Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. - 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (DINO) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 86-07 - ARICAL - The development of two (2) office buildings totaling 80,058 square feet on 4.24 acres of land in the Industrial Park District (Subarea 6) located at the northeast corner of Haven AVenue and 6th Street - APN 209-41-15. 6:30 - 7:00 (DEBRA) DEVELOPMENT REVIEW 84-13 BARMAKIAN The review of color scheme for two newly completed warehouse distribution buildings totaling 78,940 square feet on 4.9 acres of land in the General Industrial Category (Subarea 4) located approximately 250 feet east of Archibald, south side of 6th Street - APN 210-071-50. 7:00 - 7:30 (NANCY) ENVIRONNENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 86- 06 AJA - The development of three Research and Development/Office buildings totaling 200,000 square feet on 13.7 acres of land in the General Industrial District (Subarea 11) located at the northwest corner of Buffalo Avenue and 6th Street - APN 229-261-78. DESIGN REVIEW COMMENTS 6:00 - 6:30 Dino May 22, 1986 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 86-07 ARICAL - The development of two (2) office buildings totaling 80,058 square feet on 4.24 acres of land in the Industrial Park District (Subarea 6) located at the northeast corner of Haven Avenue and 6th Street - APN 209-41-15. Design Parameters: ll~e project site, as well as the adjacent north and east properties, is a vacant parcel. The grade differences between Haven Avenue and the project site begin to change from the south to the north property lines, where the street grade increases at a faster rate than the project site grade. Phase I consists of one two-story office building at the corner of Haven Avenue and 6th Street. Phase II consists of one three-story office building where a separate design review will be required in the future as elevations have not been submitted for review. Site Plan: 1. Compact parking spaces should be evenly distributed throughout the parking area. 2. Pedestrian path linkages from the parking areas to the proposed building(s) should be provided. Architecture: 1. The Haven/6th corner architecture should make a strong architectural statement by providing a focused element of building identification, such as building form unique to other building elevations. The other building elevations appear consistent with the quality desired along Haven Avenue. Landscaping: Special landscape treatment should be provided at the Haven/6th corner as a major intersection. The handicap parking stalls be relocated either north or south of the proposed location in order to extend the entry plaza into the parking area. DESIGN REVIEW COMMENTS 6:30 - 7:00 Debra May 22, 1986 DEVELOPMENT REVIEW 84-13 BARMAKIAN - The review of color scheme for two newly completed warehouse distribution buildings totaling 78,940 square feet on 4.9 acres of land in the General Industrail Category (Subarea 4) located approximately 250 feet east of Archibald on the south side of 6th Street - APN 210-071-050. Oesjgn Parameters: Background: This project went through the Design Review process in mid- 1984. The issues at that time focused on compatibility with earlier phases of archicenter to the west and architectural treatments that would visually reduce building bulk. Committee recommendations included the use of sandblasting and a texturized accent strip, dark colors used on building 900 in an effort to reduce the visual heighth of the structure and finally that all colors and textures match existing buildings to the west. The project was approved before the Planning Commission on July 25, 1985 with Planning Division special conditions directly relating to Design Review Committee recommendations. Sample boards were submitted to the Planning Division during the plan check process in May 1985 and were reviewed and approved in compliance with with conditions of approval. The approved color scheme included sloped redwood panels at office entries, heavy sandblast texture used on horizontal accent band and tilt-up concrete panels textured and painted a shade of tan. The buildings were constructed inconsistent with the approved color palette. On April 17, 1986, the Design Review Committee reviewed a change from the proposed color scheme. The revised color palate includes the mass of the building painted gray, horizontal accent panel is a shade of pink with accent striping and doorways in purple shades. The sloped redwood panels at office entries have been replaced with a sloping patterned metal painted to match the purple accent color. The Committee did not approve the revised building colors. The gray was acceptable with subdued tones used as color accent bands. The options were 1) return to original color palette or 2) bring a revised color palette for approval of Design Review Committee. The applicant has submitted a revised color scheme for the Committee's consideration. DESIGN REVIEW COMMENTS DESIGN REVIEW 84-13 BARMAKIAN The development of two warehouse distribution buildings totalling 78,940 sq. ft. on 4.9 acres of land in the General Industrial area (subarea 4) located east of Archibald on the south side of 6th Street. Staff Comments The following are suggested areas of concern for design improvement. 