ADJOURNMENT The meeting adjourned at 10:02 p.m. DESIGN REVIEW COMMENTS 7:00 p.m. Steve Fowler September 14, 2010 SIGN POLICY DIRECTION REQUEST — PLANNING STAFF — A request for the Design Review Committee to provide direction for a policy recommendation concerning the use of backers on building identification signs with channel letters within commercial and industrial areas. Background: A backer is a thin piece of material such as metal or plexiglass, which is placed behind a sign letter to give it another color element and provide a different look. Staff is requesting that the Design Review Committee review the existing policy on sign backers and provide guidance regarding the use these types of signs. Over the past several months, various applicants have been proposing changes to the letter styles as new technology is introduced. One applicant from American Sign Industries, on behalf of Subway sandwiches, is requesting the allowance of backers on channel letter signs. Current Planning Department policy is to allow backer plates to accommodate channel letter signs on buildings that have difficulty mounting individual channel letters to the building face and require a raceway. The backer hides the raceway and allows for a cleaner mounting surface. The Planning Department allows backers if a nationally trademarked sign, that represents the logo of the business necessitates one, such as the Best Buy sign, and it cannot be accomplished by any other aesthetically appealing method. The backer plates in the past have been categorized as resembling can signs from a distance. In some instances backer signs may resemble a can sign, especially when the backer plate is illuminated and/ or takes on a different shape other than the letters. If the policy direction of the Design Review Committee is to allow backer plates as an allowable form of installing (displaying) a sign, staff recommends that the backer plates be uniform and proportionately contoured behind the letters. The measurement of the sign area does not change. Staff measures the signs with backer plates from the backer plate as the letter height. This helps to ensure that the backer plate will only minimally extend out from the letter. To illustrate, if a 24-inch letter height is approved and the letter itself measures 22 inches and the backer plate extends out 2-inches around the edges of the letter, then this sign would be compliant with the letter height because it would be calculated as a 24-inch letter (includes 2 inches at the top and 2 inches at the bottom). Policy Direction: Staff concludes that the use of backers does not detract from the over all appearance of the sign and provides more signage opportunities for businesses to utilize. It also follows the City's Sign Ordinance and complies with the design criteria outlined in the Development Code as the Code is silent on this matter, and channel letters are still being utilized as the main feature in the sign. Staff recommendation: Staff recommends that the Design Review Committee look at the use of backer on signs and provide a policy recommendation to staff. Design Review Committee Action: The Committee reviewed the information provided in the Design Review Comments and reviewed pictures provided by staff. After some discussion, Commissioner Munoz instructed staff to draft a policy for review by the Design Review Committee. Commissioner Munoz provided a few items that should be included when drafting the policy. The first item is that the backer panel should not be back lit. The backer should be mounted flush to the wall plane, whenever possible. Secondly, the backer should be contoured and proportional to the DRC ACTION AGENDA SIGN POLICY DIRECTION REQUEST— PLANNING STAFF September 14, 2010 Page 2 channel letters, and the backer should not extend further than 2 inches from the edge of the letters. Next, the backer should not be utilized on can signs or create a can sign design effect or look. Lastly, if an existing Uniform Sign Program exists for a site, then it must be amended to allow backers with the above criteria in mind. The general direction from the Design Review Committee is that backers would be allowed (similar to current department practice) on a case-by-case basis as the architecture necessitates. Backers can also be added to sign programs for review and possible approval. Members Present: Munoz, Granger Staff Planner: Steve Fowler DESIGN REVIEW COMMENTS 7:20 p.m. Steve Fowler September HILLSIDE DESIGN REVIEW DRC2010-00354 - SHELTON RESIDENCE - A request to construct a new 4,159 square foot residence with a 498 square foot attached garage and a 504 square foot detached garage on 0.49 acre in the Very Low (VL) Residential District in the Deer Creek Housing Tract at 5421 Canistel Avenue. APN: 11074-491-28. This project is categorically exempt per Section 15303 (a) (new construction) of the California Environmental Quality Act and the City CEQA Guidelines. (Steve/Carlo) Design Parameters: The applicant is proposing to construct a 4,159 square foot residence with a 498 square foot attached garage and a 504 square foot detached garage at 5421 Canistel Avenue. This site is on the east side of Canistel Avenue in the Deer Creek Housing Community in the Very Low (VL) Residential District and within the Hillside Overlay. The current site is a vacant rectangular parcel that is 21,275 square feet and surrounded by single-family residences. The design of the new house and garage is similar to the existing residences within the Deer Creek area. The new residence and garage will incorporate the typical Mediterranean style that is common throughout Deer Creek. The new residence and garage will also incorporate the concrete tile type roofing required by the Deer Creek Home Owner's Association. The dwelling unit has typical Mediterranean elements such as the concrete tile required by the Deer Creek Home Owner's Association with an exterior stucco finish. The applicant has enhanced the design with Craftsman style elements and architecture to distinguish the residence. The applicant has added a stack stone veneer as a wainscot, wood trim, corbels, trellises, and decorative wood trust trim at the gables to incorporate the Craftsman style. The residence has a modest second-story that is confined within the building envelope, near the center of the floor plan which lessens the visual impacts onto the neighboring properties. The detached garage located at the northeast corner of the property in the rear yard has a stucco finish with a concrete trim around the lower one-third of the garage and has incorporated the decorative wood truss trim at the front gable. The lot coverage with the roof eaves and overhangs (5,162 square feet) is at 24.25 percent. This leaves approximately 206 square feet of area that may be covered in the future. The proposed landscape compliments the architecture of the building and incorporates drought tolerant plants with minimal turf. Staff Comments: The following comments are intended to provide an outline for the Committee discussion regarding this project. Major Issues: The applicant has worked hard with staff to follow the criteria outlined in the Development Code. There are no major issues regarding this project at this time. Staff Recommendation: Staff recommends that the Design Review Committee recommend approval of this Hillside Design Review. Design Review Committee Action: The project was approved as presented. Members Present: Munoz, Granger Staff Planner: Steve Fowler DESIGN REVIEW COMMENTS 7:40 p.m. Tabe van der Zwaag September 14, 2010 UNIFORM SIGN PROGRAM AMENDMENT DRC2010-00555 - DIANE IVERSEN - A request to modify Sign Program No. 134 in order to add one additional monument sign along Foothill Boulevard and to modify the language that describes the businesses that are permitted on the monument signs for a commercial center located on the north side of Foothill Boulevard between Haven Avenue and Elm Avenue. Proposed Changes: The applicant proposes changing Sign Program No. 134, which regulates the permitted signage for the Terra Vista Town Center, Town Center Square, and The Commons commercial centers. The changes are as follows: 1. Remove an existing monument sign (Sign Type 7.2) that is located at the drive entrance on Foothill Boulevard between Spruce Street and Elm Avenue. 