Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's, concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feet free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. BROI3C (Scott) Revised plans Committee Action: The Committee (B1 akesley, Chitiea, Bull er) recommended approval of the revised elevations subject to the following: a. Stem walls over 5-6 feet high should have additional articulation. b. Railing details on the balconies of some elevations should be enhanced to avoid an "add on" appearance. 2. VA 13851 - CHOU (Bruce) Revised Plans Committee Action: The Committee recommended modifications to the conceptual facade sketches which should be incorporated into the finished elevation drawtngs for resubml ttal. DESIGN REVIEW COHI~ENTS 6:00 - 6:30 Brett February 2, 1989 ENVIRONRENTAL ASSESSMENT AND TENTATIVE TRACT 13351 - LEWIS HOMES A residential subdivision and design review of 122 condominiums on 5 lots and 8 single f~nily lots on 9.07 acres of land in the Medium Density Residential District (8-14 dwelling units per acre) within the Tetra Vista Planned Community located at the southwest corner of Tetra Vista Parkway and Milliken Avenue - APN: 1077-091-34. Staff C(~ments: The following is a list of concerns and/or comments that should be addressed by the Design Review Conmnittee: Site P1 an 1. Distance of buildings and parking stalls from single family homes. More landscape area should be provided here. 2. Location of visitor parking. More spaces are needed to serve buildings 7, 8, 12, 13, and 14. 3. A pedestrian connection to the bus stop should be provided. Archi tecture 1. 360, architecture. In particular, the rear elevations that face the perimeter streets. Detai 1 s 1. Provide details of special pavers, walls along ~lliken Avenue and Tetra Vista Parkway, and tot lots. Oesign Review Committee Action: Hembets Present: David B1 akesley, Suzanne Chitlea, Brad Bull er Staff Planner: Brett Hornet The following comments should be addressed in the revised plans for Committee review as a regular item on the next available agenda: 1. Various revisions should be made to the archi tecture. The Committee recommended that a different roof tile or tiles be used, that a different color palette be used, that the chimney cap detail be revised, and that the applicant explore revisions to roof structure and window detailing. DESIGN REVIEW COMI4ENTS TT 13351 - LEWIS HOMES February 2, 1989 Page 2 2. The site plan should be revised to eliminate the need for a loop driveway which backs up to the existing single family homes. If needed, turf block should be used to satisfy any fire district requirements for access in this area. Revised plotting of buildings should also be made with the new site pl an submittal. 3. Additional planting area should be provided between the Calais tract and the parking stalls and drive aisles south of building 19 and west of building 10. 4. The applicant should provide details of the perimeter walls (including wall cap) the recreation building and planter areas by stairways (between buildings 8 and 9). The wall detail may be dependent on the acoustical study. The wall location at the northeast corner of the tract (south of the slope) must be shown with the wall detail plans. DESIGN REVIEW COMMENTS 6:30 - 7:00 Bey February 2, 1989 ENVIRONI(NTAL ASSESSMENT AND TENTATIVE TRACT 13976 - C.P. LANGE A residential subdivision of 11 single family lots on 11.3 acres of land in the Very Low Density Residential District (less than 2 dwelling units per acre) located north of Hillside Road, south of Almond Avenue, west of Hermosa - APN: 201-071-26. Staff ColmEnta: The following is a list ~f concerns and/or conmnents that should be addressed by the Design Review Committee: Miscel 1 aneous The proposed project is the southerly extension of Tract 13316 (Friedman Homes) to the north and will not be scheduled for review by the Planning Commission until that tract records. Site Plan 1. The use of flag lots creates awkwardly shaped parcels (see lots 1 and 2 and 7, 8, and g). 2. The use of' flag lots for lots 1, 7 and 8 will create extremely long driveways which will detract from the aesthetics of the area. 3. Due to extensive land within San Bernardino Flood Control District easement and extensive slopes on lots 1-6, buildable area is severely 1 imi ted. 4. The appearance of the driveways at the end of the cul-de-sac will be unattractive in that a great deal of concrete will be concentrated in a small area. 5. No trees are to be removed at this time. Tree Removal Permits shall be submitted with Design ;~eview application and should only be approved to allow clearing for driveways and dwelling at that time. Grading 1. Future design review submittal should be conditioned to severely limit and restrict pad grading. Extra depth footings, stem walls and splits within proposed houses should be utilized. The 15 foot flat rear yard area adjacent to each house should be achieved with decking rather than grading. LANGE February 2, 1989 Page 2 The Committee did not approve the project due to the following concerns: 1. Concern with horsekeeping areas being located on steep slopes and their accessibility to local feeder trails. 2. The potential length and proximity of driveways for the three 1 ots at the end of the cu1-de-sac and their effect on the streetscape. The Committee recommended that the applicant eliminate 1-2 lots and produce workable alternatives for the location of feeder trails and horsekeeping areas. DESIGN REVIEW COHNENTS 7:00 - 7:30 Bey February 2, 1989 ENVIRONHENTAL ASSESSHEarT AND TENTATIVE TRACT 14218 - NORDIC - resl ots A On 5.71 acres of land in the Hillside Residential District located north of Inspiration Drive and east of Crestview Place 28. - APN: 200-441-23 thru Background: On August 24, 1988 the P1 anning Conmnission approved a Design Review for 22 lots within the 33 lot subdivision, Tract 10210. Five of the remaining lots (1, 14, 20, 21 and 29) were reviewed and approved by the Design Review Committee on January 19, 1989. Lot 13 is being deleted from Tract 10210 due to the revised location of the fault trace which was confirmed after additional trenching was done in the area. The remaining lots 31, 32 and 33 have not yet been submitted for DRC review. The applicant is currently proposing to reconfigure lots 23-28 of Tract 10210 into a new tract of 8 lots (see attached diagram). Staff Comments: The comments for this tentative tract are essentially the same as for the previous Design Review for Tract 10210: Grading 1. Contour grading techniques should be utilized. Slopes are too engineered in appearance. ~andscaping 1. S1 ope planting and irrigation plan must be submitted for all exposed slopes and graded areas. Architecture 1. Propose elevations were approved with the previous Design Review submittal for Tract 10210. ~scellaneous 1. A statement should be included on every deed for each lot withi n the development which informs the Prospective owner of the potential for seismic activity and the related hazards. 2. All property owners should be noti fled that the National Forest is to remain open and that the public will take access through this development. Contour grading techniques shall be used where applicable to soften slopes, corners, etc. 2. The developer or his sales agent should disclose to all potential homebuyers the fact that access to the Notional Forest should remain open and should be obtained through this development. 3. A slope plan~ing and irrigation plan should be submitted for all manufactured slopes and graded areas. 4. A statement should be included on every deed for each lot within the development which informs the prospective owner of the potential for seismic activity and the related hazards. 5. The Committee recommended approval of either a local or community trail along the northeast side of lot 8 subject to review and approval by the City Planner and City Engineer.