1. Please note that the proposed project will be an extension of the existing Archicenter which is located to the west. Thus the architecture of the proposed warehouse/distribution buildings should match the existing buildings in terms of building materials, colors, and textures. Split face concrete block shall be used exclusively. 2. Extensive landscaping should be provided contigious to 6th Street (Special Boulevard) and northern building elevations. In addition, substantial berming or retaining walls should be provided, designed to screen parked vehicles as seen from 6th Street, a Special Boulevard. 3. The proposed driveway located to the west should be combined with the adjacent drive approach of the existing development. 4. As illustrated on the attached building elevations, building 900 North elevations should provide additional building relief, reveals, accent strips, indentations, and other amenities designed to provide variety and visual interest. Please note that this elevation will be visible from 6th Street, a Special Boulevard. All building elevations shall be heavy sandblasted~ and shall include a fluted, texturized accent strip. 2. A center office area recess shall be provided in the center of the north facing building elevation designed to break the linear and austere appearance of this facade. 4. Additional architectural treatments, (recesses, window area, texture, etc.) shall be provided on the end of building 900 elevations facing the street. Design Parameters: As you may recall at the Design Review Committee Meeting of May 15, 1984, the applicant was instructed by the Committee to make the following corrections: 1. All building elevations shall be heavy sandblasted, and shall include a fluted, texturized accent strip. 2. Substantial berming shall be required along north facing building elevations designed to reduce the scale of the building. 3. A center office area recess shall be provided in the center of the north facing building elevation designed to break the linear and austere appearance of this facade. 4. Additional architectural treatments, (recesses, window area, texture, etc.) shall be provided on the end of Building 900 elevations facing the street. As illustrated on the attached plans, the applicant has complied with the above recommendation, except for the extension of the window areas. Please note, however, that the applicant has increased the height of the building by 4 feet, from 24' to 28'. Due to the increased elevation size, architectural elements such as recesses, window area, accent strips, etc., become more critical due to the greater expanse of facade area. Staff Comments: The following are suggested areas of concern for design improvement: 1. Expand Building 900 (north elevation) window areas towards the center of the elevation. 2. Reduce the building height by 4 feet, or add on additional horizontal accent strip (heavy sandblasted) designed to provide variety and visual interest to all elevations. gesign Review Comments DR 34-13 - 8armakian Design Review Committee Action Members Present: David Barker, Rick Gomez Staff Planner: Frank Dreckman 1. DESIGN REVIEW COMMENTS 7:00 - 7:30 Nancy May 22, 1986 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 86-06 AJA - The development of three Research and Development/Office buildings totaling 200,000 square feet on 13.7 acres of land in the General Industrial District (Subarea 11) located at the northwest corner of Buffalo Avenue and 6th Street - APN 229-261-78. Design Parameters: The site is vacant and vegetation consists of decaying vineyards. To the north is recently approved Pier 1 warehouse distribution facility. To the west is a rail-served warehouse distribution facility. Staff Site Plan: The site plan, with its building orientation, centralize plaza area, and pedestrian connection meet the intent of the design guidelines of the Industrial Specific Plan. Landscaping: Special landscape treatments such as intensifying landscaping, accent trees, specimen size trees, and rockscape should be provided at the corner of Buffalo and 6th Street and at all office entrances. Additional pedestrian facilities such as picnic tables, hardscape be provided to the plaza area. 2. Detail design of the plaza area be brought back for Design Review Committee review and approval prior to issuance of building permit. 3. The proposed triangle shape skylight is too small a scale compared to the building entrance statement. The applicant should either; enlarge the skylight or provide other architectural elements to accentuate it, or eliminate the skylight feature. 4. Additional six foot wide landscape planters be provided to the north elevation of Building 1 and Building 2, and west elevation of Building 2.