2. Add a new monument sign (Sign Type 6.2) on Foothill Boulevard between the drive entrance and Elm Avenue. 3. Modify the language of the sign program to state that pad shop tenants in tenant spaces under 4,000 square feet be permitted to be on one monument sign (See Attachment D, Page 6). The current language states that they are allowed on one monument sign that is "adjacent to their pad." 4. Staff had the applicant clarify the language describing each of the sign types and modify the site plan on Page 40 to show the proposed changes. Staff Comments: The proposed changes will not increase the number of signs approved under Sign Program No. 134, but will only change the type and location of one monument sign and will eliminate the requirement that businesses only be permitted to advertise on a monument sign that is adjacent to their pad. It should be noted that the applicant proposes installing one monument sign (Sign Type 6.2) that was approved under the existing sign program but never installed. This monument sign will be located along Foothill Boulevard between Spruce Street and the drive entrance to the east. Staff feels that the proposed changes are minor and are in keeping with the existing sign program and the City's sign ordinance. Maior Issues: 1. None. Secondary Issues: 1. None. Staff Recommendation: Staff recommends that the Design Review Committee approve the proposed changes to Sign Program No. 134 as presented. SITE TENANT IDENTIFICATION SIGNAGE: A. MONUMENT SIGNS The shopping center and the major/ sub-major users within shall be identified by street oriented signs at major and secondary entrances around the project. Signing shall be in accordance with the criteria established herein. As well, freestanding pad users will be allowed all or a portion of one (1) monument sign at Landlords discretion, designed to fit within the criteria, and placed adjacent to the pad site. MAJOR TENANT BUILDING SIGNAGE - (35,000 sq. ft.plus) A. Tenant shall be allowed to install one (I) wall mounted identification sign for each street frontage as illustrated on page 13-16. One (1) sign on the sign fascia in front of Tenants space facing Foothill Boulevard (primary customer entry). Tenants which have street frontage on more than one street shall be allowed to have one (1) additional wall mounted identification sign for each street frontage. The total number of wall mounted signs shall not exceed three (3) and shall be subject to Design Review Committee and Landlord Review and approval. Major Tenants can be identified on up to three (3) Monument sign faces at the discretion of the Landlord. B. Major Tenant signs shall be of a size and color which is appropriate to the exterior elevations of the proposed space. These signs will be submitted to the City of Rancho Cucamonga for the approval of the Design Review Committee. The maximum sign letter height shall be determined by the proportions within , the building architecture. The maximum total sign area allowed shall be three hundred square feet (300 sq. ft.). C. Signs shall be in accordance with criteria contained within this program, unless in the opinion of the landlord and the City of Rancho Cucamonga, the design contributes to the unique benefit of the complex. D. A sign shall consist of internally illuminated individual letters. 1. Internally illuminated individual letters shall consist of one (1) channel letters, two (2) neon illumination, three (3) plastic face, and four(4)trim cap. 2. Channel letters shall be made of .063 aluminum returns with .090 aluminum backs. 3. Letters shall be internally illuminated via neon lighting. Transformers shall be housed within the individual letters inside raceway located behind the sign fascia. Exposed raceways are prohibited. Page 2 4. All metal surfaces shall be primed and painted to match colors specified in design drawings. 5. Individual letter styles are allowed, provided that design, color and spacing of letters have been approved in writing by Landlord and the City of Rancho Cucamonga. 6. A trademark/logo may be combined with letters if trademark/logo is registered or regionally recognized with at least six (6) open stores and is within allowable size requirements. E. In addition to the signs described above, each Tenant shall be permitted to place white vinyl lettering (Helvetica Medium letter style) to provide store name and hours information as specified on attached detail sheet. The total area for this sign shall not exceed 280 square inches. F. Promotional or special event signs,banners or flags shall be in conformance with the City of Rancho Cucamonga's Sign Ordinance and must be approved by Landlord prior to submission to the City. III. SUB MAJOR TENANT BUILDING SIGNAGE-(7,000 to 34,999 sq.ft) A. Tenant shall be allowed one(1) sign per building elevation up to a maximum of three (3) signs per business as illustrated on page 17-19. However, if the building elevation that faces Foothill Blvd. has more than one entry,the Tenant shall be allowed one (1)sign per entry facing Foothill Blvd. In no event shall the total number of signs allowed per building exceed three (3). The height of each sign shall be measured from top to bottom. Sub Majors can be identified on up to two (2) faces of Monument signs at the discretion of the Landlord. Sub Major Users that desire larger sign area, height or length,must submit sign specifications and drawings composed on the building elevation, to the City of Rancho Cucamonga Design Review Committee for approval. 1. Two-line signs shall not exceed 36" in total height including the space between the line and no individual line shall be more than 24" in height. The space between lines shall not exceed one third of the letter height of smallest letter. 2. Upper and lower case signs shall not exceed 36" in overall height, including downstrokes. 3. Single line signs in all upper case shall not exceed 36" in height. Page 3 4. Length of sign shall not exceed 70% of shop frontage, or twenty-five feet (25), whichever is less. Per sign sq. ft. shall not exceed 75. Shop frontage shall be defined as storefront dimensions. B. A trademark/logo may be combined with individual letters if said trademark/logo is "registered" or regionally recognized with at least six (6)open stores and is within the allowable area and size requirements. C. Each sign shall consist of internally illuminated letters. Internally illuminated individual letters shall consist of one (1) channel letters, two (2) neon illumination, three (3) plastic face, and four(4) trim cap. D. Channel letters shall be made of 22 gauge sheet metal, 5" deep (minimum), sides painted medium bronze. Channel letters shall be fastened to and be centered on the sign fascia. E. AIL TENANTS FROM 4,000 TO 6,999 sq. ft. A. In-Line Tenants shall be allowed one (1) sign per building frontage with a maximum of two (2) signs if the tenant is on the corner. Single User Pad Tenants shall be allowed one (1) new double sided monument sign along Foothill Boulevard adjacent to the Pad (monument sign design is open subject to Landlord and Rancho Cucamonga Design Review Committee approval), and two (2) wall-mounted identification signs, one sign per elevation or building face. As an option, each Single User Pad Tenant may be allowed a maximum of three (3) wall-mounted identification signs, one (1) sign per elevation or building face. A combination of monument and wall signs may be used; however, only a maximum of three (3) signs may be used to identify any one business and only in the combinations described herein. 