Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as .the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin}, prior to the meeting date, if you have specific questions related to the scheduled projects. CUP 88-46 CARTER (Bruce) Revised building elevations for a proposed neighborhood shopping center. Committee Action: The Committee (Larry McNiel, Peter Tolstoy and Dan Coleman) approved the direction of the style of detail applied to the rear and east side of Building C. The Committee requested that a section drawing of the pilasters be submitted along with revised elevations and site plan. The front elevation of Building C and the elevations of Buildings A and B should receive more detail than the sample revised elevations of Building C. 2. DR 88-33 ~ ARCHITECTS (Bruce) Revised elevations and site plan for 14 industrial buildings. Committee Action: The Committee (Larry McNiel, Peter Tolstoy and Dan Coleman) requested that the applicant resubmit a site plan which is accurately dimensioned and scaled. The size of the roll-up doors on Building 0 need to be clarified as they appear to be different than the other roll-up doors on the rest of the buildings. DESIGN REVIEW COMMENTS 6:00 ~ 6:30 Brett February 16, 1989 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 88-42 - PITASSI DAL~U - A request to develop 244,730 square foot YMCA facility on 9.63 acres of land within the Recreational Commercial District of the Tetra Vista Planned Community located at the east si de of Milliken Avenue, north of Church Street - APN: 227-151-13. The following design issues should be discussed by the Committee: Architecture: 1. Compatibility of materials (metal roofing, split face concrete block, and tilt-up panels) in a primarily residential area. Site Plan: 1. Number of planters provided in the parking lot. 2. Length and straightness of parking aisles. Details: 1. Provide details on paving, light standards, bike racks, and other site furniture. The building materials were deemed unacceptable. In particular, the Committee recommended deletion of the proposed metal roofing and the extensive use of split face block and concrete construction. The applicant was directed to explore alternative materials and finishes, such as plaster treatment of the block material, different types of block, and to limit use of the split face block. In general, the building should appear n~re residential in character rather than industrial. 2. The committee recommended fenestration revisions, including sizes, and shapes, particularly on the concrete tilt-ups and east elevation. The Committee suggested an alternative roof treatment for the gym on the west and south elevation. A mansard-type roof was suggested to "lessen" the gymnasium's height. 4. The proposed color scheme should be revised to a different and less intense hue. DESIGN REVIEW COMMENTS 6:30 - 7:00 Chris February 16, 1989 MODIFICATION TO CONDITIONAL USE PERMIT 87-29 - WEIRICK PROPERTIES LIMITED - Changes to architecture to accommodate an Internationa) House ~akes in an Neighborhood Commercial District on 4.4 acres of land located at the southeast corner of Lomita Court and Archibald Avenue - APN: 202-151-33. Background: A neighborhood center was approved on this site by the Plannin Commission on May 11, 1988, and by Development Agreement (Ordinance 357V by the City Council on July 15, lg88. As part of those agreements a full service restaurant (Breakfast, Lunch, and Dinner) is to be provided. The original approvals allowed a variable pad size between 4,000 and 5,000 square feet. The applicant is proposing a 4,000 square foot International House of Pancakes. The reduction in building size requires a modification to the architecture and site plan. Architecture: 1. The bull ding has the same architectural style as the overall center. However, the parapet detailing and main door facing Archibald Avenue are of concern. Site Plan: 1. Landscape and permanent seating should be provided at the restaurant entrance. 