Please review the attached plans, visit the project sites, and write down your conmerits using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Conmnittee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Conmission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. DR 87-14 MANCHING LAM (Cynthia) Review modified building elevations. Committee Action: Proposed modifications to building elevations were denied. 2. DR 88-44BARASCH (Cynthia) Review modified site plans and elevations. Committee Action: The Committee recommended denial of the proposed project. Building elevations were not consistent with previous Design Review Comnittee directions for an enhanced building entry. Further, a landscape planter should be provided on exterior of employee plaza area. 3. DR 87-16 NUWEST (Brett) Review Sign Program. Committee Action: The Committee recommended approavl of the sign program subject to the following conditions: 1. The ceramic tile on the pilasters of all monument signs should be eliminated and provided with a 2- tile by 2-tile square as used on other areas of the wall. 2. The 2-tile by 2-tile square should also be used below the delivery sign. The field of tile should be eliminated. 3. The cap for the monument signs and walls should be revised to include a detail similar to the cornice detail used in the building elevations. CONSENT CALENDAR AGENDA APRIL 20, 1989 Page 2 4. Committee Action: The Committee did not approve the requested changes to the elevatios. DESIGN REVIEW COMMENTS 6:00 - 6:30 Bruce April 20, 1989 ENVIRO~i4ENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-04 - CARNEY-THEODOROU The development of an 11.26 acre industrial park Master Plan consisting of eight buildings totaling 165,700 square feet in the Industrial Park and Haven Avenue Overlay Districts located at the southeast corner of Haven Avenue and Arrow Route - APN: 209-142-17. Background: On October 6, 1988, the Design Review Conmittee discussed proposed architectural revisions to two three story office buildings within an approved 11.25 acre Mastor Plan development at the southeast corner of Haven Avenue and Arrow Route in the Haven Avenue Overlay District. At its January 19, 1989 meeting, the Design Review Conmittee reviewed the schematic plaza design for the three story office buildings as part of the conditions of approval for DR 88-04. Staff Comments: The applicants are now requesting review and approval of materials and colors for the two proposed three story office buildings. The applicants' will be providing samples of materials and colors with labeled elevations and color photographs of the proposed buildings for review and conmnent at the meeting. Oesign Review Comittee Action: Members Present: Suzanne Chitlea, Petor Tolstoy, Dan Coleman Staff Planner: Bruce Abbott The Design Review Committee examined building elevations with material descriptions and they reviewed actual samples of the dark blue glass and 12" x 12" grey tile for the proposed building. The applicants also showed a charcoal grey, smooth marble that is proposed for columns at the building entrances. Grey polished ceramic tile will be used in horizontal banding separated from flamed or textured ceramic tile with clear anodized aluminum reveals. Aluminum reveals will align with the horizontal glazing mullions. The Design Review Committee approved the materials, colors and use of the materials as proposed for the project. DESIGN REVIEW COMMENTS 6:30 - 7:00 Brett April 20, 1989 ENVIRO)ENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 88-28 - PERRY - The development of a 5,580 square foot retail building on 0.52 acres oF land within an existing shopping center in the Conmunity Conmercial District of the Foothill Specific Plan, located on the southwest corner of Foothill Boulevard and Malachite Avenue - APN: 208-261-20. Staff Co~ents: On December 7, 1989, the City Council directed the applicant to return to this Committee for additional review of the project. Based on the Planning Conmission's concerns raised at the September 14, lg88 meeting, and based on staff's review of the revised plans, the following items need to be addressed by the Conmittee. 1. The rear elevation should be enhanced, perhaps with a roof tile element. 2. Additional store front detailing is needed, such as multi-paned windows, tile, etc. 3. The Master Plan should be designed to meet current City Standards. 4. Planters should be provided outside the store fronts. 5. A true building overhang (arcade) should be provided along the east elevation. If not, the column reveal size should be increased. Oesign Review Comittee Action: Members Present: Suzanne Chitlea, Peter Tolstoy, Dan coleman Staff Planner: Brett Homer The Committee directed the applicant to return to the Committee with the following revisions made and issues addressed: 1. The Master P1 an should be completely revised. The plan should include a new site plan for the corner parcel to the north of the proposed addition, for the residential parcel to the south, and the area behind the existing shops building. In general, the Committee was concerned with the "locking-in" of these parcels due to the configuration of the proposed addition. 2. The Master Plan should conform to all Foothill Specific Plan standards and all City requirements. 3. A colonnade should be added to the east elevation. Full detailing should be provided underneath the canopy. The colonnade should wrap around the south elevation. DESIGN REVIEW CO1MENTS CUP 88-28 - PERRY APRIL 20, 1989 Page 2 4. Pre-cast (round) stone columns should be utilized for the colonnade. 5. Stone or similar material should be used to accent the arches between the columns. 6. 