1. Wall Mounted Signs - Sign area shall be the entire area within a perimeter defined by a continuous line composed of right angles which enclose the extreme limits of lettering, logo, trademark or other graphic representation. The height of each sign shall be measured from top to bottom and shall not exceed the following guidelines: a. Two line signs shall not exceed 24" in total height, including space between lines, and no individual line . shall be more than 18" in height. The space between lines shall not exceed one third of the letter height of smallest letter. b. Upper and lower case signs shall not exceed 24" including downstrokes. c. Single line signs in all upper case shall not exceed 24". d. Length of sign shall not exceed 70% of shop frontage, or twenty-five feet (25'), which ever is less. Maximum sq. ft. shall not exceed 50. B. Signing shall be in accordance with the criteria contained within this program, unless, in the opinion of the landlord and,the design contributes to the unique benefit of the complex and the City of Rancho Cucamonga. C. A registered trademark/logo, without adjacent individual letters may be included within the calculated sign area provided the allowable sign area for the trademark/logo letters is reduced to fifty percent (50%) of the allowable area and that the logo may not exceed six feet in any dimension. Logo sign shall also be sized to be in proportion to the building face to which it is attached. This sign is also subject to approval by the Landlord and the City of Rancho Cucamonga Design Review Committee. Page 5 D. A trademark/logo may be combined with individual letters if said trademark/logo is a "registered" or regionally recognized trademark with at least six (6) open stores and is within the allowable area and size requirements. E. A sign shall consist of internally illuminated individual letters. Internally illuminated individual letters shall consist of one (1) channel letters/logo, two (2) neon illumination, three (3) plastic face, and four(4) trim cap. F. Channel letters/logo shall be made of 22 gauge steel metal, 5" deep, sides painted medium bronze. Channel letters shall be fastened to and be centered on the sign fascia. G. The total area for this sign shall not exceed 280 square inches. Each restaurant may also display one (1) menu provided it is contained within the display area shown on page 23. L. Promotional or special event signs,banners and flags shall be in conformance with the City of Rancho Cucamonga's Sign Ordinance and must be approved by Landlord prior to submission to the City. V. ALL TENANTS UNDER 4,000 sq. ft. A. In-Line Shop Tenants shall be allowed one(1) sign per building frontage as shown on page 20-22, with a maximum of two (2)wall signs allowed if the tenant is on the corner.At the Landlords discretion, tenant shall be allowed signage on one(1)of the existing monument signs along Foothill Boulevard if space is available. B Pad Shop Tenants, at Landlords discretion, shall be allowed signage on one (1) monument sign along Foothill Boulevard and two (2) wall mounted wall identification signs, one sign per elevation or building face. Page 6 C. The height of each sign shall be measured from top to bottom and shall not exceed the following guidelines: 1. Two line signs shall not exceed 18" including the space between the lines in total height and no individual line shall be more than 14" in height. The space between lines shall not exceed one third of the letter height of the smallest letter. On tower elements only: Two lines shall not exceed 36" including the space between the lines in total height and no individual line shall be more than 18" in height. The space between lines shall not exceed one third of the letter height of the smallest letter. The sign shall be centered horizontally on the tower and a minimum of 12" each side from the nearest architectural feature horizontally shall be provided. 2. Upper and lower case signs shall not exceed 18" in height including downstrokes. 3. Single line signs in all upper case shall not exceed 18" in height. 4. The length of sign shall not exceed 75% of Shop frontage, or 20 feet (20'), whichever is less. Per sign sq. ft. shall not exceed 30. Shop frontage shall be defined as storefront dimension. D. The total area for this sign shall not exceed 280 square inches. L. Promotional or special event signs, banners and flags shall be in conformance with the City of Rancho Cucamonga's Sign Ordinance and must be approved by the Landlord prior to submission to the City. VI. RESTAURANT/THEATER TENANT: Regionally recognized Restaurant and Theater Tenants with six or more open stores whether they be In-Line, Single or Multi-user Pad, have specific and unique graphic, color and signage style needs. Therefore, colors and styles will be open, subject to the approval of the City of Rancho Cucamonga Design Review Committee. Signs will be limited to the restaurant/entertainment user's name, regionally recognized Trademark and size requirement, as defined by the Tenant's square footage, regardless of shopping center location. The use of brand names or brand logos, shields or crests will not be allowed on the sign unless specifically approved in writing by the landlord and subject to City of Rancho Cucamonga Design Review Committee review and approval. VII. GENERAL GUIDELINES: A. General Requirements: 1. Each Tenant shall submit to the Landlord for written approval before fabrication, not less than three (3) copies of detailed drawings of the Tenant's proposed signs indicating the location, size, layout, design, materials and color graphics. Such drawings shall be submitted concurrently with architectural drawings, sufficient in Landlord's opinion, to show the exact relationship with the store design, Tenant's store location on site and the dimensions of the building frontage. 2. Prior to fabrication, detailed drawings of all signs shall be submitted to the City of Rancho Cucamonga Planning Division for review and approval. These drawings must be signed and stamped as approved by the Landlord prior to submittal to the City. Page 8 3. Tenant shall obtain and pay the entire cost of all permits, and approvals, construction, installation and maintenance of its respective sign. No sign shall be installed until all required approvals and permits have been obtained. 4. Tenant shall be responsible for fulfillment of all of these Sign Criteria to the extent applicable. 5. No Tenant shall affix or maintain upon any glass or other material on the storefront of within twenty-four inches (24") of any window, any signs unless such signs or materials have received the written approval of the Landlord, and comply with this Sign Criteria. 6. All primary identification of Tenant shall be internally illuminated. Secondary Signage may be non-illuminated if total allowable sign area is not exceeded in height and width. 7. Two lines of copy may be used as long as the total height of sign does not exceed maximum sign height for the applicable type of Signage and the design is approved by the Landlord and the City of Rancho Cucamonga. 8. Sign shall center on the storefront unless prior written approval is obtained from the Landlord and the City of Rancho Cucamonga. 9. No sandblasted or painted wood signs will be allowed. 10. Tenant shall be solely responsible for the installation and maintenance of its own signs. 11. Tenant's sign contractor shall repair any damage to the premises or other property in the Shopping Center caused by the contractor's work. Should Tenant's contractor fail to adequately repair such damage, Landlord may, but shall not be required to, repair such damage at the tenant expense. 12. Tenant shall be fully responsible for the actions of Tenant's sign contractor. 13. Electrical service to Tenant's signs will be connected to Tenant's meter and shall be connected to a time clock supplied by Tenant. Time clock hours shall be subject to Landlord approval. B. Construction Requirements 1. Landlord's construction superintendent shall be given adequate notice prior to installation of all signs. Failure to notify Landlord may result in removal of sign to inspect penetration in building face. Page 9 2. All signs shall be fabricated and installed per UL and City standards. 3. Letter fastening and clips are to be concealed and be of galvanized, stainless, aluminum, brass, or bronze metals. 4. No labels will be permitted on the exposed surface of the signs, except those required by local ordinance, which shall be placed in an inconspicuous location. 5. Tenants shall have identification signs designed in a manner compatible with and complimentary to adjacent and facing storefronts and the overall design concept of the Shopping Center. 