Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. DR 85-23 - GROVE MEDICAL CENTER Review of revised north/south {Howard) elevations for Buildings A & B. Committee Action: The Committee recommended that the roof over the stairwell, north and south elevation of Building B, be extended outward and provided with the same size columns as shown in the elevations, and the same cantilever treatment around the stairwell. 2. DR 85-46 - JONES Review of revised site plan and {Nancy) elevations. Committee Action: Committee approved revised treatment to the office elevation for Building C; recommended the landscape area at the southwest corner of Building B be enlarged; and full Planning Commission discussion regarding 4th Street access. 3. DR 8~-)6 - gNiTED M~DE~ Dise~ssiee en eleva~ieRs- ~NaRey½ Gemmi~ee Ae~ieR+ CANCELLED DESIGN REVIEW COMMENTS 6:00 - 6:30 Nancy February 20, 1986 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 85-54 ROADRUNNER - The development of a 12,600 square foot industrial building for a truck repair/maintenance service business on 3.5 acres of land in the General Industrial District (Subarea 8) located at the north side of Whittram Avenue, 600 feet west of Pecan Avenue - APN 209-211-40. Design Parameters The site is being used for a trucking terminal with minimal on-site improvements. An existing single family house, that has been converted to office use, is located off Whittram Avenue. The developer is proposing to remove this building at such time the new building is completed. West of the site is an unimproved Etiwanda Creek. Background: Since last September 1985, the applicant has submitted this project for preliminary review twice, with essentially the same design of site plan and elevations. Staff has met with the applicant and through correspondence also, has consistently informed the applicant of the technical issues of the site plan and the design issues of the architecture. The applicant has made minimal revisions to the site plan in complying with the Industrial Specific Plan standards, however, technical issues such as flood protection, grading and drainage are still unresolved. The Design Review Committee has informally reviewed the proposed elevation (metal building materials) and has stated that the elevations are not in compliance with the Urban Design Guidelines of the I.S.P. Staff has informed the applicant regarding this design issue. Staff Comments Site Plan: 1. A second means of access should be provided along Whittram Avenue and could be designed as a emergency access such as turf block material. 2. The parking and storage of trucks and trailers must be screened through a decorative block wall and landscaping along Whittram Avenue. Landscaping: Twenty-five foot average landscaping along Whittram Avenue is required, as measured from ultimate curb face. Elevations: The proposed elevation consists of steel/metal frame, metal roof and mansard with brick veneer and sandstone pebble treatment for the building wall. Are the proposed elevations consistent with the Urban Design Guidelines of the Industrial Specific Plan, in areas of building design, architectural treatment, building materials, and a continuity of design? The proposed project should be redesigned to provide a safe and pleasing environment to work within. The design of buildings and site plan should recognize the climate, the physical setting and the best architectural traditions of Southern California. All exterior walls of buildings should have architectural treatment, creative use of material, texture, color, and/or building form. Articulation of elevation surfaces should be provided through the use of openings and recesses which create texture and shadow patterns and provide variety to a building plane. Instead of turf block materials for the emergency access, the developer should explore the possibility of widening the proposed driveway on Whittram Avenue with a landscape median subject to the approval of Foothill Fire District and Engineering Division. 2. Average twenty-five foot landscaping along Whittram Avenue be provided. 3. Building materials for the proposed elevations be of tilt-up concrete, dryvit or other materials approved by the Committee. DESIGN REVIEW COMMENTS 6:30 - 7:00 Nancy February 20, 1986 CONDITIONAL USE PERMIT 86-01 - DIVERSIFIED (PAYLESS) - The development of a 22,000 square foot retail building (Payless) with outdoor nursery sales within an approved integrated shopping center on 11.41 acres of land in a Neighborhood Commerical District, located at the southeast corner of Haven Avenue and Lemon Avenue - APN 201-271-53. Design Parameters The site is vacant and is Phase II of the approved integrated shopping center Haven Village. This approved master plan establishes the building area, parking area, and an architectural program for the site. Payless Drugs, the prospective tenant, is proposing to include an outdoor nursery sales to the business as shown in Exhibit "A". Staff Comments Site Plan: The site plan differs from the previously approved master plan for this Haven Village Shopping Center as follows: 1. The building area has expanded from 21,000 square feet to 22,000 square feet and has changed from a retangular shape to a more square shape. 2. To comply with the number of required parking spaces, the site area has expanded into a portion of future Phase III approximately 60 feet in the middle of the site. A lot line adjustment would be required for adjusting the proposed new property boundary. 3. The proposed location for the outdoor nursery sales would reduce the approved plaza area as shown in Exhibits "A" and "8". Is the location appropriate or should the nursery be relocated to the south side of Payless? 4. Should the outdoor nursery be screened with materials that are compatible to the architectural program? The elevations indicate that the nursery is open to public view. 5. The circulation aisle within the parking area south of Payless must be 26 feet per City Standard. Elevations: The proposed elevation is consistent with the established architectural program for the shopping center, but could be improved with the following: 1. Rock veneer should wrap around part of the west side of the north and south elevation for providing compatibility to the overall architectural theme. 2. The east elevation should be upgraded with additional architectural treatment for creating visual interest. Landscaping: 1. The planter area along the south elevation should be expanded from 2'3" to 6 feet minimum. 2. A minimum 6 foot planter with canopy shadetrees should be planted along the southerly edge of the parking area directly south of Payless. The outdoor nursery sales be limited to plant or planting pot materials only. Other materials incidential to nursery such as insecticides, fertilizers, soil, etc., shall be prohibited from being displayed or stored within the outdoor nursery. 2.
