Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, i f you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Brett) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 89-16 - CHILI'S - The development of a restaurant totaling 5,995 square feet within the Terra Vista Town Center on I acre of land in the Community Commercial District of the Terra Vista Planned Community located at the northeast corner of Haven Avenue and Foothill Boulevard APN: 1077-421-05. OR 88.-40 - GARCIA (Jerry) Revised site plan colors and building texture. Committee Action: The Committee (Chitiea, Tolstoy, Buller) recommended approval of the project subject to the following conditions: 1. Extend the building accent strip across the 3 roll-up doors on the southeast corner of Building "B." 2. Provide vertical scoring only, rather than a block pattern on all sandblasted panels. The specific detail for the scoring shal 1 be reviewed and approved by the Planning Department. 3. Provide a blow-up of the second employee eating area for staff review and approval. Note: Permanent concrete furniture is required for these eating areas. The final design of which must be approved by staff. 4. Extend the landscaped area north of Bu i ld i ng "C" so that the walkway to the plaza will cross the driveway at a 90 degree an9 le. 2. CUP 87-29 - WEIRICK (Tom) Review of architectural details. Committee Action: The Design Review Committee recommended the following: 1. The trellis base detail shall incorporate inset tile which is the same as the Wainscot No. 852 granite gray. CONSENT CALENDAR AGENDA NOVE)iBER 16, 1989 Page 2 2. The tile Wainscot should be utilized as the trash enclosure detail when the enclosure is adjacent to a building utilizing the same element. Elevations of the enclosure not in public view do not need the tile Wainscot. 3. The corners of the trash enclosure adjacent to the roll-up doors should be "boxed-out" with a stucco column base. 3. DR 88-04 - CARNEY ARCIIIllECTS (Bruce) Review waterscape materials. Committee Action: The Committee approved the use of all of the waterscape materials with the exception-of the fiberglass reinforced concrete rock. The Committee requested that staff bring back samples of the material showing how it would look after several years of use prior to approval. 4. DR 88-44- BARASCH (Bruce) Review building materials and colors, and enriched paving material. Committee Action: The Committee approved the reflective glass for the spandrel above the doors, however, the kynar finish was not approved. The Committee recommended that the peacock color in the accent bands be toned down or substituted with a gray color the same tone as the sandblast finish on the sample board. The paver material and color was approved, however, it was recommended that the rectilinear paver be substituted with a hexagonal paver. CONSENT CALENDAR AGENDA NOVEMBER 16, 1989 Page 3 5. DR 87-17 - UNOCAL (Bruce) Review alternative light fixtures. Committee Action: The Committee recommended that the original style light fixture be used, not the proposed fixture with the more simplified, higher base. The Committee did recommend the use of the ornate carriage wall lights, 2 on the north end of the station, 2 on the front of the bay wall and 1 on the south side at the east end of the building. A catalogue cut of the lights with specifications and a revised photometric lighting diagram will need to be submitted to staff for review and approval prior to installation. DESIGN REVIEW COMMENTS 6:00 - 6:30 Brett Novent>er 16, 1989 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 89-16 ~ CHILI'S - The development of a restaurant totaling 5,995 square feet within the Terra Vista Town Center on i acre of land in the Community Commercial District of the Terra Vista Planned Community located at the northeast corner of Haven Avenue and Foothill Boulevard - APN: 1077-421-05. Background: The Committee (Chitiea, Weinberger, Coleman) reviewed the project previously on October 19, 1989. Staff Comments: A. The following items have been addressed by the applicant: 1. The central tower element has been raised in height. 2. The awnings will be a solid green color. 3. A tile roof element has been added above the door on the rear elevation. B. Based in previous Committee Comments and additional staff review, the Committee should address the following concerns: 1. Vine and other planting should be shown on and around the trellis, Design Review Committee Action: Members Present: Peter Tolstoy, Suzanne Chitiea, Brad Bullet Staff Planner: Brett Homer The Conmittee recommended approval of the project subject to the following conditions: 1. A tile roof and multi-parted window addition should be provided along the east side of the restaurant, to the north of the emergency exit. If this floor space cannot be added due to technical problems, an enhanced landscaping treatment should be provided underneath and around the trellis structure. Trees should be of a large box size as should all vines and shrubs. A decorative handscape treatment should also be provided under the trellis. 