6. Design, layout and materials for Tenant signs shall conform in all respects with the sign design drawings included in this criteria. The maximum heights for letters in the body of the sign shall be as indicated in these criteria. 7. All penetrations of the building structure required for sign installation shall be sealed in a watertight condition and shall be patched to match adjacent finish to Landlord's satisfaction. 8. No wood backed letter material will be allowed. C. Sign Installation 1. All work to fabricate, erect, or install signs (including connection to electrical junction box) shall be contracted and paid for by, Tenant and subject to approval by Landlord. 2. All signs shall be designed, constructed and installed in accordance with local codes and ordinances. All permits shall be obtained by Tenant's sign contractor, at Tenant's sole expense. 3. Signs not installed in strict accordance with previously approved plans and specifications shall be immediately corrected by Tenant, at Tenant's cost and expense, upon demand by Landlord. If not corrected within fifteen (15) days, sign may be removed or corrected by Landlord at Tenant's expense. 4. Erection of any sign shall be promptly and safely effected with as little disruption to business and traffic as possible and with minimum of inconvenience to the Landlord and to the other Tenants. Page 10 5. Upon removing any sign, Tenant shall, at its own expense, repair any damage created by such removal and shall return the area from which the sign was removed back to its original condition. All debris from removal shall be promptly removed from its site. D. Protection of Property: 1. Tenant's sign contractor shall design, install, or erect Tenant's sign in such a manner that it will not over-stress, deface, or damage any portion of the building or grounds. 2. Any sign, temporary or permanent, capable of exerting damaging pressures on the building due to its size, weight or design shall have its design examined by a structural engineer. Prior to installation of such sign, Tenant shall submit to Landlord such engineer's written approval verifying that no unsafe condition will be imposed upon the building or other structure to which the sign will be attached. 3. All exposed parts of any sign or sign support subject to corrosion or other similar damage shall be protected in a manner acceptable to Landlord. 4. Any sign on which stains or rust appear, or which becomes damaged in any way, or which in any manner whatsoever is not maintained properly, shall be promptly repaired by Tenant. Landlord may remove and store, at Tenant's expense, any signs not maintained properly or not in accordance with sign program. F. Restrictions: All users are subject to the following: 1. No animated, revolving, flashing, audible, or odor producing signs will be allowed. 2. No vehicle signs will be allowed. 3. No formed plastics or injection-molded plastic signs will be permitted. 4. No exposed raceways, cross-overs or conduits will be permitted to be visible. 5. No other types of signs except those specifically mentioned within this criteria will be allowed. 6. Tenant will be required to remove any sign considered to be in bad taste or that does not contribute positively to the overall design of the center. • Page 11 VIII. Miscellaneous Signs: A. It is understood that there may be the need for additional signs for information and directional purposes. These signs will be reviewed by Landlord and the City of Rancho Cucamonga Planning Department for consistency of design with the Shopping Center. B. City, State, and Federally required signs shall be installed as required by the governing agency. IX. Permanent On-Site Banners: A. The Landlord, at his discretion, may periodically install and remove or permanently install and maintain decorational, directional or informational banners in designated areas. B. These banners may be installed to announce special upcoming shopping center related events, provide additional marketing exposure to less visible tenants and otherwise add color and flare to the center. 1. Walkway oriented banners shall be mounted on existing light standards within the sidewalk or walkway areas. 2. Walkway oriented banners shall not exceed 7 sq. ft. of banner area per side of light standard. 3. Drive oriented banners may be installed on existing Palm trees along the Foothill entrance on Aspen Dr. 4. Drive oriented banners shall not exceed 14 sq. ft. of banner area per side of Palm tree. 5. Tenant names and logos may be displayed on banners in colors and fonts and in a manner selected by owner. 6. The banner program may be installed in phases so the owner may evaluate the installation and make any necessary design or attachment adjustments prior to the, final design installation. C. The banners shall in all other ways not aforementioned in this section and where ever possible, be in accordance with the criteria contained within this program unless in the opinion of the Landlord and the City of Rancho Cucamonga, the design contributes to the unique benefit of the complex. Staff has prepared a Mitigated Negative Declaration of environmental impacts for consideration. (Mike/Carlo) Design Parameters: The project site is comprised of three (3) parcels with combined dimensions of approximately 659 feet (north to south) by approximately 178 feet (east to west) and an area of approximately 122,000 square feet (2.8 acres), located approximately 200 feet south of the intersection at Wilson Avenue and Winchester Court on the east side of Winchester Court. The site is partially developed with a single-family residence. There are several trees throughout the site. To the north, south, and west are single-family residences, while to the north, was a recently demolished single-family residence. The zoning of the property and all surrounding properties is Low (L) Residential District. The subject property slopes north to south. The elevation at the north side is approximately 1,783 feet. At the south side, the elevation is approximately 1,767 but, because of a significant change in the slope, at the south property line of the site, the elevation is approximately 1,755. The applicant proposes to subdivide the property into 6 lots for a single-family residential development; the applicant does not intend to construct the homes at this time. The single-family residence and accessory structures will be removed. All lots will comply with the development standards applicable to this zoning district as described in the Development Code. Individual lot areas will range between 10,339 square feet to 20,147 square feet (which are well in excess of the minimum of 7,200 square feet with a minimum average of 8,000 square feet), the depth of each lot will be at least 178 feet, and the width of each lot will be at least 65 feet average. All of the lots will be conventional in design and will mirror the lots of the subdivision directly across the street (Related File: Tract 16421). Access to the project site will be via Winchester Court. The street was constructed with Tract 16421 but unfinished public right-of-way improvements — including pavement, sidewalk, curb, and gutter— are missing and will be completed at the time this project site is developed with homes. The proposed grading will be similar to the subdivision across the street, and the proposed finished pads of each lot will be stepped to follow the slope of Winchester Court. A series of combination screen/retaining walls between most of the lots except at Lots 1 and 2 will be required. Each of these walls will have an overall height that exceeds the maximum of 6 feet. To address this, the applicant has submitted an application for a Minor Exception (Related File: Minor Exception DRC2010-00113). There will not be any walls in excess of 6 feet along the east property line shared with the residences to the east. Another atypical characteristic of the subdivision is the significant grade difference of approximately 7 feet between Lot 6 and the subdivision to the south. Typically, the applicant would be required to reduce such grade differences to as close to zero as possible, but the finished surface elevation