2. The service area should be more effectively screened from the retail buildings. Those details include: 1. Trellis base and overhead cross members 2. Tile wainscote 3. Planter seat walls 4. Interior finish of the restaurant tower DESIGN REVIEW COMMENTS CUP 87-29 - WEIRICK Page 2 In addition, the col or proposed for the awnings were reconanended to be all of one color. Therefore, the applicant should propose a single color to be used for the office, restaurant and retail buildings. The "block" detail should be used at all parapet wall corners. The sign program for the center will be reviewed separately from this proposal. DESIGN REVIEW COMMENTS 7:00 - 7:30 Steve February 16, 1989 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-29 - THE CASTILLO COMPANY, XNC. - The development of an office building totaling 15,107 square feet on 2.34 acres of land in the Industrial Park District (Subarea 12) located at the southeast corner of Milliken Avenue and 5th Street - APN: 229-341-10. Background: The Planning Con~nission conditionally approved the above returned project on January 11, 1989. One of the conditions of approval called for building accent col ors to be approved by the Design Review Committee prior to the issuance of building penits. On February 2, 1989, the applicant submitted a new accent color (mauve daphne) to the Design Review Committee for their review and approval. The Committee did not approve the accent color as presented. Comments: This project is within the Bixby Business Park Master P1 an area (DR 86- 09). The originally proposed accent color (caracas) and the newly proposed accent color (mauve daphne) are approved accent colors per the approved Master Plan. A color board of actual paint samples for all colors within the approved Master Plan will be provided at the meeting. Furthemore, the Committee approved the specific col ors for the aforementioned project subject to the following conditions: 1. Add a grey or brown accent to the "mauve daphne" col or to decrease the intensity of the color. 2. Prior to painting the accent colors {mauve daphne and caracas), the devel oper/contractor shall contact the Planning Division to check the intensity of a sample of the paint on the building. The project planner shall then contact the Planning Commissioners to verify that the paint samples on the building are appropriate. DESIGN REVIEW COMMENTS DR 88-29 - THE CASTILLO COMPANY Page 2 3. Prior to the review of any new projects in the Bixby Business Park, a color board shall be submitted to the Planning Division depicting the approved colors from the original Bixby Business Park Master Plan. DESIGN REVIEW COMMENTS 7:30 - 8:00 Brett February 16, 1989 ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 13351 - LEWIS HOMES - A residential subdivision and design review of 122 condominiums on 5 lots and 8 single family lots on 9.07 acres of land in the Medium Density Residential District (8-14 dwelling units per acre) within the Terra Vista P1 armed Community located at the southwest corner of Terra Vista Parkway and Milliken Avenue - APN: 1077-091-34. Background: This item was reviewed by the Committee on February 2, 1989. The applicant has submitted revised plans to address comments and issues raised at that meeting. Comments will be provided at the meeting for discussion. Design Review Coemoittee Action: Members Present: Suzanne Chitiea, Peter Tolstoy, Dan Coleman Staff Planner: Brett Horner The Committee recommended that the project be brought back as a full item with the following revisions: 1. The architecture should reflect a new "theme". The roof lines, balcony and window treatments/location should be changed. These major changes should be made in addition to the color, roof tile and material changes. 1. The original site plan should be used with the following revisions: a. One unit should be deleted in building 19 to increase the setback from the building to the property line; b. Lots 7 and 8 of the Calais product should have one story units; c. Full landscaping should be provided in the rear patio areas of the units in building 10, 19 and 20 which back up to the single family product. The yards should receive tree, shrub, groundcover, and vine planrings; d. The second story window on the unit at the south end of building 9 should be deleted and relocated to face Milliken Avenue. DESIGN REVIEW COMMENTS TT 13351 - LEWIS HOMES Page 2 e. The drive aisle behind the Calais homes between buildings 10 and 18 should be turf-blocked (to Fire District standards). The drive aisle to buildings 12 and 13 shall be extended to access buildings 16 and 17 and should terminate at the turf-blocked fi re access way. f. The circular turnaround by buildings 18 and 19 should be deleted; the drive aisle should terminate at the turf- blocked access way. 3. The painted band on the perimeter wall should be eliminated. 4. The distance between the Calais homes and the parking stalls west of building 10 should be increased. 5. A low block wall with wrought iron fencing on top was preferred at locations between buildings where an acoustical barrier is not needed. The final details should be provided for Committee approval. 6. The proposed colors and roof tile should be revised to a less intense color scheme.
