Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. - 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Dino) DR 86-06 - ANDERSON NF:ns Attachments CC: Planning Commission/City Council -, j Conmmercial/Industrial CONSENT CALENDAR ITEMS AGENDA March 6~ 1986 1. 1'~ 13040 - MASI Review of revised master plan. (Bruce) Committee Action: Not approved. Master Plan needs to be reoriented around single entrance as a focal point to make a strong entry statement. 2. DR 85-36 - UNITED MODELS Review of revised elevations and plaza area. (Nancy) Committee Action: Recommended approval of revised elevations and location of outdoor eating/plaza area. Detail design be submitted for City Planner review and approval. Proposed roof screen material be changed to dryvit or concrete with split face texture. 3. DR 85-46 - JONES Review of office entrance statement and {Nancy) landscaping for Building A. Committee Action: Recommended that special dense landscape treatment to the office entrance be provided. Details be submitted for City Planner review and approval. 4. DR 85-23 - KIRSHBAUH Review of revised north and south elevations (Howard) for Building B. Committee Action: The committee reviewed and approved the revised north and south elevations of Building B. NF:ns DESIGN REVIEW COMMENTS 6:00 - 6:30 p.m. Dino March 6, 1986 DESIGN REVIEW 86-06 - ANDERSON - The development of a 2,100 square foot mini-market drive-thru dell in an approved retail center in the General Commercial District located at the northwest corner of Arrow Route and Turner Avenue - APN 208-321-32. Design Parameters o, ebr,ary 2s. 1981. the Pla,ning Commissio, approved the { of a retail center for the subject site. The elevations of the main retail "L" shaped building {see attached plans) were approved, excluding building elevations for a detached pad at the corner of Turner Avenue and Arrow Route. As per the resolution of approval, the Commission conditioned that detailed drawings for the above pad, including elevations, colored elevations, and building material samples, shall be submitted and reviewed and a~t)roved by the Design Review Committee prior to the issuance of building Wits. Currently, the approved main retail "L" shaped building is under construction. The applicant is proposing to complete the retail center development, requesting Design Review Committee approval of a drive-thru mini-market/deli for the subject pad. General Analysis: The project site is surrounded on the west, north, and east sides by multi-family residential uses {existing and under construction}. At the south side of the site {across Arrow Route) is an Italian market/dell. The approved site plan does not conform with the current development standards and policies with regards to the following: (l'T pedestrian circulation, and (2) landscaping. Logical pedestrian linkages to the main retail building and public sidewalks are absent. In addition, the site plan does not include landscaping around building. The "staff comments" below help mitigate the above non-conformities. Staff Comments Site Plan. Design pedestrian linkages from the main retail building and public sidewalks to the mini-market/deli. Across parking areas these should be texturized surfaces such as brick pavers. Architecture. In general, a stronger architectural statement is recommended for all building elevations, as follows: 1. Redesign south and east building elevations to incorporate depth and interest, through such elements as: a. Using glass and wood b. Introduce columns adjacent to building Design Review Comments DR 86-06 - Anderson March 6, 1986 Page 2 2. Jog building to break up long and flat wall exposure. 3. Incorporate open beam trellis in roof areas to match approved elevations of the main retail building. Landscaping. 1. Provide landscaping adjacent to mini-market drive-thru dell building at a rate of i tree per 30 lineal feet of building, plus shrubs and ground cover. 2. Provide landscaping at the pedestrian walk pad area on the north side of the market/deli. 3. Berm up to retaining wall along drive thru access and provide dense landscaping to completely screen drive- thru. Design Rev~e~ Committee Action Members Present: Suzanne Chitiea, Herman Rempel, Dan Coleman Staff Planner: Dino Putrino The Design Review Committee recommended approval with the following improvements to be made to the proposed project, which the applicant agreed to: Site Plan: 1. Exposed concrete aggregate pedestrian walkway across circulation aisles be provided from the main retail building to the market/deli building. Architecture: 1. Open beam element in the roof design at the entry area of the market/dell be provided to match the main retail building design. This roof design is to cantilever over the walk area with heavy wood post support columns. 2. Double wood columns adjacent to all four building elevations similr to the main retail building double wood column design be provided. 3. Spandral glass element at the south and east corner of the east and south elevations, respectively, be provided. Design Review Comments DR 86-06 - Anderson March 6, 1986 Page 3 Landscaping: 1. Significant size planters along the west side of the building be provided. 2. Landscaping {trees, shrubs and ground cover} on the north side of the building in the concrete walk landing be provided. 3. Dense landscaping to completely screen drive thru on the east side of the retaining wall along the drive thru access be provided.
