RESOLUTION NO. 80-74 A RESOLUTION OF THE PLANNING COMMISSION ESTABLISHING POLICY GUIDELINES FOR THE KEEPING OF ANIMALS WITHIN THE AREA GENERALLY NORTH OF BANYAN AVENUE FROM THE WESTERN BOUNDARY TO THE EASTERN BOUNDARY OF THE CITY. WHEREAS, it is the Planning Commission'sdesire to provide for protection of the ability to keep equine, bovine, cleft-hoofed animals and poultry; and WHEREAS, the Planning Commission recognizes that the keeping of animals denotes a certain "rural/farm" character in an urban setting; and WHEREAS, the Planning Commission recognizes the benefit derived from the educational value of raising , keeping and caring for farm animals ; and WHEREAS , the Planning Commission recognizes the use of equine - animals as a recreational source; NOW, THEREFORE BE IT RESOLVED that the Planning Commission of • the City of Rancho Cucamonga hereby declares their policy to be: 1 . Protection of the keeping of animals in the area outlined on the attached Exhibit "A" ; 2. Reservation of the area outlined on the attached Exhibit "A" for the keeping of equine, bovine, cleft-hoofed animals, and poultry; 3. Requirements that any development within the area outlined in Exhibit "A" relate to pre-existing areas already occupied by equine, bovine or cleft-hoofed animals by providing trail connections through easements in order to connect discontinuous trails and for needed access to recreational amenities such as the National Forest, Heritage Park and regional parks and regional trails and local feeder trails . 4. That all new equestrian trail easements shall be maintained by a maintenance district in a neat and orderly manner on all new subdivisions approved by the City of Rancho Cucamonga.