of Winchester Court, the sewer line beneath it, and the finished grades of the property to the west and east preclude this option. Therefore, when a house is built on Lot 6, that house will be situated higher than the residence to the south. Design Parameters: The project site is located within a shopping center of approximately 556,000 square feet (12.8 acres) that is approximately 884 feet (east to west) by approximately 884 feet (north to south). The shopping center is comprised of thirteen (13) buildings with a combined floor area of approximately 132,000 square feet. Seven (7) of the 13 buildings are contiguous to each other and form a single strip that is generally located at the northeast corner of the site. The other five (5) buildings are single-tenant pad buildings or multi-tenant buildings that are located along the street frontage along the south and west sides of the site. The specific location of the project site is at the northwest corner of the shopping center near the intersection of Haven Avenue and Valencia Avenue. The area of work is presently developed with a 7,232-square foot building, principally occupied by Blockbuster. With the exception of a daycare facility at the northeast corner of Haven Avenue and Valencia Avenue, the shopping center is bound on all sides by single-family residential development. The zoning of the center is Neighborhood Commercial (NC) District, Terra Vista Community Plan. The zoning of the properties to the north and east is Low-Medium (LM) Residential District, Terra Vista Community Plan. The zoning of the properties to the south is Medium and Low-Medium (LM) Residential District, Terra Vista Community Plan. The zoning of the properties to the west is Low (L) Residential District. The applicant, on behalf of Ralphs, proposes to demolish the previously described building and in its place construct a fuel station consisting of five (5) dispensers, a kiosk of 179 square feet, and an overhead canopy of approximately 3,480 square feet. The horizontal dimensions of the kiosk will be approximately 8 feet by 22 feet. The horizontal dimensions of the canopy will be approximately 24 feet (east-west) by 145 feet (north to south). Measured from the finished surface of the gas fueling station, the overall height of the canopy will be approximately 22 feet (24.5 feet when measured to the top of the extended parapet). The bottom, or ceiling, of the canopy will be approximately 16 feet above the finished surface. The overall height of the kiosk will be approximately 13 feet. The finished surface of the site is approximately six (6) feet lower than the finished surface of Haven Avenue and Valencia Avenue. The proposal does not include a convenience store; the kiosk will serve as a pay point for gas purchases and DRC ACTION AGENDA DRC2010-00348 AND DRC2010-003480 — FIEDLER GROUP FOR RALPHS September 14, 2010 Page 2 minor pre-packaged items such as cigarettes, candy, gum, etc. The kiosk will be only large enough to accommodate the cashier and operations-related equipment. The architecture of the canopy and kiosk will match the surrounding shopping center including the use of stucco finish, clay S-tile, and decorative cornice. The mid-section of the canopy includes a curvilinear parapet that generally matches similar parapets on the other buildings in the shopping center. Included in the proposal will be new paving and revisions to the parking area to accommodate vehicle circulation. Eighteen (18) parking stalls will be removed. The removal of these stalls will not have a significant impact as there is excess parking capacity within the shopping center. The surrounding landscaping will be revised and some trees will be removed (Related File: Tree Removal Permit DRC2010-00578). As the location of the curb face at Haven Avenue begins to deviate eastward at a point approximately 220 feet south of Valencia Avenue with a maximum deviation of approximately 4 feet, the proposed average depth of landscape is approximately 41 feet. The required average depth of landscape along Haven Avenue is 45 feet per the Terra Vista Community Plan. Therefore, the applicant will need to increase the landscaping depth accordingly or accommodate the deficit by increasing the depth of landscaping elsewhere on the site. A Veeder Root Enhanced Vapor Recovery System (and associated vent risers) is also proposed — this installation will be located at northeast corner of the project site. An air and water dispenser will be installed at the southwest corner of the project site. Access to the fuel station will be via existing driveways and drive aisles. No new access points are proposed. Lastly, a new monument sign is proposed for identification and fuel pricing purposes (Related File: Uniform Sign Program No. 64 Amendment DRC2010-00537). Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project. 1. The canopy structure shall be finished with stucco to match the other buildings within the shopping center. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. 1. The light standards shall not exceed 15 feet in height. This height includes the base, pole, and the fixture and is measured from the adjacent finished surface or finished grade. 2. Enhance the landscaping in the planter proposed at the east side of the project site by adding trees and shrubs. 3. The landscaping shall comply with Ordinance No. 823, a new Water Efficient Landscape Ordinance adopted by the Rancho Cucamonga City Council On December 2, 2009. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion. DRC ACTION AGENDA DRC2010-00348 AND DRC2010-00348D— FIEDLER GROUP FOR RALPHS September 14, 2010 Page 3 1. Any new ground-mounted equipment and utility boxes, including transformers, back-flow devices, etc., shall be screened by a minimum of two rows of shrubs spaced a minimum of 18 inches on center. This equipment shall be painted forest green. 2. The doors of the kiosk shall be painted to match the color of the adjacent wall. 3. All downspouts on all elevations of the kiosk shall be routed through the interior of the kiosk. 4. All signs shall comply with the applicable provisions of the City's Sign Ordinance and Uniform Sign Program No. 64 (and any pending amendments). Staff Recommendation: Staff recommends that the project be approved and forwarded to the Planning Commission for review and action. Design Review Committee Action: The Committee reviewed the application and deemed it acceptable for forwarding to the Planning Commission for review and action. The Committee concluded that the architecture of the canopy and kiosk was consistent with the shopping center and approved the design as submitted with the exception of the vapor recovery system. The applicant was directed to use a horizontally-mounted "Healy Tank" Enhanced Vapor Recovery System instead of a vertically-mounted "Veeder Root' Enhanced Vapor Recovery System. The Healy tank is to be screened behind a decorative block wall enclosure and landscaping. Most of the other issues identified in the Design Review Committee comments report were already addressed by the applicant prior to the meeting to the satisfaction of the Committee. The applicant agreed to complete or comply with the remaining corrections/revisions. Staff will incorporate into the Resolution of Approval a set of special conditions stating that these remaining issues shall be addressed in the plans submitted for plan check. Members Present: Munoz, Granger Staff Planner: Mike Smith DESIGN REVIEW COMMENTS 8:20 p.m. Mike Smith September 14, 2010 UNIFORM SIGN PROGRAM NO. 64 AMENDMENT DRC2010-00537 — SIGNS AND SERVICES CO - A request to amend Uniform Sign Program No. 64 for Terra Vista Village, an existing shopping center in the Neighborhood Commercial (NC) District, Terra Vista Community Plan (TVCP), located at the northeast corner of Haven Avenue and Base Line Road—APN: 1076-481-25 through -35. Related files: Conditional Use Permit DRC2010-00348 and Development Review DRC2010-00348D. Background: The proposed sign program amendment is requested for three (3) revisions. The first revision is to incorporate the proposed fuel station that will replace an existing multi-tenant pad building at the northwest corner