Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets- After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. The Design_ Review Committee (McNiel, h ed Tolstoy, Coleman) reviewed t e revis elevations and did not recommend approval. The Committee felt that the design of the 3450 and 3500 plans more closely depicted the intent of the Hillside Ordinance. The 5400 plan was approaching the direction previously requested by the Committee. The 4000 and 4300 plans, however, still require additional work to bring the scale and massing of the buildings down. Additional sketches should be submitted for Committee review. The applicant should consider greater use Of single story units within the project. TT 13717 - WESTERN pROPERTIES ( Anna-Li sa ) Committee Action: Revised recreation building elevations. The Committee (McNiel, Tolstoy, Coleman) reviewed the revised recreation building elevations and denied the request for conceptual approval. The Committee has requested that the item come back as a regular Design Review Committee item once the architecture has been revised. The Committee, at this time, could not support the project due to its marked lack of articulation, utilization of innovative materials and multi-planes (or pop-out elements). The Committee has recommended that the applicant utilize the elements of the originally approved recreational building within the scale down. CONSENT CALENDAR AGENDA JULY 18, 1991 Page 2 13951 - CBOI3 (Bey) Committee Action: Location of sidewalk on north side of Wilson Avenue. The Committee supported the continuation of a sidewalk on the north side of Wilson to Beryl Avenue. The Committee approved a section which provided a 26-foot right-of-way which accommodates both a community trail and a sidewalk. The remainder of the originally proposed Lot A should be deeded to the church property to the north. DESIGN REVIEW COMMENTS 6:30 - 7:00 Bev July 18, 1991 DESIGN REVIEW FOR TENTATIVE TRACTS 14380, 14381, 14382 (3 PHASES OF TRACT 13527) - WATT INLAND EMPIRE - The design review of building elevations and detailed site plan for a previously approved tentative tract map consisting of 152 single family lots on 51.6 acres of land in the Low Residential District (2-4 dwelling units per acre), located north of 24th Street and west of Etiwanda Avenue - APN: 225-071-65. Background: The above project was approved by the Planning Commission on September 26, 1990. A modification to the Tentative Tract Map was approved by the Planning Commission on March 27, 1991. This modification provided for a temporary on-site detention basin at the northwest corner of 24th Street and Cervantes Place. The basin will remain until such time in the future that the developer is allowed to construct more permanent detention facilities within the Etiwanda Creek Spreading Grounds- Conditions of approval require that the proposed on-site detention basin shall be reviewed and approved by the Design Review Committee prior to the issuance of building permits for any phase of Tentative Tract 13527. Staff Comments: The landscape plan as submitted indicates a hydroseed mix along the basin slope, mainly for erosion control. The mixture consists of natural grasses and annuals. Staff has recommended that some taller shrub species (such as Acacia or Rhus) be included in the slope planting area. An additional hydroseed mix is called out along the north side of 24th Street. AS proposed at this point, 24th Street will only be improved with interim half street improvements. The proposed landscaping is temporary and will be removed when 24th Street is fully improved. This hydroseed mix contains native as well as exotic annuals and groundcover. Also, Eucalyptus maculata is planted along this frontage. Groupings of Eucalyptus maculata and Eucalyptus sideroxlon have been planted at the top of the detention basin slope- The sizes of the trees are composed of 50 percent 1-gallon, 30 percent 5-gallon and 20 percent 15-gallon. The smaller sizes have been proposed since the landscaping is temporary and since the landscape architect feels the trees will be more easily established. Staff feels the concept is acceptable, however, additional trees should be concentrated along the northerly boundary to screen the basin from proposed residences to the north. The more highly visible portions of the fence should be planted with vines for additional screening. Design Review Comm{ttee Action: Members Present: Larry McNiel, Peter Tolstoy, Dan Coleman Staff Planner: Beverly Nissen The Committee approved the conceptual landscape plan with review the following items: 1. staff to The Eucalyptus trees on 24th Street and on the northerly boundary should be partially replaced with another species of tree which will provide a lower canopy and greater screening potential. TUbular steel should be used in place of the proposed chain link fencing. Vines should be planted along the tubular steel fence for screening purposes. The irrigation system should be designed to provide a separate system (either drip or bubbler) for the row of trees. A separate series of heads should be provided for the groundcover along the slope. July 18, 1991 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 91-01 VICTORY CHAPEL - A request to locate a temporary modular multi-purpose building of 912 square feet on the site of the existing 6,000 square foot Victory Chapel, located on .74 acres of land in the Industrial Park District (Subarea 7) of the Industrial Specific Plan at 11837 Foothill Boulevard, west of Rochester Avenue - APN: 229-011-21. Related File: Variance 91-07 Background: Victory Chapel received Planning Commission approval for Conditional Use Permit 82-06 to occupy the existing winery building on-site on June 9, 1982. Since that time, the church has grown to the point where the existing building is no longer sufficient to serve their needs. Therefore, the applicant moved a modular trailer on their property for children's classes, youth ministries and various social functions, prior to filing a Conditional Use permit application- Since contacted by the City, the applicant has been actively processing this application. On April 24, 1991, the Planning Commission directed the applicant to file a Variance application to waive the requirement for a master plan for permanent buildings. The Variance has been received by staff and will be reviewed concurrently with the Conditional Use Permit by the Planning Commission at such time this project is recommended for approval by the review Committees. Therefore, the scope of review tonight should only cover the temporary trailer and related improvements; a future permanent building to replace the module will not be reviewed unless the Commission directs the applicant to do so by denying the related Variance. Design Parameters: The site currently contains the existing Victory Chapel building, 63 parking spaces, and a landscaped area on the northeast portion of the site. The entire southern portion of the site is an asphalt area striped for parking; it contains no landscaping- Also, as mentioned earlier, the modular building in question is currently on-site, in an asphalt area behind the Chapel building, not conflicting with any parking areas. It is not being utilized at this time- The frontage on Foothill Boulevard serves as the primary access for the site, and a dirt access from Rochester Avenue south of the Cowgirl Theatre parking lot provides a secondary point of ingress/egress. The site slopes from north to south at approximately 3 percent. Staff Comments: The following comments are intended to provide an outline for Committee discussion. DESIGN REVIEW COMMENTS CUP 91-01 - VICTORY CHAPEL JULY 18, 1991 Page 2 Major Issues: The following broad design issues discussion regarding this project. 1. will be the focus of Committee The modular building should be more compatible with the existing Chapel building. Suggested items include an alternate skirting material (rock, brick), painting and texturing the module to match the existing building, stepped roofs, overhangs and walkways. Dense landscaping, including box size columnar evergreen trees and fast growing evergreen shrubs, should be provided along the south, west, and east elevations of the temporary building. The feasibility of the continued potential health of the proposed potted trees and shrubs should be discussed by the Committee. Secondary Issues: Once all the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. Box size trees should be concentrated along visually prominent portions of the parking lot (i.e-, southern and western boundaries). The Committee should discuss possible alternatives to planting trees directly into the ground (i.e., pots, etc.) due to the anticipated short life span of the project. A wood sided exterior skirting closely resembling the siding on the trailer should be utilized. The trailer should be painted to match the existing chapel building as close as possible. A drip irrigation system should be used within all tree pots. The irrigation system should be on an automatic controller system to insure proper watering. ~3 I .
