Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Steve) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-29 - THE CASTILLO COMPANY - The development of an office building totaling 15,107 square feet on 2.34 acres of land in the Industrial Park District (Subarea 12) located at the southeast corner of Nilliken Avenue and 5th Street - APN: 229-341-10. 6:30 - 7:00 (Cynthia) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-30 - CARNEY-THEODOROU - The development of an office building totaling 11,569 square feet on .717 acres of land in the Industrial Specific Plan (Subarea 7) located north of Civic Center Drive, east of Utica Avenue on Lot 14 - APN: 208-062-10. ® DESIGN REVIEW COMMII'rEE Commercial/Industrial November 17, 1988 Page 2 7:00 - 7:30 (Chris) DEVELOPMENT REVIEW 88-37 - UTMAN-MACDONALD & PARTNERS - The development of a two-story 26,265 square foot office building on 7.09 acres of land in the Haven Avenue Overlay District (Subarea 6) located at the northeast corner of Haven Avenue and Acacia Street - APN: 209- 401-01. 7:30 - 8:00 (Scott) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-36 - HIMES-PETERS-~tASON ARCHITECTS - The review of a master plan for a 131 acre industrial complex and Phase 1 consisting of six (6) industrial building totaling 645,516 square feet on 33.7 acres of land in the Minimum Impact/Heavy Industrial designation (Subarea 9) of the Industrial Specific Plan, located on the south side of Arrow Route at Milliken Avenue - APN: 229-111-23. 8:00 - 8:30 (Chris) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-34 - C. P. LANGE - A proposal to develop a multi-tenant office/manufacturing complex on 2.96 acres of land in the Industrial Park District, Subarea 7, located on the southeast corner of Elm Avenue and White Oak Avenue - APN: 208-351-62. SM:vc Attachments CC: Planning Commission/City Council Commercial/Industrial COMSENTCALENDAR ITEMS AGEMDA November 17, 1988 1. CUP 86-20 - LEWIS (Steve] Revised elevations. Committee Action: The Committee did not approve the building elevations as proposed. The Committee recommended that building elevations on the building plans be revised to be consistent with the conceptually approved building elevations, showing awning treatment over selected single-paned windows. 2. CUP 88-35 - HUGHES (Steve) Elevations. Committee Action: The Committee did not approve the building elevations as presented, The Committee recommended that the stucco areas shown on the south elevations of the Chevron Service Station and the main shopping center be deleted and replaced with horizontal wood siding. Revised colored elevations should be resubmitted to the Design Review Committee incorporating the requested changes. 3. DR 88-24 - DICKER-WARMIMGTON (Brett) Revised elevations. Con~nittee Action: The Committee approved the proposed use of spandrel glass along the restaurant frontage of the north face of the pad "D" building. Committee Action: The Committee approved a color change of the awnings from Sinclair CM8053 (pink) to Burgundy, color change of the secondary building accent color from Sinclair CM8127 (light tan) to Sinclair CM8105 (off white) and a change of the tertiery building accent color from Sinclair CM8053 (pink) to Sinclair CM8040 (rose). 5. DR 87-17 - UNOCAL (Cindy) Revised colors. Committee Action: The Committee recommended that the Olympic Stain 717 should be used in place of the Olympic Stain 721. Staff Compnts: Site Plan 1. Sidewalk locations. 2. Enlargement of outdoor employee lunch area. 3. Shift building to the west. 4. Theme walls. 5. Water feature at main entrance. 6. Plaza adjacent to streetscape. 7. Design of pedestrian paths and driveway entrances. 8. Placement of monument sign. Landscape 1. Plant palette inconsistent with master plan. 2. Box-size trees along east side of building. 3. Vines in trellis structures. 4. Annual color at key visual points. 5. Planting near structures. 6. Planting around perimeter of employee lunch area. 7. Design Review Commuittee Action: Members Present: Larry MeNiel, Bruce Emerick, Dan Coleman Staff Planner: Steven Hayes The Committee and applicant reviewed the project and issues were discussed which will require the proposal to be reviewed again by the Design Review Committee as a regular item at the December 8, 1988 meeting. The following are the Committee's comments: Site Plan 1. Substantial and secured furniture and a trellis structure with vining should be included in the employee lunch area. 2. The building shall be moved 5 feet to the west, in order to include a planter area large enough for trees along the eastern faces of the main building and claims garage. 3. Provide an enriched texture to the visitor parking spaces. Landscape Plan 1. Include trees between the theme wall s to make the main entrance a "focal point". 