Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 6:00 p.m., Consent Calendar items will be reviewed between 6:00 p.m. 6:30 p.m., with the first design review item being heard at 6:30 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:30 - 7:00 (Steve H.) Committee Action: revised roof and parapet details as follows: The top of the parapet on the large flat stucco panels on the corner of the building should have cornice elements consisting of a 2 x 4 on top of a 2 x 10 and stucco-over to match the building. The roof overhang should hip back and tie into the vertical portion of the wall. The eave overhang should be redesigned to eliminate the 4 x 6 lattice element and exposed rafter tail and be replaced with a 2 x 8 facia painted to match the building trim. l'T 13808 - LEWIS {Tom) Committee Action: Review revised Tract Map per previous Design Review Committee comments. The Committee (McNiel, Vallette, Coleman} reviewed modifications to Tract 13808 and recommended approval of the project. DESIGN REVIEW COMMENTS 6:30 - 7:00 Steve H. January 17, 1991 ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 15060 - WILLIAM LYON COMPANY - A residential tract subdivision of 11 lots on 126 acres of land to create planning areas for future development of Victoria Lakes South, within the Victoria Planned Community, south of Base Line Road and east of the future Day Creek Boulevard - APN: 207-161-35 and 38; 227-171-03, 08, 20, 22 and 23. Abstract: The purpose of this "master" tentative tract map is to create planning blocks for future development of Victoria Lakes South. Separate applications will be processed to further subdivide and/or develop each master parcel. Furthermore, with approval of this master tentative tract map, precise road alignments, street sections, park and trail locations will be determined. In reviewing this project, staff's analysis has primarily been centered on the following objectives: 1. Consistency of the tentative tract with the Victoria Community Plan; and 2. Consistency of the design of all streets, parks, lakes and pedestrian nodes with the design parameters established by the Victoria Community Plan. Background: The application for the Victoria Lakes "Superblock" was formally submitted on June 27, 1990, following a period of conceptual review of design concepts for the lakes by the Planning Commission and various advisory Committees. The project has been formally reviewed by the Trails Advisory Committee with recommendations incorporated into the trails and park system. Staff Comments: In terms of overall design, staff has found the proposed tentative tract map to be consistent with the design of the approved Victoria Lakes South area development plan as amended by Ordinance No. 393 on March 1, 1989. Specifically, the detailed arterial/collector road system, parcelization, lakes design and trails designs are similar to the conceptually approved area development plans for the Lakes South area. However, the Committee should review the project in relation to the foll owing comments: The master plan for Parcel VII indicates a series of jagged edges along the east boundary, adjacent to the Lakes South Park site. The edges should be smoothed out to give a more natural appearance for any wall that will back up against the park. DESIGN REVIEW COMMENTS TT 15060 - WILLIAM LYON COMPANY JANUARY 17, 1991 Page 2 The approved street section for Day Creek Boulevard specifies a planting scheme identical to the conceptual landscape plans. However, for consistency purposes, the Committee should consider the approved palette in relation to the streetscape proposed along Day Creek Boulevard further to the north, within the Etiwanda North Specific Plan. Also, the Committee may wish to consider the addition of a unifying landscape element within the Day Creek Boulevard streetscape to mitigate the sharply defined difference between the east and west streetscape. The pedestrian plaza, at the south terminus of Victoria Park Lane, should have an expanded opening in line with the street to allow for a view shed to the lakes, as seen from Victoria Park Lane, per the conceptual pedestrian plaza design within the Victoria Community Plan. No perimeter walls are proposed to be constructed with this tentative tract map. Staff would recommend that the construction of all perimeter walls be withheld until the approval of individual subdivisions occurs. By doing this, site specific concerns (noise attenuation, potential paseos, etc.) can be considered prior to construction of the walls. As always, the perimeter walls will be required to be designed consistent with the existing Victoria wall theme. Design Rev~eN Cmmittee Action: Members Present: Larry McNiel, Wendy Vallette, Dan Coleman Staff Planner: Steve Hayes The Design Review Committee recommended approval of this project subject to the following conditions: The jagged edges along the eastern edge of Parcel VII should be smoothed out to provide a more natural and gradual transition between the future development on Parcel VII and the trail system along the western lake edge. The Committee recommended that, if pursued by both applicants, the landscape palette along Day Creek Boulevard through Victoria could be slightly different than the Day Creek Boulevard streetscape through the Etiwanda North area. The Committee did not object to the approved landscape palette as shown for Day Creek Boulevard in the Victoria Community Plan, with the exception of providing a dense hedgerow of fast growing, flowering evergreen shrubs along the east side of Day Creek Boulevard to protect debris from blowing DESIGN REVIEW COMMENTS TT 15060 - WILLIAM LYON COMPANY JANUARY 17, 1991 Page 3 into the Southern California Edison Utility Corridor, as well as to increase screening of the Utility Corridor from public view. This hedgerow should also be continued along the 9radens loop, Base Line Road and Church Street as needed to satisfy this concern. If a transition of landscape types between Victoria and Etiwanda North were to occur, the Committee recommended that a logical transition point would be at the future Route 30 Freeway/Highland Avenue. The pedestrian plaza design at the south terminus of Victoria Park Lane was acceptable to the Committee. It was recommended that the decorative paving area be of substantial concrete interlocking pavers, for ease of