Please review the attached plans, visit the project sites, and write down your comments as necessary. After the meeting, the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. DR 88-29 CASTILLO COMPANY (Steve) Review proposed building color changes for State Farm Office building. Committee Action: The Committee did not approve the color change as presented. The Committee preferred that the accent color be changed to the Amertone color "Caracas" as specified in the approved color chart for the Bixby Business Park Master Plan. The applicant shall submit a revised color chart and paint chip sample for review and approval of the Design Review Committee. 2. DR 80-16 I~EYER INVESTI(NTS (Steve) Review proposed building color changes for the Archicenter Office Building Committee Action: The Committee did not approve the color modifications to buildings 100 through 300 as presented. The Committee preferred that bui 1 di ngs 100 through 300 maintain the colors as previously painted. The Committee did approve the color changes to buildings 400 through 800 as presented. 3. CUP 87-04 DONNELLY/BENNbmm ARCHITECTS (Chris) Review of building accent stripe color for Chaffey Plaza neighborhood conmercial center. Committee Action: The Committ selected and approved Freno Green (QT37T) by Dunn Edwards to replace the existing building accent stripe paint. DESIGN REVIEW COMMENTS 4:30 - 6:30 Miki February 2, 1989 PRELIMINARY ETIWANDA NORTH SPECIFIC PLAN - Development of an approximately 7,063 acre area 1 ocated generally north of 24th Street and east of the extension of Millikan Avenue. Staff Comments: Review of the Preliminary Etiwanda North Specific Plan by the Design Review Committee is requested. The Plan has been delivered under separate cover. This is a pre-application review. The purpose of this review is to identify problems at the early stages of plan preparation. Please give special attention to the Community Design Section. Comments on all sections will be received and forwarded to the applicant. The Specific Plan will establish development densities, zoning regulations, development standards and community design guidelines. It will also include requi ramants for circulation, drainage and mitigation measures in response to the environmental review process. The Specific Plan will not be a substitute for tract maps and development review for individual projects within the Specific Plan area. Design Review Committee Action: Members Present: Larry McNiel, Suzanne Chitlea, Peter Tolstoy, Bruce Enerick, David ~akesley, Brad Buller, Dan Colmen Staff Planner: Miki Bratt The Planning Commission commented on architectural themes and neighborhood monuments. The applicant was directed to respond to comments in writing by February 16, 1989 and to return to Design Review on March 2, 1989. The applicant was requested to do the following: o Review the possible design mix using the Etiwanda Specific plan methodology for the six architectural types which have been offered. o Identify design criteria which indicates distinctive features of each architectural type. o If necessary, add a 7th architectural type. o Revise minimum unit size upward to reflect actual expected minimun unit sizes. DESIGN REVIEW COMMENTS ETIWANDA NORTH SPECIFIC PLAN February 2, 1989 Page 2 o Present guidelines to vary streetscapes, inclu~ ng mix of wide, lots, alley treatment in limited areas, mix of side-on garages, mix of recessed garages, mix of single story units and massing strategies. o Provide a matrix for development standards. o Submit design standards for commercial areas. o Specify natural materials for fencing. o Submit monument designs which minimize maintenance. DESIGN REVIEW COMMENTS 6:30 - 7:00 Chris February 2, 1989 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 88-13 - CRHO, INC. - Re development of a five story office building totaling 74,697 square feet on approximately 2 acres of land in the Industrial Park District, Subarea 6, and the Haven Avenue Overlay District, located at the southeast corner of Haven Avenue and Arrow Route - APN: 209-142-16. Staff Coemeents: Consider the elimination of the space frame canopy at the northwest entrance to the building. Background: This i tam was approved by the P1 anning Commission on June 22, 1988. A modification to the northwest entry was proposed and reviewed as a consent calendar item on January 19, 1989. The modification was not approved. The applicant has requested that he and the architect be given the opportunity to present the proposed modifications to the Design Review Committee for reconsideration. Plans will be available at the meeting for review of the proposed deletion of the archway at the building entrance. Oesign Review Coam~ittee Action: Members Present: Larry McNiel, Peter Tolstoy, Dan Coleman Staff Planner: Chris Westman The Committee reviewed the proposal as presented by the architect and determined the space frame canopy at the northwest entrance to the building to be an integral part of the building design and pedestrian circulaiton. It also provides an element for human scale at the building entrance. Therefore, that element shall remain. If the applicant wishes to propose a variation on the same concept, the Design Review Committee shall review the proposal. The Committee also discussed the ribbon glass on the upper stories of the building and agreed to the removal of the "column" panels.