of the existing shopping center. The fuel station will be operated by Ralphs as a subsidiary and operates similarly to the fuel stations operated by Costco and Albertsons. The second revision is to add monument signs for the overall shopping center. The third revision is to change some of the text within the existing sign program. The remainder of the sign program, including the construction and design requirements for wall signs; category definitions, i.e. "Major Tenant", "Minor Tenant", etc.; sign restrictions, and tenant responsibilities will remain unchanged. Design Parameters: Revision No. 1: The fuel station will have one (1) wall sign that will be located on the west elevation of the canopy. This wall sign will be comprised of a logo and text; the maximum height dimensions for both will be 34 inches and 24 inches, respectively. The overall length of the combined sign will be about 17.4 feet. The sign will have a depth of 5 inches. The overall area of the sign will be 48.6 square feet. Consistent with the other signs within the shopping center, the text of the sign will be fabricated channel letters, while the logo will be a box. The colors and fonts will be the trademark colors of the fuel station. No wall signs are proposed on the other elevations. Revision No. 2: There are two monument signs presently on the property — one along Base Line Road and another along Haven Avenue. The amendment adds one (1) more monument sign to each street frontage for a total of two (2) new monument signs and a total of four (4) monument signs overall. The new monument sign on Haven Avenue will be dedicated solely to the fuel station. The new sign will be limited to the name of the fuel station and fuel pricing information. The other new sign on Base Line Road will be for the other tenants within the shopping center, i.e. a general monument sign. The amendment includes a redesign of the existing general monument signs to match the new signs. The new signs will have an overall height of 8.5 feet and width of approximately 9 feet. These signs will incorporate a curvilinear cornice to match similar architectural features of the shopping center. Revision No. 3: The amendment includes revisions in text that removes discussion of under-canopy (colonnade) wood signs (Pages 2 and 4), adds discussion graphics regarding the signs for the fuel station (Pages 3, 5 — 7, 9, and 10), and graphics for the new monument signs (Pages 8). A copy of the original sign program is provided for comparison. The majority of the sign program will be unchanged; therefore, staff has no concerns that the changes will unduly affect the existing tenants or render their corresponding signs non-compliant with the sign program, nor will the changes to the sign program alter what will be required for signs for future tenants. Generally, the sign program will continue to comply with the standards and guidelines set forth in the Sign Ordinance. Each monument sign will be a minimum of 300 feet from the nearest monument sign on the same street frontage as required by the Ordinance, Section 14.20.100, Class 2. The proposed font and colors of the logo and text at the fuel center are corporate trademarks. The dimensions of the text and logo are consistent with this type of tenant. Although it is Department policy to allow the logo of the gas station operator on the canopy, it is not the policy to allow the name of the operator on the canopy. Staff acknowledges that there is no convenience store on which to place a sign, the kiosk is relatively small, and the pad elevation of the kiosk is several feet below the finished surface of Haven Avenue. Therefore, the canopy is the most logical place for a sign. This will require further discussion. There are some technical issues that need to be resolved and/or corrected. The applicant proposes in the text of the program that Ralphs may have up to four (4) signs—three (3) for the supermarket and one (1) for the fuel station. However, per the Ordinance, the maximum number of signs per tenant is three (3) signs. According to discussions with the architect processing the application for the fuel station, the fuel station and the supermarket will be operated as separate business entities — this will require further discussion. The applicant has also excluded information regarding the sign area of each monument sign. Per the Ordinance, the maximum sign area for service station signs is 36 square feet while the maximum sign area for the other monument signs is 24 square feet. The sign area will have to be verified to ensure that it complies with the Ordinance and provided in the graphics/text. The applicant has proposed a monument sign height of 8.5 feet. However, according to the Ordinance, the maximum permitted height of the fuel station monument sign is 8 feet. The maximum permitted height of the general monument signs is 6 feet when there is more than one monument sign per street frontage. The overall height of the monument signs will have to be reduced accordingly. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Maior Issues: The following broad design issues will be the focus of Committee discussion regarding this project. 1. Staff requests discussion regarding the number of signs Ralphs is permitted. If the fuel station and supermarket are considered one business entity, the maximum number of signs permitted is three (3) signs. If the fuel station and supermarket are considered separate business entities, the maximum number of signs permitted is three (3) signs per entity for a total of six (6) signs that will include the name "Ralphs." 2. Staff requests discussion regarding the signs on the canopy and whether it is permissible to have both the name of the operator and the logo. 3. Provide dimensions for the sign area of each monument sign. The maximum sign area for a service station sign is 36 square feet, while the maximum sign area for the general monument signs is 24 square feet. 4. Reduce the height of the fuel station monument sign and the general monument signs to 8 feet and 6 feet, respectively, to comply with the Sign Ordinance. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. DRC ACTION AGENDA DRC2010-00537 — SIGNS AND SERVICES CO. September 14, 2010 Page 3 1. Provide detailed design/construction information for the monument signs. 2. Revise the elevations of the fuel station kiosk and canopy (Page 9) so that they are consistent with the current proposal submitted by the architect. Also, remove the logo on the west elevation of the kiosk as only one identification sign is permitted per street frontage. If there is a logo proposed on the east elevation, that location needs to be shown on an elevation sheet and on the site plan. 3. Revise the "Summary of Sign Criteria" of the original sign program to incorporate the changes proposed by this amendment. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion. 1. The applicant is advised that any future changes to this sign program will require an application and fee to amend this Uniform Sign Program for review and approval by the Planning Director and/or the Design Review Committee. Staff Recommendation: With the issues identified above, staff recommends that the Uniform Sign Program Amendment be approved. Corrections to the text/graphics and design/construction information can be coordinated with staff. The revised/corrected sign program shall be provided to staff for verification prior to forwarding the document to the Planning Commission for review and action. Design Review Committee Action: The Committee reviewed the amendment to Uniform Sign Program No. 64 and deemed it acceptable for forwarding to the Planning Director for review and action. The Committee discussed the issues and concluded that Ralphs Gas and Ralphs Market were separate entities and that each would be permitted to have three signs (maximum). They also determined that a sign on the canopy that included the logo and name of the gas station was acceptable. The applicant indicated that they wanted one of their gas pricing and identification signs to be along the Base Line Road street frontage. However, staff pointed out that as the project site did not have adjacency