Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. - 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Nancy) ENVIRONMENTAL AND CONDITIONAL USE PERMIT 86-24 PLANNING GROUP - The development of a 12,000 square foot convenience sales and service center on 1.18 acres of land in a General Industrial/Rail served district (Subarea 2), located at the northeast corner of 8th Street and Vineyard Avenue - APN: 201-013-15. 6:30 - 7:00 (Chris) ENVIRONMENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 86-30 - C.P. CUP 85-14 - Nuller (Nancy) Review of changes to plaza and office entryway design Committee Action: The Committee stated that newly completed plaza pavement treatment is unacceptable as it is inconsistent with the approved plans. The committee directed the applicant to provide alternative solutions to upgrade the pavement treatment by adding brick pavers. The applicant should work with staff to resolve the problem. 2. CUP 85-06 - Ca1. Retir~nt Villa Review of change to materials (Nancy) Committee Action: The Committee approved the two-tone heavy glazed stucco and the split face block. 3. PR 86-71 ~ Review of a proposed metal building addi ti on Committee Action: The Committee determines that a metal building is inconsistent with the design guidelines of the Industrial Specific Plan. DESIGN REVIEW COIv~IENTS 6:00 - 6:30 Nancy November 20, 1986 ENVIRONMENTAL AND CONDITIONAL USE PERMIT 86-24 - PLANNING GROUP - The development of a 12,000 square foot convenience sales and service center on 1.18 acres of land in a General Industrial/Rail served district (Subarea 2), located at the northeast corner of 8th Street and Vineyard Avenue - APN: 201-013-15. Oesign Parameters The site is vacant and a row of Eucalyptus windrow exists along the northern property boundary. The site slopes down five feet from the railroad track and levels off within the site. 8th Street is the City boundary line. Due to the size and shape of the lot, the developer is requesting for consideration of variances to the following codes: 1. Reduction of the required average 25 feet landscaping on 8th Street to variable landscaping set back ranges from 15 feet to 22 feet. 2. Elimination of the required five feet rear yard setback when it abutts a street. 3. Elimination of the interior side yard five feet setback. Staff Coments Site Plan: 1. The four parking spaces in front of the main building entry should be eliminated to mitigate traffic conflict as the stacking distance from the most westerly driveway along 8th Street is only 15 feet in depth. 2. Since 8th Street is the City boundary, a monumentation for a gateway to the City should be provided at the corner of 8th Street and Vineyard Avenue. Landscaping: 1. Special landscaping treatment including specimen size trees, increased number of trees, shrubs and annuals should be provided at the corner of 8th Street and Vineyard Avenue. 2. Tree wells and vine pockets should be provided along the arcade of the front elevation in order to comply with the requirement of one tree per 30 linear feet of front elevation. The rear elevation abutting the railroad right-of-way is subject to public view, therefore, additional architectural elements should be provided. Design Review Cmmaittee Action Members Present: Suzanne Chitlea, Larry McNiel Staff Planner: Nancy Fong At the meeting, the developer provided revised plans to address staff concerns in the following areas: 1. Four parking spaces have been eliminated to mitigate traffic conflict. 2. A monumentation for a Gateway to the city at the corner of 8th and Vineyard as shown on the site plan and elevation. 3. Sufficient quantity of trees has been added to the revised landscape plan. 4. Tree wells have been added along the arcade of the front elevation. 5. Additional architectural elements as curvilinear gable has been added to the rear elevation. The committee reviewed the revised plans and recommended approval with the condition of adding vine pockets and/or potted plants along the arcade of the front elevation. LANGE ENGINEERS - The development of a 13,000 square foot, two story office building on .79 acres of land in the Industrial Park District (Subarea 7), lot 2 of the Office Tennis Executive Center located at the west side of Red Oak Street, south of Aspen Street - APN: 208-062-13. Design Parameters The site, as part of the Office/Tennis Executive Center, is vacant and has been rough graded. Lot 14, directly West, and lot 3 directly South, are also vacant. Buildings on Lots i and 15 directly North are under construction. Street improvements excluding drive approaches and sidewalks have been completed. A letter of approval from the BCE Architectural Commission has not been received at the time of this report. Staff Comments Site Plan: 1. Pedestrian connection to public sidewalk should be provided to Red Oak Street. 2. Additional pedestrian amenities such as seating benches, attractive landscape such as free standing planter boxes, street furniture, etc., should be provided within the two entry plaza areas. 