DESIGN REVIEW COMMITTEE MEETING OF MAY 21, 1992
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 5:45 p.m., Consent Calendar items will be
reviewed between 5:45 p.m. 6:30 p.m., with the first design review
item being heard at 6:40 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

The Design Review Committee (Chitiea,
McNiel,. Kroutil) reviewed the proposed
building material and approved its
use.

DEVELOPMENT REVIEW 91-15 - MONARCH FOODS (SHAKEY'S) - The review of the
final design for the dome element for Shakey's restaurant, located in
the Terra Vista Town Center - APN: 1077-421-76.
Background:
Shakey's restaurant was approved by the Planning Commission on April 8,
1992. One of the conditions of approval requires that the final design
of the dome and the element on top of it shall be subject to Design
Review Committee review and approval prior to issuance of building
permits. The applicant has not started the Plan Check process for the
restaurantlto date.
Staff Comets:
The applicant has submitted two schemes for the Committee to review at
the meeting. One of the schemes is the original dome conceptually
approved by the Commission on April 8, ~992. The applicant has not made
any changes to this design. In lieu of making changes to the dome
design, the applicant proposes a new scheme which consists of a hip roof
tower design with a pole element on top- The following are staff
comments on the two schemes:
1. Dome tower:
Instead of painted plaster, ceramic tiles could be added to the
dome. Another alternative is to add a cupola on top of the dome.
2. Hip roof tower:
The hip roof tower design is safe in that it is better integrated
into the building design and is more in keeping with the design of
the center.

The Committee reviewed the dome design as conceptually approved by the
Commission and a new scheme consisting of a hip roof tower design. The
Committee felt that the dome design would add an interest to the
building more than the hip roof tower design. However, the Committee
could not reach a consensus on whether the dome should remain plastered
or should have ceramic tiles added to it, and referred the matter to the
full Commission for review.
