Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Comittee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:45 p.m., Consent Calendar items will be reviewed between 5:45 p.m. - 6:30 p.m., with the first design review item being heard at 6:30 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:30 - 7:00 (Nancy F.) DEVELOPMENT REVIEW 91-15 - MONARCH FOODS (SHAKEY'S) The development of a 5,000 square foot restaurant within the Terra Vista Town Center in the Community Commercial District of the Terra Vista Planned Community, located at the north side of Foothill Boulevard, east of Haven Avenue - APN: 1077-421-76. Committee Action: The Committee (McNiel, Kroutil) reviewed the storefront design and felt that it did not tie in with the building design or the center design- The Conunittee requested that alternatives be pursued. '3. DRIVE-THRU POLICY ( Steve H./Scott ) Committee Action: Consideration of requirement for drive-thru lanes to be screened by building (i.e., Burger King). The Committee reconunended that the site plan designs being proposed by Carl's Jr. and In N' Out Burger fast food restaurants may be pursued as proposed. The Committee felt the proposed building orientation and drive-thru lane configuration would be able to meet the intent of the interim drive-thru policies by screening the drive-thru lane with substantial berming and dense landscaping. However, the Committee expressed concern with the proposed site plan for the Taco Bell restaurant in the Vineyards Marketplace Shopping Center. Visibility of standing vehicles in the drive-thru lane and pick up window orientation did not meet the intent of the interim drive- thru policies. DESIGN REVIEW COMMENTS 6:30 - 7:00 Nancy February 6, 1992 DEVELOPMENT REVIEW 91-15 - MONARCH FOODS (SHAKEY'S) - The development of a 5,000 square foot restaurant within the Terra Vista Town Center in the CoreRunity Commercial District of the Terra Vista Planned Co~ununity, located at the north side of Foothill Boulevard, east of Haven Avenue - APN: 1077-421-76. Staff Comments: The Committee (Tolstoy, Vallette, Kroutil) reviewed the proposed design on January 2, 1992 and recommended that the project be revised to address the following items: The tower element in the middle of the building is out of proportion with the rest of the building. A proper transition should be provided from the flat roof to the top of the element. The Committee stated that outdoor seating area is encouraged- However, the stone colums shall meet the ~uinimum building setback. The Committee agreed to a Minor Exception to decrease the building setback from 38 feet to 34 feet. The stairs going up to the main building should be of decorative textured materials consistent with the theme established in the center. Shrubs ~k~ssing and vines should be provided to discourage pedestrians from walking through the planting areas along the east elevation. However, two landing areas should be set aside for pedestrians to step onto the walkway. Landscape area should be provided to the north side of the trash enclosure area. The overhead trellis work for the trash enclosure. area should not overhang into the parking space. The pedestrian walkway north of the trash enclosure area should be connected to the easterly parking area. 7. A loading/delivery parking space should be provided. The Committee agreed to review sketches and overlays that addressed the above design issues at the meeting. Design Review Com~{ttee Action: Members Present: Larry McNiel, Otto Kroutil Staff Planner: Nancy Fong DESIGN REVIEW CO~ENTS DR 94-15 - MONARCH FOODS (SHAKEY'S) FEBRUARY 6, 1992 Page 2 The Committee reviewed the revised site plan and the four alternative sketches of the tower element provided by the applicant at the meeting. The applicant also stated that the delivery trucks are normally 30 feet long. The Committee recommended approval of the project subject to the following conditions: The tower element should be of the shorter plaster dome with an architectural element at the top of the dome instead of the proposed ball. The pedestrian connection located north of the building should be modified to decrease the width of the connection subject to City Planner review and approval. The design of the walkway should be of integral color Concrete, 42 inches square, consistent with the shopping center. The proposed loading/delivery parking space should be increased to the minin~m size of 22 feet by 12 feet.