to that street; technically, such a sign would be off-site and therefore not permitted per the Sign Ordinance. The applicant then requested approval to move their other proposed sign from the corner of Haven Avenue and Valencia Avenue further south for improved visibility. This was deemed acceptable provided that the separation between the gas pricing/identification sign and the new shopping center tenant/identification sign that is also proposed along Haven Avenue complied with the Sign Ordinance regarding the required minimum distances between monument signs on the same street frontage. There were also some revisions to the text and graphics requested by staff that needed to be verified. Staff and the applicant were directed to coordinate all of the revisions. Design Parameters: The project site is located within a shopping center that was reviewed and approved around 1979 (Related File: DR79-24) of approximately 376,000 square feet (8.6 acres) that is approximately 610 feet (east to west) by approximately 650 feet (north to south). The shopping center is comprised of seven (7) buildings with a combined floor area of 99,500 square feet. Three (3) of the seven (7) buildings are contiguous to each other and form a single strip that is located at the south side of the site. The other four (4) buildings are single-tenant pad buildings or multi-tenant buildings that are located along the north and east sides of the site. The specific location of the project site is at the northwest corner of the shopping center near the intersection of Archibald Avenue and Base Line Road. The area of work is presently developed with a vacant 5,488 square foot building that was previously a bank with a drive-thru customer service. To the north and west of the shopping center, is a commercial development, while to the south and east is residential development. The zoning of the center is Neighborhood Commercial (NC) District. The zoning of the properties to the north is Neighborhood Commercial (NC) District. The properties to the west are zoned Neighborhood Commercial (NC) District and Office Professional (OP) District. The zoning of the properties to the south and east is Low (L) Residential District. The applicant, on behalf of Taco Bell, proposes to demolish the previously described building and in its place construct a fast food restaurant of 2,432 square feet. The proposed restaurant will be situated on the site in the same general area as the previous building. Similarly, the new canopy at the drive-thru customer service window of the proposed restaurant will be located in the same general area as the canopy of the bank. Like most fast food restaurants, the proposal will have a drive-thru lane; the existing drive-thru aisle will remain in-place and extended to serve this purpose. The west tower and drive-thru canopy will encroach into the building setback along Archibald Avenue and Base Line Road, DRC ACTION AGENDA DRC2010-00314 — HC&D ARCHITECTS FOR TACO BELL September 14, 2010 Page 2 respectively. The applicant has submitted a request to permit these encroachments (Related File: Variance DRC2010-00565). As the architecture of the surrounding shopping center is dated and was completed before the City had established its current design guidelines, the proposed restaurant will include only some of the architectural elements used on the other buildings within the center such as stucco finish and clay S-tile roofing. Consistent with the current design policies and direction established by the Design Review Committee and Planning Commission, more contemporary architectural elements are proposed. These include prominent 'towers that identify the entrances to the building and more substantial tower support columns, i.e. the columns are larger in cross-section than the existing support columns present throughout most of the center. A wainscot with a stackstone veneer on all elevations of the building is proposed instead of the wood paneled framework that exists beneath the windows of the existing buildings. The trash enclosure will be designed per City standard and include an overhead trellis and materials and finish to match the proposed building. A new bus shelter with materials and finish to match the proposed building is also proposed. The support columns of the 'towers' will have a stackstone veneer instead of either painted concrete masonry on the corresponding columns that are present at the anchor tenants or plain, exposed approximately 4-inch by 4-inch wood members that are present in front of the in-line tenants. Included in the proposal will be new paving and revisions to the parking area to accommodate vehicle circulation. Forty-two (42) parking stalls will be removed and replaced by twenty (20) new stalls. The removal of these stalls will have an impact as following completion of the proposed improvements there will be 431 parking stalls and a deficiency of three (3) parking stalls. The shopping center has 453 parking stalls of which 433 stalls are required and the remaining 20 stalls are excess capacity. Staff notes to the Committee that when the shopping center was originally approved, there were more stalls on-site. It appears that the striping for some of these stalls was not consistently maintained during the intervening 30 years. To address this deficiency, staff recommends a condition of approval requiring that three (3) new stalls be restriped at the south side of the shopping center. This will, in turn, restore some of the stalls that were originally on-site. The surrounding landscaping will be revised, and some trees will be removed (Related File: Tree Removal Permit DRC2010-00564). In general, the landscaping along the street frontages will remain unchanged. Access to the restaurant will be via existing driveways and drive aisles. No new access points are proposed. Lastly, a new monument sign is proposed for identification (Related File: Uniform Sign Program No. 4 Amendment (DRC2010-00404). Staff Comments: The following comments are intended to provide an outline for Committee discussion. Maior Issues: None. Secondary Issues: Secondary design issues are as follows: 1. The light standards shall not exceed 15 feet in height measured from the adjacent finished surface or finished grade. This height includes the base, pole, and the fixture. 2. Revise the bus shelter to incorporate rear and side walls that are 5 feet in height. 3. The landscaping shall comply with Ordinance No. 823, a new Water Efficient Landscape Ordinance DRC ACTION AGENDA DRC201 0-0031 4— HC&D ARCHITECTS FOR TACO BELL September 14, 2010 Page 3 adopted by the Rancho Cucamonga City Council On December 2, 2009. 4. The access door for the equipment enclosure on the east side of the building shall be a solid door instead of a wrought iron gate/door. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion. 1. All ground-mounted equipment and utility boxes including transformers, back-flow devices, etc. shall be screened by a minimum of two rows of shrubs spaced a minimum of 18 inches on center. This equipment shall be painted dark forest green or equivalent. 2. All doors (roll-up, dock doors, emergency access) shall be painted to match the color of the adjacent wall. 3. All downspouts on all elevations of the building shall be routed through the interior of the building. 