3. Parking lot configuration at the southern lot line should be compatible with parking solution in adjacent lot to the south. (Lot 3 - See Attachment A) Architecture: 1. Does the committee feel that stucco is an acceptable material to be used in conjunction with the brick for color and texture variation? Should the applicant introduce other material(s) into the elevations to provide texture and color variation, such as metal, wood, and/or brick of varying hues? 2. The angular elements at the corner of the buildings and at the windows should be replaced with curvilinear elements in order to complete the theme as shown in Attachment B. Add a roof element or detailing at the roof line that will create a break between the end of the building and the skyline and will also deemphasize the "box" look of the building. Landscape: 1. The landscape theme should be consistent with the Executive Center's Haster Landscape Plan. 2. The quantity of landscape materials (trees and shrubs) is deficient. It should be designed to meet City standards. 3. A continuous hedgerow should be provided along Red Oak Street to screen parking area. A pedestrian connection should be provided of the same texture used within the project from the building to the public sidewalk at Red Oak Street. 2. In order to provide for a building entry statement, additional pedestrian amenities such as seating benches, attractive landscape including free standing planter boxes, architectural theme/accent lighting, street furniture, etc. should be provided primarily at the northern plaza area. 3. Special consideration shall be given to the landscaped area along Red Oak Street by providing berming, hedge row, and treescape adequate enough to screen parking to the satisfaction of the City Planner. 4. The landscape plan should be consistent with the Executive Center's master landscape plan. DESIGN REVIEW COMMENTS 7:00 - 7:30 Chris November 20, 1986 ENVIRONMENTAL ASSESSMENT FOR DESIGN REVIEW 86-32 - LOT 5 PARTNERSHIP - The development of a 9,743 square foot, two story office building on .59 acres of land in the Industrial Park District (Subarea 7), lot 5 of the Office/Tennis Executive Center located at the northwest corner of Red Oak Street and Civic Center Drive - APN: 208-062-01. Oesign Parameters The site is currently vacant and rough graded. Lot 4 to the north is vacant and lot 6 to the west is under construction. Street improvements are complete except for drive approaches and sidewalk. Staff Comments Site Plan: 1. Pedestrian access from the buildings to the tennis courts should be provided by expanding the landscape finger as shown in Attachments A and B. 2. Minimum 25 square foot planter areas should be provided to the northerly double loaded parking area at a rate of one per four spaces. 3. The north side and the west side of the building are inconsistent with the master plan in that the proposed garages and the arcade have encroached into the landscape area. At a minimum, six foot wide planters should be provided along the west side in front of the arcade. 4. Special paving should be used at the building entrance and employee plaza such as exposed aggregate and brick pavers, or a combination of both. S. A texturized pavement consistent with the overall Executive Center should be used at vehicular entrances. 6. The 12 foot wide pedestrian connection leading from the arcade south to Civic Center Drive should be reduced to a maximum of five feet. Architecture: 1. The west elevation and the north elevation have not been provided with planter area for relieving the building mass with landscaping. Design Review Comments DR 86-32 November 20, 1986 Page 2 2. Should the employee patio area located at the corner of Red Oak Street and Civic Center Drive, being only 18 feet from street curbs, be moved back to meet building setback of 25 feet? Moving the patio back would allow sufficient area for mounding up to the patio wall and landscaping. Landscape: 1. Substitute the crape myrtles within the parking lot area with a canopy tree like the London Plane or American Sycamore except in the nodal pedestrian access area consistent with the Master Plan landscaping theme. 2. Shrub massing and specimen size accent trees at the two driveway entrances should be provided. 3. Groves of plum trees, rather than the three plum trees shown on the landscape plan, should be provided around the patio area. 4. Mounding and shrub massing should be provided around the patio wall. 5. Special landscaping and pedestrian amenities should be provided at the nodal intersection of lots 4, 5 and 6. (northwest corner) 6. Special landscape treatment such as increased number of trees, increased number of specimen size trees should be provided along Civic Center Drive and Red Oak Street and should be consistent with the Master Plan. 7. A continuous hedgerow should be provided along Red Oak Street to screen the parking area. 8. Shrubs should be planted against the building especially along the south and east elevation. Planted vine pockets should be added to the west elevation at the support pillars for the collonade and inbetween and on the sides of the garage doors on the north elevation. 2. Free standing planter boxes should be provided along the colonade and in the employee plaza area. 3. The employee plaza area should be moved away from the street intersection by increasing the setback area. 4. A grid pattern should be used on the garage doors and trash enclosures to reflect the pattern on the windows. 5. Mounding and shrub planting should be provided along the south and east elevations of the building and along the patio wall. 6. A new roof tile texture shall be submitted to Design Review for approval prior to bull ding permit issuance. 7. The landscape plan should be consistent with the Executive Center master landscape plan. 8. The applicant produced revised plans at the Design Review meeting which addressed staff comments: Site Plan numbers 1, 2, 4, and 5 and Landscape number 5.