2-3 storefront design schemes should be utilized. The stoKefronts should contain appropriate detailing, such as a base, multi-paned windows, tile accent. etc. 7. The rear elevation should include a tile roof element and architectural enhancement along the facade. Tree, shrub, vine, and groundcover planting should be provided behind the proposed addition. 8. The accent color should be revised. A meeting with the property owners, leasees, City staff, and others involved with the shopping centor expansion should be scheduled to discuss the proposed renovation of the center. DESIGN REVIEW CClIMENTS 7:00- 7:30 Brett April 20, 1989 ENVIROtlIENTAL ASSESS)iENT AND TENTATIVE TRACT 13351 LEWIS HOMES - A residential subdivision and design review of 120 condominiums on 5 lots and 8 single family lots on 9.07 acres of land in the Medium Density Residential District (8-14 dwelling units per acre) within the Tetra Vista Planned Conmunity located at the southwest corner of Tetra Vista Parkway and Milliken Avenue - APN: 1077-091-34. Staff Coments: This project was previously reviewed on February 16, 1989. The following are areas of concern based on previous Committee comments and staff's review of the revised plans: Site Plan: 1. One unit has not been.deleted from Building 19 per the Conmittae's direction. However, the setback has been increased from 15 feet to 24 feet. 2. Parking stalls close to site boundary (by Buildings 10 and 19) should be relocated or eliminated. Architecture: 1. The perimeter wall design, architectural design "theme", roof tile, and color scheme has been revised. However, additional architectural detailing may be needed, particularly on the side elevations. The B-reverse and (A) units should be deleted from Building 10 to provide more distance to the existing homes to the south. The parking stalls in this area should also be relocated to provide more of a landscape setback. 2. The rear lot line on lot 6 should be revised to provide more backyard area. 3. Special detailing, such as wood rafters or brackets/beams should be provided at the bottom of the second story building overhangs above the garages. The details should be reviewed and approved by the Planning Division. DESIGN REVIEW C04MENTS TT 13351 - LEWIS HOMES APRIL 20, 1989 Page 2 4. Stucco trim should be used around the inset underneath the stairs on the side elevations. This detailing should also be used around the shower adjacent to the recreation building. 5. The gas meters and all other utility fixtures should be screened with low walls, berming, or landscaping. These fixtures may also be enclosed within the outdoor storage areas. 6. The green accent color should be changed to less intense hue. DESIGN REVIEW COMMENTS 7:30- 8:00 Cynthia April 20, 1989 ENVIRO~4ENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 89-01 BARTON DEVELOPMENT - The development of 3 industrial buildings totaling 22,772 square feet on 1.28 acres of land in the General Industrial District (Subarea 8) of the Industrial Area Specific Plan located at the southeast corner of Utica Avenue and Fulton Court - APN: 209-142-51. Design Parameters: This is Phase IV of a previously approved Master Plan. The proposal is consistent with the Master Plan and existing development. Design Review Comittee ~tion: Members Present: Suzanne Chitlea, Peter Tolstoy, Dan Colemen Staff Planner: Cynthia Kinset The Conmittee reviewed the proposed project and reconmended that revised plans be resubmitted for Consent Calendar review prior to consideration by the Planning Conmission, The revised plans should include the fol 1 owing: 1. Rounded corners should be provided at building entry, six inch minimum radius. 2. Painted band should be removed. Reveals should be painted with a light color. 3. Spandrel glass should be provided above entry. Glass color should be consistent with accent color. 4. A parkway should be provided between the curb and straight sidewalk on both Utica Avenue and Jersey Boulevard. 5. Provide 2 sketches of building elevations, one with accent color at building entry, the other with no accent color. DESIGN REVIEW COMMENTS 8:00 - 8:30 Cynthia April 20, 1989 ENVIROh~4ENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-49 - AJA/BENNETT - The development of 4D acres of Industrial Master Plan consisting of 18 lots in the General Industrial District, (Subarea 5) located at the west side of Hermosa Avenue to the north and south of 7th Street - APN: 209- 211-13, 17, 30 and 31. Design Parameters: This is a proposal for a 40 ache Master Plan. At this time, no development is proposed. Staff Coments: The following is a list of concerns and/or conments that should be addressed by the Design Review Committee. Site Plan: 1. Review truck/car/rail spur conflict along south property line. 2. Buildings on north side of 7th Street should have greater variation in building setbacks. 3. The site falls within the rail service requirement, applicant does not proposed a rail spur along north property line due to Municipal Water District easement. 4. Design/Development guideli nes for the future development of the lots should address such issues as, minimum landscape area per lot, employee plaza area, truck parking, etc. Landscaping: 1. Landscape planters should be incorporated on all building elevations. Oesign Review Committee Action: Meters Present: Suzanne Chitlea, Peter Tolstoy, Den Colemen Staff Planner: Cynthia Kinset The Conmittee reviewed the proposed master plan and reconmended that revised plans be resubmitted for Consent Calendar review prior to consideration by the Planning Conmission. The revised plan should include the following: 1. Building on north side of 7th Street should provide greater building setback variation. Buildings size should be increased to accomnodate rail service usage. 4. Landscape planters and/or tree wells should be included within all parking areas and along all building elevations. 5. Development/Design guidelines should be revised and submitted for review.
