Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council . As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Background: The Planning Commission approved the modification to this Mon-Uft—io—na-T Use Permit on April 22, 1987. One of the conditions of approval require that roof color selection shall be presented to the Design Review Committee for review and approval . The reason being that the Commission was not completely satisfied with the proposed two metal roof colors -- orange was proposed at the towers and green was proposed for the remainder of the arcade area. The applicant will be presenting the roof color selections at the meeting including colored plans, therefore no plans will be routed before hand. Design Review Committee Action: Members Present: Larry McNiel , David Blakesley, Brad Buller Staff Planner: Debra Meier The Committee and applicant discussed the different color options and it was determined that the roof colors should be green with a darker shade of green at the tower elements. Accent colors could be provided at the columns or window mullions which included the use of orange and/or green of the same hue. DESIGN REVIEW COMMENTS 7:00 - 7:30 Chris August 20, 1987 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-30 - BAIRES-ADAIR - A proposal o construct wo multi--tenant industrial bui Ings o a ing 30,502 square feet on 1.8 acres of land in the General Industrial District, Subarea 3, located at the northwest corner of Helms Avenue and Feron Boulevard - APN: 209-031-57. Background: The project has been reviewed once by the Design Review Committee and it was recommended that it come back for additional review after revisions were made addressing the Committee's concerns. Those concerns included general architecture, loading area screening, landscaping areas, vehicular circulation and handicap access. Design Review Committee Action: Members Present: Larry McNiel , Dave Blakesley, Otto Kroutil Staff Planner: Chris Westman The Committee reviewed the revised site plan and elevations, and agreed that the project could be scheduled for the next Planning Commission agenda with the following modifications: 1. The lower half of the building should have a change in color and Or texture from the upper half and it should be continuous, 360 , on both buildings. 2. A glass element could be introduced to the east facade of building "B". 3. A second plaza area should be provided at the east end of building "B". 4. Both plaza area shall be reviewed and approved by the City Planner prior to the issuance of building permits. 5. Intensive landscaping with specimen sized trees should be provided along Feron Avenue. 6. A landscape focal point should be provided adjacent to the building in-line with the drive at Helms Avenue. • i DESIGN REVIEW COMMENTS DR 87-30 - Baires-Adair August 20, 1987 Page 2 7. The placement and treatment of the trash enclosure was in question. The applicant should work with staff in addressing both technical and aesthetic restraints. 8. If all technical requirements can be satisfied, one of the driveways on Helms should be eliminated. DESIGN REVIEW COMMENTS 7:00 - 7:30 Chris August 20, 1987 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-16 - GTE - A proposal o construct a square oo remo a sw1 c ng station on approximately one half acre of land in the General Industrial Area, Subarea 8, located on the west side of Etiwanda Avenue approximately 1,200 feet north of Arrow Highway - APN: 229-031-18. Background: The project was referred back to the Design Review ommi ee y the Planning Commission to discuss the materials to be used on the perimeter wall and building, the purpose was to re-assess the visual compatability of the GTE switching station with the residential project directly east. Design Review Committee Action: Members Present: Larry McNiel , David Blakesley, Brad Buller Staff Planner: Chris Westman The Committee discussed the type of materials being used for the project and its compatability with the residential project. It was the Committee's preference to use colors and materials that would make the building "disappear" on this type of structure rather than draw attention to it. The use of similar color and materials as the adjacent resident project across the street would provide a visual link but would also draw attention to this type of structure and may not provide visual compatibility to future industrial project immediately north and south of this project. The Committee made the following modifications: 1. The driveway shall use of turf block vs. concrete. 2. The perimeter wall shall be of gray slumpstone vs. vertical scored concrete block. 3. The banding at the top of the building shall be of different shades of color vs. a vertical scored plaster.
