SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF SEPTEMBER 1, 1992
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Consent
Calendar items will be reviewed between 5:00 p.m. - 5:30 p.m., with the
first design review item being heard at 5:40 p.m. Please notify our
department if you will be unable to attend the meeting.

PERIMETER WALLS FOR FIRE STATION #3
Background:
The Planning Commission approved Fire Station #3, to be located on Day
Creek Boulevard, north of Base Line Road, in December of 1991. A
condition Of approval requires Design Review Committee approval Of the
perimeter wall design along Day Creek Boulevard.
The station architecture borrows heavily from the craftsman style: low
pitch roofs, wood siding, timber detailing, and a significant amount of
river rock at the base of the building (please see attachments).
At issue is the design concept for the perimeter wall along Day Creek
Boulevard frontage. The full Commission was not comfortable with the
architect's original design for the wall; hence the need for Design
Review Committee review.
Staff Comments:
In staff's view, there are the following alternatives available:
Wall design based on the building's architecture, i.e., river rock
pilasters, concrete caps, and wall panels of compatible material.
Wall design closely based on the Victoria perimeter wall, i.e., 4'
wide tan slumpstone pilasters, with texture coated slumpstone
panels in between.
Wall design generally compatible with the Victoria theme wall, but
incorporating some elements of the station's architecture.

The Committee approved the wall design as follows:
The Day Creek Boulevard wall shall be battered river rock
pilasters, with white texture coated slump block panels in
between. The wall panels shall match the established construction
details for Victoria (i.e., 6" x 6" x 16" slump block with a 8" x
4" x 8" slump block "Row Lock" scored cap).
The walls flanking the security gate, facing the cul-de-sac street,
and the last panel curving into the southeast corner of the
building at the intersection, shall be battered river rock
pilasters, with river rock panels (no batter) in between.
