could have a sign on the front wall (al and el, respectively), and Tenants B and D could have a sign on the rear wall (b2 and d2, respectively). Staff indicated to the applicant that a sign that is not adjacent to the tenant's space is not consistent with the previously noted City policy and the sign program which has no provision for such signs. The applicant does not agree and is requesting that DRC ACTION AGENDA DRC2009-00930— ROCKNY MOJABE January 5, 2010 Page 2 the Design Review Committee allow for signs on walls not adjacent to the tenant's wall plane. The applicant has also stated that numerous leases/sales have been executed and are contingent on the placement of signs on the non-adjacent building walls — principally the north elevation facing Foothill Boulevard. This amendment does not contemplate any revisions to the quantity, physical dimensions, illumination, etc. of signs. Staff Recommendation: Staff requests discussion of the current City policy and an interpretation of the original approval. If the interpretation is that tenants could have non-adjacent signs, then staff will work with the applicant to revise the sign program to clearly state that this type of sign placement is permitted. Design Review Committee Action: The Committee recommends approval to the Planning Director. The Committee reviewed the request and discussed with staff the background of the site and the existing sign program with a general overview of the City's unwritten policy prohibiting signs on the wall plane that is not adjacent to a tenant's space. Staff stated that the applicant's request was the result of the way in which the building was internally subdivided with some tenant spaces not having 'frontage' along Foothill Boulevard. The applicant's request would not increase the number of signs that were already approved for this site, it would not increase the size of the signs, and it would not affect the neighboring residents to the south with added glare as all signs on the south elevation would be non-illuminated. From an aesthetic standpoint, there would be no effect on the overall design of the building because the design of the signs that would be installed would continue to be consistent with the original sign program. The Committee agreed with this analysis and approved the applicant's request to amend the sign program. Staff noted that this approval does not set a precedent as the Planning Department would continue to not approve requests to have signs on non-adjacent wall planes. Any such requests would first require an amendment to the sign program (where applicable) and/or would be subject to the review and approval by the Design Review Committee. Rockily Mojabe the property owner at 10165 Foothill blvd with building elected name of Passage 66 employed Temeka Sign Company as my representative to submit a designed sign program to the City of Rancho Cucamonga for above referenced building and address. The uniform sign program was prepared and submitted to the City. As a result of this requested, I and my representative Temeka Sign Company appeared at the meeting with Members of Design Review committee at City of Rancho Cucamonga, CA. We submitted plan and requested from Design Review Member to Grant a signs location facing Foothill blvd for total of 16 business condo map project that was approved by the city of Rancho Cucamonga. 1 am referencing to the page 2 of the passage 66 uniform sign guide lines as follows. "Exterior skin- "In line Tenants- The maximum number of exterior signage per inline tenant shall he two (2) signs total: One on the north elevation and one on the south elevation". • "End tenets- The maximum number of exterior signage per end tenant shall be three(3) 'signs total: One on the north elevation, one on the south elevation and one on the east elevation( east end tenant) /one on the west elevation ( west end tenant)". I am also referring to the page one of submitted document showing the diagram of the building and propose sign location for the 16 business medical condominium map as is described in the uniform sign program. The first floor 5 units at east building and 5 units at the west building. On the second floor 3 units at the east building and 3 units at the west buildings. In addition, there was a request for 16 signs for each medical condominium map at south location adjacent to parking lot and east and west locations The verbal explanation was given to the Design Review Member of such a request and this request was granted and approved dated and singed on 04/23/09. Based on this requested and approval of Members of Design Review Committee at City of Rancho Cucamonga dated 04-23-09, majority of this building has been leased and with legal obligation that each member medical condominium map tenants will have one Amendment request to sign program at 10165 Foothill R.C, 1 Attachment B on OF RANCHO CUCANOO\ • ry'-`n ,.1-E, 03 ?Off.; sign facing Foothill blvd and one sign facing the south of the building at the parkin CEIVE PLANNNS>, structure. On December 01, 2009, 1 had a meeting with Mr. Mike Smith at planning department Regarding the sign program for tenant at unit 6 and 7 these spaces are at the End unit south of the building. He indicated that, they can not have a signs and his interpretation of the end line tenants are just the tenants located at the inline- at the far east and far west tenants. Mr. Michael Smith indicated in order for the End Tenants located at the south of the building to be consider to receive a sign, I must submit a request and amend a new Interpretation as required by the City of Rancho Cucamonga. The following is an explanation and reason was made to request a total 16 signs location facing Foothill Blvd. This explanation was provided to the Member of Design Review Committee during my fist meeting. The explanation is as follows: There are a total of 16 medical condominium spaces that is designed and is mapped and approved by the city of Rancho Cucamonga and is record by the County of San Bernardino, CA. Each of these Medical Condo units can be sold and or leased to individual Doctor and or Medical Group. The identification of business, location of the business and signs that prompts the business is a key ingredient that win attract a potential Doctors and or Medical Group to occupy a space in this building. In addition, I informed the Members of Design Committee, that lack of such a approval will cause significant financial harm and in a reality reduces the value of property up to millions of dollars and further will devalues the end spaces. Based on these explanations the Member of Design committee approved and Granted 16 signs facing Foothill Blvd for each potential Medical Condo space. • At this time as per Mr. Michael Smith a city planner for City of the Rancho Cucamonga, I, Rockny Mojabe am attempting to amend to previous approved sign program dated 04/23/09. The goal of this amendment is to clarify the language and confusion that has presented. Granted a 16 signs facing Foothill Blvd for each potential Medical Condo space.