2. Incorporate a screen hedge from near the southwest corner of the building south to the parking area. DESIGN REVIEW COMMENTS 6:30 - 7:00 Cynthia November 17, 1988 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-30 - CARNEY-THEODOROU - The development of an office building totaling 11,569 square feet on .717 acres of land in the Industrial Specific Plan (Subarea 7) located north of Civic Center Drive, east of Utica Avenue on Lot 14 - APN: 208- 062-10. Staff Cc~aents: The following is a list of concerns and/or comments that should be addressed by the Design Review Committee: Site Plan 1. Size of employee plaza area. 2. Textured pedestrian pathways across circulation aisles. Architecture 1. Stucco base on north and east elevations. Landscaping 1. Amount of hardscape at front entry. Design Review Comittee Action: Members Present: Larry McNiel, Bruce Emerick, Dan Coleman Staff Planner: Cynthia Kinser The Committee recommended approval of the project subject ~o the following conditions: Site Plan 1. The employee plaza areas shall be increased to 10 feet by 8 feet. 2. The parking lot landscape planter should allow pedestrian access, such as stepping stones. 3. The landscaping planter at the north end of the second row of parking should be increased to avoid parking/drive aisle conflicts. Landscape planters at the front entry should contain 48" box trees. DESIGN REVIEW COMMENTS 7:00 - 7:30 Chris November 17, 1988 DEVELOPMENT REVIEW 88-37 - UTMAN-MACDONALD & PARTNERS - The development of a two-story 26,265 square foot office building on 7.09 acres of land in the Haven Avenue Overlay District (Subarea 6) located at the northeast corner of Haven Avenue and Acacia Street - APN: 209-401-01. Background: The project was previously approved; however, the approval has expired. The current proposal is the same as the previous approval. Staff Coa~eents: The following are comments or concerns which should be addressed by the Design Review Committee: Architecture 1. DESIGN REVIEW CO)~4ENTS 7:30 - 8:00 Scott November 17, 1988 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-36 - HIMES-PETERS- MASON ARCHITECTS - The review of a master plan for a 131 acre industrial complex and Phase i consisting of six (6) industrial building totaling 645,516 square feet on 33.7 acres of land in the Minimum Impact/Heavy Industrial designation (Subarea 9) of the Industrial Specific Plan, located on the south side of Arrow Route at Milliken Avenue - APN: 229- 111-23. Staff Coiilents: On November 3, 1988, the Design Review Committee reviewed the proposal and recommend the following modifications to the plans: 1. The entry areas to the buildings should be designed to create more "excitement". 2. The plaza areas should be more accessible to the employees. Doors should be provided for Buildings 1, 2, and 3 that lead directly to the plaza areas. 3. The plaza areas should be designed with a physical separation from the entry areas. 4. A perspective drawing of the northeast corner of Millikan and Jersey should be provided to illustrate the relationship between the street and the parking area. 5. Variation should be provided in the building setbacks along Millikan and Arrow. 6. Landscaping should be installed on a block by block basis in order to provide a consistent theme throughout the development. Revised plans will be presented at the meeting for the Committee's review. Oesign Review Committee Action: Members Present: Larry McNiel, Bruce Emerick, Dan Coleman Staff Planner: Scott Murphy The Committee reviewed the revised elevations provided by the applicant and recommended the following: 1. The design of Buildings 1, 2, and 3 was acceptable. 2. The office areas of Buildings 17, 21, and 24 should be revised to provide additional excitement. Possibly, additional glass could be used. DESIGN REVIEW COM~4ENTS 8:00 - 8:30 Chris November 17, 1988 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-34 - C. P. LANGE - A proposal to develop a multi-tenant office/manufacturing complex on 2.96 acres of land in the Industrial Park District, Subarea 7, located on the southeast corner of Elm Avenue and White Oak Avenue - APN: 208-351-62. Background: The project was reviewed on November 3, 1988 and design issues were discussed which required a partial redesign of the site. The action from the November 3, 1988 meeting is as follows: Site Plan 1. Planter areas should be increased on the north side of Building "E" in order to increase screening of the roll-up doors. 2. Textured paving accents should be in the same color as the roof material. 3. The site plan should be revised to provide a building focus at the intersection of White Oak and Elm thereby reducing the amount of parking on Elm. 4. The Committee preferred a reduction in the number of compact spaces. 5. Details of the lunch court should be provided. Architecture 1. The "blank" rear walls of Buildings "C", "D", and "E" should be broken up. Brick banding or columns were discussed; however, the applicant was given free range for a solution. Staff Coments: Revised plans will be submitted for review at the meeting. Design Review Committee Action: Members Present: Larry McNiel, Bruce Emerick, Dan Coleman Staff Planner: Chris Westman The Committee made the following reconrnendations: 1. The site plan, as revised, is acceptable. 2. The elevations should return to the Design Review Committee as a consent calendar item on December 8, 1988 for review.
