DRC2006-00551 and redesignate the Hellman Avenue Street Trees as a
Historic Landmark, located on the west side of Hellman Avenue, south of
19th Street to Base Line Road. The project is categorically exempt under
Section 15308 as a Class 8 exemption of the guidelines for the California
Environmental Quality Act. This item will be forwarded to the City Council
for final action. CONTINUANCE REQUESTED TO THE JULY 27, 2011

the California Environmental Quality Act. This item will be forwarded to the City Council
for final action. CONTINUANCE TO THE JULY 27, 2011 MEETING DATE
REQUESTED.
BACKGROUND AND RECOMMENDATION: Staff scheduled this item to be reviewed by the
Historic Preservation Commission at the July 13, 2011 meeting. However, staff is requesting a
continuance of this item to the next Historic Preservation Commission meeting on July 27, 2011 to
allow for additional time to research the proposed landmark designation application and to further
analyze any potential impacts.

Subject: UPDATE TO THE HISTORIC PRESERVATION COMMISSION — Repainting the
exterior of the Norton-Fisher house, a designated historic landmark located at 7165
Etiwanda Avenue —APN: 0227-131-23.
BACKGROUND: The Norton-Fisher House, estimated to have been built in 1895, was built as a
single-story house constructed of wood in the Folk-Victorian style within the Etiwanda community. It
was designated as a Historic Landmark in 1988, and sits just north of Grapeland Elementary School.
The house was relocated to the north portion of the property in 2001 to allow for the construction of
school. The house is currently owned by the City, has been rehabilitated and is leased by West End
Family Counseling Services.
UPDATE: During its rehabilitation, the house was repainted to a crimson color with dark trim. Due to
the hazards of removing lead-based paint (especially with the school in close proximity), the paint was
encapsulated and painted over in 2005. The paint is now peeling and therefore the house will need to
• be repainted. Staff met with Marsha Banks from the Etiwanda Historical Society on June 8, 2011, and
concluded that the appropriate period color for this house is white. There were no "painted ladies" in
Etiwanda. Staff also spoke with John Anicic and requested a letter be submitted from the Board
giving their blessing on the new white color.
Staff received a letter from the Etiwanda Historical Society on June 27, 2011, indicating they were not
in favor of the color selection of "peach." Staff is unaware of where the reference to the peach color
came from and still suggests the color of white for the structure.
Staff has also notified West End Family Counseling Services of the new paint color, which they have
also agreed to. Staff will schedule the painting to be performed while school is out for the summer
(mid-July).
RECOMMENDATION: Staff recommends that the Historic Preservation Commission file the report for
future reference. No action is needed at this time.

We have recently been made aware the City of Rancho Cucamonga will be
repainting the Norton-Fisher House located at 7165 Etiwanda Avenue, Etiwanda,
CA 91739. We also have been informed that the Norton-Fisher House (House)
will be repainted in a peach color.
• We disagree with the choice of color and respectfully request that the color to be .
used be white. White is an appropriate color for the House since it is a color that
houses in the Etiwanda Area at that time were painted and the color maintains
the historic aesthetics of the House and its surrounding area.

Dear Ms. Nakajima and Historic Landmark Commission:
As a resident of the Hellman Avenue neighborhood under consideration for historic landmark
designation, I am very concerned about how the plans, if implemented,will affect the safety of
our children and residents.
Currently, many of the properties on either side of Hellman Avenue, between Baseline and 19th
Street, do not provide sidewalks for public use. The street is long and narrow, without stop
signs. The posted speed limit is 35mph, but cars often exceed that. Without a continual length
of sidewalk,there is no safe route for children or residents to take to the local schools, parks,
friends' homes, the bike/hiking trail, or to simply walk around the neighborhood.
Unimproved areas of Hellman Avenue, between 19 Street and Baseline, are relatively narrow,
affording one lane of traffic in each direction. Cyclists riding along sections of Hellman are not
provided a lane or shoulder. Residents or visitors, cannot park on Hellman without obstructing
traffic. Visitors must park on neighborhood side streets (many without sidewalks) and walk in
the street, with traffic, or across neighbor's properties, around bushes,trees, and fencing, to
reach their destination. Cars must swerve into oncoming lanes, around bicyclists and
pedestrians, as the narrow road does not afford room for "sharing". The mailman, trash
collector, and public works vehicles block traffic. Pedestrians, cyclists, and waiting motorists
have little alternative than to enter oncoming lanes to pass parked automobiles. As
pedestrians, cyclists, or motorists transition from a wider portion of the street to an
unimproved area, parked vehicles block the view of the road ahead. When cars are coming in
both directions, and a cyclist, pedestrian, mailman,trash collector, or parked vehicle is on the
road, all of the parties are put in danger.

When we purchased our home, eleven years ago, we were told that as the houses on Hellman
Avenue were significantly modified (remodeled),the owners were to add sidewalks and gutters
to the fronts of their properties. We bought with the understanding that one day, our
neighborhood would offer a safe means of transport for our family and visitors. While we have
lived here, four properties, on the west of Hellman Avenue, have undergone major
modifications but have not added gutters or sidewalks.
Please reconsider designating the west side of Hellman Avenue, between 19`h and Baseline, as a
historic landmark. I would very much like to see our neighborhood provide a safe route of
travel for residents and their visitors.