4. All signs shall comply with the applicable provisions of the City's Sign Ordinance and Uniform Sign Program No. 4 (and any pending amendments). Technical Issues: The parking requirement for the shopping center, following completion of the fast food restaurant, is 434 parking stalls, while the number of parking stalls provided will be 431 spaces. To address the deficit of three (3) parking stalls, the applicant shall provide three (3) new stalls in the parking area behind the future 99 Ranch Market. Note: this is a partial restoration of some of the previously existing parking stalls for the overall shopping center as it was approved in 1979. Staff Recommendation: Staff recommends that the project be approved and forwarded to the Planning Commission for review and action. Design Review Committee Action: The Committee reviewed the application and deemed it acceptable for forwarding to the Planning Commission for review and action. The Committee concluded that the architecture of the fast food restaurant was consistent with the design standards and policies of the City and approved the design as submitted. The Committee acknowledged and accepted that the architecture of the restaurant would not match the architecture of the shopping center. The center was approved and constructed about 30 years ago, and the architecture is now dated while the architecture of the restaurant is more consistent with current standards. The applicant requested permission to add more landscaping in the drive-thru lane parallel to Base Line Road to prevent vehicles from accidentally hitting the columns supporting the overhead canopy — this request was approved. That applicant asked for clarification of where the new parking stalls were to be located, and staff identified the location. The applicant agreed to complete or comply with the issues identified in the Design Review Committee comments report. Staff will incorporate into the Resolution of Approval a set of special conditions stating that these remaining issues shall be addressed in the plans submitted for plan check. Members Present: Munoz, Granger Staff Planner: Mike Smith DESIGN REVIEW COMMENTS 8:40 p.m. Mike Smith September 14, 2010 UNIFORM SIGN PROGRAM NO. 4 AMENDMENT DRC2010-00404 — HC&D ARCHITECTS FOR TACO BELL - A request to amend Uniform Sign Program No. 4 for an existing shopping center in the Neighborhood Commercial (NC) District, located at the southeast corner of Archibald Avenue and Base Line Road - APN: 1077-011-49 through -51. Related files: Conditional Use Permit DRC2010-00314, Development Review DRC2010-00314D, Variance DRC2010-00565, and Tree Removal Permit DRC2010-00564. Background: The proposed Sign Program Amendment is to incorporate the signs for a Taco Bell fast food restaurant of 2,432 square feet that is proposed at the northwest corner of an existing shopping center located at the southeast corner of Archibald Avenue and Base Line Road. The vacant building that is present at this location will be demolished. The existing drive-thru lane will remain in place with slight modifications. This amendment does not modify the content of the existing sections of the existing uniform sign program, nor affect the signs on the existing buildings within the shopping center. Design Parameters: As this amendment is for a single building for Taco Bell (as opposed to a speculative building where the tenant is not known) the proposal incorporates specific details regarding design and colors. In addition to building wall signs and a monument sign, the amendment includes a variety of signs typical of fast food restaurants including oversized logo box signs, a menu board, and miscellaneous small message/information signs. To accommodate the design of the building, the applicant proposes to employ two means of installing/mounting the signs on the building — direct wall- mount (Sheet 5 of Attachment C) and canopy-mount (Sheet 6 5 of Attachment C). The wall-mounted sign will be on the north elevation above the drive-thru pick-up window, while the canopy-mounted signs will be above the entrances located at the south and west elevations of the building. No signs are proposed on the east elevation. On all noted elevations the logo boxes will be wall-mounted. The monument sign is proposed to be located at the northwest corner of the site near the street intersection. All signs will be internally illuminated and all electrical wiring and associated components will be hidden from view. The proposed amendment complies with the design standards and guidelines established by the Design Review Committee and Planning Commission. The colors, font, and text are trademarks of Taco Bell and are permitted without modification. The construction and materials are also consistent with the design standards and guidelines. The building signs will be constructed of individual channel letters. The use of boxes for the logos is acceptable. Although wall-mounted and canopy-mounted signs are both acceptable installation types that have been approved at other locations before, the Committee may want to discuss the combination of the two types of installation on the same building. Some of the elements of the proposed amendment comply with the technical standards and guidelines set forth in the Sign Ordinance, Section 14.20.100, Class 2 (Exhibit A). The sign area for the wall signs will be less than 10 percent of the building face. The building face with the smallest area, for example, is the west elevation (at approximately 660 square feet) and 10 percent of that building face is 66 square feet. The logo box (Sheet 10 of Attachment C) will be approximately 22 square feet in area, and the text "Taco Bell" (Sheets 5 and 6 of Attachment C) will be approximately 5.25 to 6.75 square feet in area, for a combined area of approximately 27.5 to 28.75 square feet. The proposed locations for all building signs meet the requirements of the Sign Ordinance. • DRC ACTION AGENDA DRC2010-00404 — HC&D ARCHITECTS FOR TACO BELL September 14, 2010 Page 2 Conversely, some of the elements of the proposed amendment do not comply with the technical standards and guidelines set forth in the Sign Ordinance, Section 14.20.100, Class 2: 1. The location of the monument sign at the northwest corner of the site is not acceptable as there is presently a sign along Base Line Road with an area of 48 square feet (Attachment B). Per the Sign Ordinance, only one sign is permitted on Base Line Road if the sign is 48 square feet in area. The applicant could relocate the sign further south along Archibald Avenue, provided that it is not located within 300 feet of the monument sign that is presently located along Archibald Avenue approximately 400 feet to the south. 2. The maximum number of signs proposed exceeds the maximum permitted. The maximum number of signs permitted per business within a shopping center is three (3) signs. The applicant proposes four (4) signs — three (3) building wall signs and one (1) monument sign. One (1) of the proposed signs will have to be removed. 3. The sign area of the monument sign exceeds the maximum permitted. The maximum sign area for a monument sign is 24 square feet. The sign area of the proposed monument sign is 33 square feet and will have to be reduced accordingly. 4. The height of the monument sign exceeds the maximum permitted. The maximum height of monument signs is 6 feet when there are (or will be) two (2) per street frontage of any shopping center. The overall height of the proposed monument sign is 8 feet and will have to be reduced accordingly. There are three (3) features discussed, the canopies on the building, the order point canopy, and the entry portal canopy (Sheets 8 to 15 of Attachment C) that generally are not classified as signs by the City. All three features can be discussed as separate design issues, if desired, and otherwise should be removed from the uniform sign program amendment submittal. The applicant is advised that any future modifications to the location and physical dimensions of signs will require an amendment to this Uniform Sign Program for review and approval by the Planning Director and/or the Design Review Committee. Staff Recommendation: Staff recommends that the Uniform Sign Program be approved with the resolution of the above technical details to be verified by Staff. The revised sign program incorporating the corrections shall be provided prior to forwarding the document to the Planning Commission for review and action. Design Review Committee Action: The Committee reviewed the amendment to Uniform Sign Program No. 4 and deemed it acceptable for forwarding to the Planning Director for review and action. Staff noted that on the Full Submittal sets of plans the number of signs had been reduced from the previously proposed four (4) signs to three (3) signs because of the elimination of the sign on the North Elevation. The applicant indicated that they were proposing to move the monument sign from the corner of the site (at the intersection of the streets) to a location further east along Base Line Road.
