HomeMy WebLinkAbout82-37 - Resolutions • RESOLUTION NO. 82-37 A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION APPROVING SITE PLAN AND DESIGN REVIEW FOR PHASE II OF TENTATIVE TRACT NO. 11934, LOCATED NORTH OF BASE LINE ROAD, WEST OF ETIWANDA AVENUE, AND SOUTH OF HIGHLAND AVENUE, A PORTION OF THE VICTORIA COMMUNITY PLAN WHEREAS, on the 5th day of February, 1982, a complete application was filed by the William Lyon Company, applicant for the above-described project; and WHEREAS, the Design Review Committee has recommended approval of said project, with appropriate conditions; and WHEREAS, the project point rating exceeds the minimum threshold as required by the Growth Management Ordinance. NOW, THEREFORE, the City of Rancho Cucamonga Planning Commission does hereby resolve as follows: SECTION 1: Findings: • 1. The design and layout of the proposed development is consistent with the applicable elements of the City' s General Plan, and the Victoria Community Plan. 2. The design and layout of the proposed development will not unreasonably interfere with the use and enjoyment of neighboring existing or future devel - opments, and will not create traffic or pedestrian hazards. 3. The architectural design of the proposed develop- ment is compatible with the character of the surrounding area and will create a harmonious, orderly and attractive development contemplated in the Victoria Community Plan and the General Plan of the City. 4. The design of the proposed development would pro- vide a desirable environment for its occupants and visiting public as well as its neighbors through good aesthetic use of materials, texture and color that will remain aesthetically appealing and will retain a reasonably adequate level of maintenance. • Resolution No. 82-37 Page 2 • SECTION 2: Conditions of Approval : Site Plan and Design Review for Phase II of Tentative Tract No. 11934 is approved subject to the following conditions and attached standard conditions : 1. The Developer shall comply with all conditions of approval for Tentative Tract No. 11934. 2. The Developer shall include provisions to accom- modate future front yard irrigation systems. As a minimum, such provisions shall include the in- stallation of Schedule 40 PVC pipe loops under driveways and sidewalks. 3. All development standards established in the Victoria Planned Community Text shall be complied with. To assure that these requirements are met, a revised site plan shall be submitted to and approved by the Planning Division prior to issu- ance of the building permits. 4. As required in the Victoria Planned Community Text, the following development standards shall be met: (a) Garage setbacks measured the back of the • sidewalk must be 5' to 8' or greater than 18' . (b) Two trees per lot are required in the 7200 square foot lot area, and 1.5 trees per lot is required in the 5000 square foot area. (c) All building elevations which face a street, trail , or open space shall be upgraded with additional wood trim around windows and wood siding or plant=ons where appropriate. 5. The construction methods of all fences provided by the developer shall be approved by the Building Official , prior to issuance of building permits to assure long life and low maintenance of fences. 6. The variation of roof material shall be plotted on the revised site plan submitted to the Planning Division for their approval prior to issuance of building permits. 7. The model complex in each lot size area must receive a Temporary Occupancy Permit as required by the City Zoning Ordinance. • Resolution No. 82-37 • Page 3 • 8. All fences provided by the developer shall be a mini- mum of 51/2' as required by local ordinance, unless otherwise amended. 9. Front yard landscaping and irrigation shall be pro- vided by the developer on all flag lots. The required landscaping shall include tree planting, the length of the driveway, to create a formal tree lined entry. Details shall be provided on the land- scape and irrigation plans submitted to, and approved by the Planning Division prior to issuance of building permits. 10. A six (6) foot high block wall and dense landscaping shall be provided by the developer on lots next to the Polka Palace for screening purposes. Also, each. dwelling unit adjacent to the business shall be plotted so that the bedrooms face away from the polka Palace. Details shall be provided on the landscape and irriga- tion plans submitted to, and approved by the Planning Division prior to issuance of building permits. 11. Black vinyl chain link fence and windrows style of planting shall be provided by the developer along • the Edison right-of-way. Details shall be provided on the landscape and irrigation plans submitted to, and approved by the Planning Division prior to issu- ance of building permits.