2. Benches should be provided underneath the trellis located along the west elevation of the restaurant. DESIGN REVIEW COMMENTS DR 89-16 - CHILI'S Page 2 3. The trellis should be painted to match the Towne Center trellis Struc tu res. 4. Appropriate tree plantings should be provided along the rear elevations, adjacent to the promenade to help screen the back of the building from on-site views. DESIGN REVIEW COMMENTS 6:30 -7:00 Tom Noveff~er 16, 1989 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 89-11 - STEWART/RANCHO CUCAMONGA BUSINESS PARK - The development of nine industrial buildings totaling 156,319 square feet on 8.38 acres of land in the General Industrial District (Subarea 5) of the Industrial Specific Plan located at the southeast corner of Hermosa Avenue and 7th Street - APN: 209- 261-09 and 30. Background: Associated with this project is Industrial Specific Plan ~mendment 89-03 ~nich is a request to amend the circulation element of the Industrial Specific Plan (Subarea 5) to eliminate Seventh Street between Hermesa Avenue and Center Avenue. Staff Con!llents: 1. Parking spaces opposite the main entryway should be relocated and additional landscaping should be provided. 2. Two parking spaces opposite the northern entryway should be relocated and additional landscaping should be provided. 3. Parking spaces between Building K and L should be extended towards the multi-tenant building. 4. The landscape island along the east side of the parking spaces between Buildings K and L should be expanded to provide additional landscaping. 5. The employee plaza areas are not adequate and should be provided as an integral part of the project design. They should be accessable, convenient, comfortable and well lit to enhance their appearance and function. The plaza areas should be relocated to provide a more functional location and to enhance their aesthetic appeal. Architecture: 1. Provide greater articulation of the building plane as well as the building surface. Expand areas utilizing the sandblast finish. 2. The multi-tenant building and Buildings A and J will be visible from Hermosa Avenue and should, therefore, receive a substantial architectural treatment. Design Review Committee Action: Members Present: Suzanne Chitlea, Peter Tolstoy, Brad Bullet Staff Planner: Tom Grahn DESIGN REVIEW COMMENTS DR 89-11 - STEWART/RANCHO CUC~ONGA BUSINESS PARK Page 2 The Committee reviewed the project but did not recommend approval due to the following: Site Plan: 1. Parking spaces opposite the entryways should be removed and additional landscaping should be provided. 2. The wall between Buildings A and B, D and E, G and H, and K and L should be a wrought iron fence. The wrought iron fence should be staggered to allow for sufficient tree plantings in the landscape planter islands. 3. If security gates are provided they should be of a decorative material and not chain link. 4. Expand the employee plaza areas by providing additional plazas between Buildings A and B, D and E, G, and H. The plaza areas should be designed as an integral and functional part of the project design, accessable through a convenient and continuous pedestrian circulation path. 5. The project design should incorporate a functional trail connection to the Deer Creek Channel. The trail connection should be from the employee plaza to the property line between Buildings D and E. 6. The setback as proposed along the east project boundary is not acceptable. Several alternatives were discussed which include: a) expanding the setback to either ten (10) or fifteen (15) feet, or b) providing cut-outs in the building face to allow for additional landscaping. 7. Additional landscaping should be provided adjacent to the possible dock-high door locations on the front elevation of Buildings A, H, and J. Should a future tenant wish to install the door on either of these buildings, it may be accomplished through an amendment to the design review approval. Arch itectu re: 1. The elevations for the front of the warehouse buildings and for the multi-tenant building are not acceptable. The elevations should be redesigned with greater movement in the building plane, pop-out or recess-in portions of the building, angle corners of the building, and by providing variation in the height of the parapet. 2. Provide greater articulation to the building surface through variation in the texture, i.e., scoring the surface, sandblast, smooth finish, color, etc.