maintenance and a decorative appearance, if acceptable to the Engineering Division. The Committee reaffirmed that individual perimeter theme walls will be reviewed as each individual tract is reviewed by the Committee. Although not specifically reviewed until individual developments are proposed, the Committee stressed the importance of planning paseo or other pedestrian connections from each planning area to the park/trail system. The general concept of providing screened, 9ated access from the future multi-family projects to the trail system was acceptable to the committee. The developer should provide all median landscaping and landscaping between the curb and in front of the sidewalk with street construction and rough grading for the project (Phase I). No sidewalk should be provided along the east side of Day Creek Boulevard, with the exception of providing a walk from the future bus stops to the nearest intersections. The Committee recommended that the applicant select landscape elements from the Church Street median in Terra Vista for use in the Lakes South area to create consistency along the median. LANGE A proposal to develop a multi-tenant office/manufacturing complex on 2.96 acres of land in the Industrial Park District, (Subarea 7), located on the southeast corner of Elm Avenue and White Oak Avenue - APN: 208-351-62. Backqround: This project was approved by the City Planner on December 14, 1988. Subsequently, the applicant is preparing plans for plan check and the issuance of building permits. The applicant has been advised by the City's Building and Safety Division that Building E on the south edge of the subject site must either have a parapet wall or a two-hour fire resistant roof assemblage if a mansard roof is being used. The original approved elevations (see attached Staff Report) shows Building E with a mansard roof. Staff Comments: On November 24, 1990, the applicant submitted plans to the Design Review Committee proposing a parapet wall at the rear of Building E. The Committee (Chitlea, Tolstoy and Kroutil) did not recommend approval of the parapet wall. They recommended that the rear elevation remain unchanged and as approved by the Committee (McNiel, Melcher and Coleman) on October 4, 1990 (see attached October 4, 1990 Consent Calendar comments. The applicant is appealing the Committee's decision with revised plans indicating a parapet wall on the rear of Building E and the substitution of rool-up doors with storefronts. The substitution with storefronts indicates a change of building use from warehouse to office. Design Review Committee Action: Members Present: Larry McNiel, Wendy Vallette, Dan Coleman Staff Planner: Jerry Guarracino The Committee approved the modifications to the site plan and elevations subject to the following conditions: 1. The rear elevation of Building E should be revised in the following ways: a. Provide two sections of glass and brick at each end of the building, separated by three stucco/plaster sections in the middle of the building elevation. DESIGN REVIEW COMMENTS DR 88-34 - C.P. LANGE JANUARY 17, 1991 Page 2 Eliminate the bottom row of spandrel glass and increase the size of the brick area below the spandrel glass. The applicant should work with staff to revise the handicapped parking spaces which should be positioned adjacent to and incorporated into the entry walkways using the following techniques: Handi ca pped spaces and 1 oadi ng areas should be paved i n concrete to match the on-site wal kways. The handicapped logo should be embosed in the concrete rather than striped. Raise the grade of the handicapped spaces to provide a smooth transition between the parking lot and the top of sidewalk. d. Align the two handicapped spaces for Building E with the center courtyard and interlocking pavers. LA~: December 14, 1988 Page 2 II. ANALYSIS: General: The proposed use is in conformance with the goals and ~ent standards of the Industrial Area Specific Plan and is consistent with surrounding uses. The project has been reviewed by the Technical and Design Review Committees. After environmental clearance, final approval of the project will come through the City Planner with the appropriate conditions and special conditions. Design Review Committee: The Committee (McNiel, Emerick, Coleman) reviewed the project on November 3, 1988 and directed the applicant to address the below listed concerns and return to the committee for further review. The issues were: Site Plan 1. Planter areas should be increased on the north side of Building "E" in order to increase screening of the roll-up doors. 2. Textured paving accents should be in the same color as the roof material. The site plan should be revised to provide a building focus at the intersection of White Oak and Elm thereby reducing the amount of parking on Elm. 4. The Committee preferred a reduction in the number of compact spaces. 5. Details of the lunch court should be provided. Architecture The "blank" rear walls of Buildings "C", "D", and "E" should be broken up. Brick banding or columns were discussed; however, the applicant was given free range for a solution. The applicant redesigned the project to meet the concerns of the Committee and resubmitted for review. The Committee (f4cNiel, Emerick, Coleman) reviewed the revised project on November 17, 1988 and recommended approval. Environmental Assessment: Parts I and II of the Initial Study have been completed and no significant adverse impacts have been identified as a result of this project. The Design Review Committee (McNiel, Melcher, Coleman) approved the proposed modification to the east side of Building E subject to the brick veneer continuing across the entire length of the parapet, above the brick veneer pilasters, and that the east side of Buildings C and D have the same facade treatment. The Committee approved the interlocking concrete paver as proposed with a mix of 1/3 red, 1/3 brown and 1/3 charcoal equal to Perma Concrete's Burst #2 standard color in a "Jupiter" pattern. 2. DR 12332-2 - JCC DEV (Bev} Committee Action: Review of deletion of mullions on windows. The Committee (Melcher, McNiel, Coleman) requested that the applicant provide examples of how he intends to upgrade the window trim in-lieu of using multi-paned windows. The proposal as presented was not acceptable and further refinement of all windows will be necessary.
