Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recormnendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 p.m. 5:45 p.m., Consent Calendar items will be reviewed between 5:45 p.m. - 6:30 p.m., with the first design review item being heard at 6:30 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:30 - 7:00 (Anna-Lisa) DEVELOPMENT REVIEW 91-19 - FIORENZA - Review of a single family residence in the Hillside area, located at the southeast corner of Cactus Court and Tackstem Street - APN: 1074-311-07. 7:00 - 7:30 (Steve R.) DESIGN REVIEW FOR TRACT 13280 - LUSK COMPANY - The design review for building elevations and detailed site plan for a previously approved tentative tract map consisting of 145 single family lots on 23.9 acres of land in the Low-Medium Density Residential District (4-8 dwelling units per acre) of the Victoria Planned Community, located at the northeast corner of Base Line Road and Ellena West - APN: 227-081-06. After reviewing the revised site plan, the Committee (McNiel, Vallette, Coleman) felt that the additional landscape area would be sufficient provided the following occurred on the adjacent property: A minimum 50-foot building setback should be provided from the site boundary to any future residential structure. A non-buildable easement should be recorded to ensure compliance with the future development. A 25-foot landscape area should be provided on the residential site to create a combined 35-foot landscape area. In addition to the landscape and building setback, the Conmaittee felt that noise attenuation methods should be explored for installation at the site boundary. DESIGN REVIEW COMMENTS 6:30 - 7:00 Anna-Lisa December 5, 1991 DEVELOPMENT REVIEW 91-19 - FIORENZA Review of a single family residence in the Hillside area, located at the southeast corner of Cactus Court and Tackstem Street - APN: 1074-311-07. Background: The proposed project is located within the Haven View Estates. The Hillside Development Ordinance requires that the floor pad be "stepped" to fit the natural contour of the land. The proposed house has been designed to meet the special needs of a handicapped person; hence, the house has a flat pad. The single story house falls well within the building envelope. Staff Comments: Grading: The design concept of a flat pad house has resulted in importing 925 cubic yards of soil to fill on the downhill side of the lot. Short, 2-3-foot stem walls are used on the downhill side to bring the house walls down to meet grade. The grading scheme alters the existing 10 percent existing grade to 31 percent on the southerly portion of the lot. The proposed contours should be revised on the east side of the lot as shown in attached Exhibit "A". Architecture: The design is contemporary style with strong horizontal lines broken by the triangular shaped intersecting gable roof ends. The simple, unadorned stucco exterior features articulation in the form of recessed elements, and pop-out columns. The 2 x 4-inch painted wood window trim should either be larger pieces or stucco-over. Design Review Com{ttee ACtion: Members Present: Larry McNiel~ Wendy Vallette, Dan Coleman Staff Planner: Anna-Lisa Hernandez The Design Review Committee approved the conceptual design of the residence with the following revisions: The trim detailing around the windows should be increased to 2 x 6 and treated with stucco. In addition, all fascias should also be treated with stucco and painted to match the building. 2. The posts supporting the entry overhead structure should be increased in size to achieve balance and proportion. DESIGN REVIEW COMMENTS DR 91-19 - FIORENZA DECEMBER 5, 1991 Page 2 The lattice work on the balcony structure of the south elevation should be designed to withstand high speed winds within the area. December 5, 1991 DESIGN REVIEW FOR TRACT 13280 - LUSK COMPANY - The design review for building elevations and detailed site plan for a previously approved tentative tract map consisting of 145 single family lots on 23.9 acres of land in the Low-Medium Density Residential District (4-8 dwelling units per acre) of the Victoria planned Community, located at the northeast corner of Base Line Road and Ellena West - APN: 227-081-06. Background: The Design Review for Tract 13280 was originally approved by the planning Con~nission on December 13, 1989. The request for a time extension of this approval is scheduled for the Planning Commission meeting on December 11, 1991. The applicant is proposing to revise the original elevations in response to market changes. The tract consists of 145 single family lots which range in size from 4,000 to 9,000 square feet. The average lot size is 5,165 square feet, and typical lot dimensions are 45 feet wide by 90 feet deep. Required property line setbacks are 5 feet on the sides, 20 feet in front, and 15 feet in the rear. Staff Coments: The following comments are intended to provide an outline for Conunittee discussion: The applicant is proposing to make minor modifications to each of the approved elevations- The proposal generally involves the redesign of windows, pot shelves, and other pop-out elements which were added during the Design Review process. None of the changes will affect the floor plans. The proposed changes have been well thought out and do not detract from the approved architectural plans. Therefore, staff supports the changes as proposed. Desi9n Review CoMittee Action: Members Present: Larry McNiel, Wendy Vallette, Dan Coleman Staff Planner: Steve Ross The Committee approved the revised elevations with a condition requiring that double-glazed windows be provided on the interior side elevations of the first floor of all units, in addition to any sound attenuation measures which may be required by the acoustical report. DESIGN REVIEW COMMENTS DR 13280 - LUSK COMPANY DECEMBER 5, 1991 Page 2 The Committee also suggested that the applicant explore the possibility of including single story homes in the tract to meet alternative housing needs and to break-up the massing of the streetscape.
