Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:0D - 6:00 p.m., Consent Calendar items will be reviewed between 6:00 p.m. - 6:30 p.m., with the first design review item being heard at 6:30 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:30 - 7:00 (Steve R.) The Committee (Chitiea, Tolstoy, Kroutil} reviewed the trailer design and recommended approval subject to the following: 1. The trailer should be painted to match the wall color. No mechanical equipment attached to the trailer should project above the top of the wall. DESIGN REVIEW COMMENTS 6:30 - 7:00 Steve R. February 7, 1991 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 90-19 - FORIA INTERNATIONAL The development of a 72,000 square foot building consisting of 58,000 square feet of warehouse area and 14,000 square feet of office space on 4.0 acres of land in the General Industrial District, Subarea 11, of the Industrial Area Specific Plan, located on the north side of Mission Park Drive between Buffalo Avenue and Richmond Place - APN: 229-263-54 and 55. Background: The Committee (Tolstoy, Melcher, Kroutil) first reviewed this project on December 20, 1990. At that meeting the Committee made the following comments: The amount and use of accent materials should be modified to avoid a "busy" appearance. Suggested methods of alleviating this concern include the following: The area of emphasis for significant articulation should be from the Mission Park Drive entrance eastward to the southeast corner of the building and wrapping around for the entire length of the building's east elevation. However, all three entrances should be provided with architectural elements which provide a unifying theme. The polished granite accent material should be utilized more extensively at eye level (in the area of primary pedestrian activity) in order to enjoy its aesthetic qualities. Glass (vision and spandrel) should be utilized in a different manner. It was suggested that glass be utilized as a more integral part of the overall architectural design, not as a solitary element. Vertical reveal lines of equal size to the horizontal reveal lines should be utilized to provide for uniform material/color transitions. The color scheme was not formally reviewed by the Committee for it may be subject to change given the recommended revisions to the architectural scheme. However, the Committee did recommend that sandblasted concrete areas not be painted to maintain a more natural appearance and for ease of maintenance. The employee plaza/lunch area should be relocated to an area more accessible to the majority of employees and away from the major ingress/egress location. It was suggested that it could be located DESIGN REVIEW COMMENTS DR 90-19 - FORIA INTERNATIONAL FEBRUARY 7, 1991 Page 2 along the east side of the building, along the Buffalo frontage, with dense landscaping adjacent to the plaza to provide an aesthetically upgraded streetscape. Additional landscaping, consisting of specimen size trees, should be provided adjacent to the Mission Park Drive entrance to provide for an upgraded view corridor when entering the project from this point. Revised plans were brought before the Committee on January 3, 1991 to give the applicant additional direction for revising the plans. After viewing the plans, the Committee had the following comments: The revised front entry concept No. 2 was preferred to concept No. I for the main entry at the southeast corner of the building. The area of emphasis for significant building articulation should be from the Mission Park Drive entrance eastward to the southeast corner of the building and wrapping around for the entire length of the building's east elevation. Elements of the entry design should carry over into these areas. Glass should extend further along the south and east elevations from the main entry. A greenish mirrored glass which complements the green accent trim may be more appropriate than the blue glass which is proposed. In addition, it was noted that green polished granite may be preferable to the proposed color. Samples of these materials should be submitted if they are proposed. An increase in the building height near the entries could help to add vertical interest to the building. The wrought iron trellis structures should be eliminated from the design concept because it is not compatible with the architecture of adjacent buildings. The lunch court design should be more complimentary to the building's design. Elements used at the entries should be integrated into the design of this area. The center of the building's south elevation still needs additional interest. The building plane should undulate and increased landscaping should be provided along this elevation. Staff Comments: Staff has worked with the applicant to address these concerns in the revised submittal, but additional direction is needed from the Design Review Committee on the following items: DESIGN REVIEW COMMENTS DR 90-19 - FORIA INTERNATIONAL FEBRUARY 7, 1991 Page 3 1. The buildin9 entries at the southeast and southwest corners of the site may need additional work. 2. Additional landscaping should be provided adjacent to the Mission Park Drive entrance as well as in front of the building to provide an upgraded view corridor when entering the project from this point. The landscaping opposite the entrance may need to be revised to a more conventional design. 3. The employee lunch area needs additional landscaping, in the form of raised planters and possibly tree wells. Trees and shrubs should be planted around the exterior wall of the lunch area. Desiqn Review Committee Action: Members Present: Suzanne Chitlea, Peter Tolstoy, Otto Kroutil Staff Planner: Steve Ross The primary concern of the Design Review Committee was that their previous comments had not been incorporated into a harmonious architectural concept for the building. The various architectural elements seem disjointed and do not combine to create one consistent design theme. Therefore, the Committee could not recommend approval of the project at this time. The applicant was instructed to review the previous comments from the Design Review Committee meetings of December 20, 1990 and January 3, 1991. In addition, the Committee made the following comments relating to the current design proposal: 1. The design of the entries at the southwest and southeast corners of the building must be fine-tuned to make a proper architectural statement. The individual materials and elements used to construct the entries are fine but they have not been arranged in a complimentary manner. 2. If an arbor structure is to be constructed in the central landscaping area opposite the Mission Park Drive entrance, it should emulate the same elements located at the entries. The current design is not consistent with the rest of the building. The lunch area has not been designed to be an inviting place eat. Care should be given to the height of the screen walls landscaping should be used to soften its appearance from interior as well integral to and the as outside. The areas should appear to be an part of the building but must also be of a human scale. It has been suggested that an increase of the building height at the southeast and southwest corner of the building create more of an entry statement for the buildings.
