Regular Meeting
August 24, 2011
Chairman Munoz called the Regular Meeting of the City of Rancho Cucamonga Historic
Preservation Commission to order at 7:00 p.m. The meeting was held in the Council Chambers at
Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.
Chairman Munoz then led in the pledge of allegiance.

PUBLIC COMMENTS
Ed Dietl requested signs along our local freeways for Foothill Boulevard as Historic Route 66 to
promote local tourism.
COMMISSION BUSINESS AND COMMENTS
Commissioner Fletcher thought that the idea of renaming Foothill Boulevard to Route 66 had been
brought up before to the Council but he was unsure as to what the status of this idea was.
• Chairman Munoz asked staff for a report on this status of this request.

Subject: POINT OF HISTORIC INTEREST DESIGNATION DRC2011-00851 - LEWIS
OPERATING CORPORATION -A request to designate the DeBerard Ranch as a Point
of Historic Interest, located at the southwest corner of Sixth Street and Archibald
Avenue - APN: 0210-062-08. Related file: Tentative Tract Map SUBTT18804. The
project is categorically exempt under Section 15308 as a Class 8 exemption of the
guidelines for the California Environmental Quality Act. This item will be forwarded to
the City Council for final action.
BACKGROUND
A. Historical Significance: This property was known as the DeBerard Ranch that belonged to
Wilford H. DeBerard, an early Rancho Cucamonga rancher. He was also an engineer for the
Hoover Dam and worked as a city engineer in Chicago. He built a house on this property in
1904 and established vineyards and orchards. In 1934, several prominent families in the
Cucamonga region formed the Cucamonga Pioneer Vineyard Association, including the Hofer,
Thomas, DeBerard, Milliken, and Belcher families. The association purchased the California
• Wine Association winery from Garrett and Company and became the first co-operative in
Cucamonga to own and operate its own winery. His sons, Harry and Art, managed the ranch
after Wilford's death. His grandson, Robert DeBerard owned the property until 2004.
B. Site Characteristics: The DeBerard property site is located on the southwest corner of Sixth
Street and Archibald Avenue. The site is 18.7 gross acres and is designated as Low-Medium
(LM) Residential. Just across the street, east of Archibald Avenue was the Lucas Ranch
property. The winery building leased from Lucas Ranch is currently known as the Biane
Winery, formerly Padre Winery.
ANALYSIS
A. General: In 1994, a fire partially destroyed the DeBerard house which was subsequently
demolished because it was determined that there was over fifty percent structural damage.
The memorandum of the incident and accompanying photographs are attached as Exhibit A.
There is a footprint of the building that is still visible, as well as various trees and rubble.
According to the Rancho Cucamonga Industrial Area Specific Plan Subarea 16 Redesignation
Environmental Impact Report (EIR), the property also contained several barns and out
buildings used for storing agricultural equipment; three were board and batten construction,
and others were built of corrugated sheet tin. Those outbuildings were also demolished
sometime between 1996 — present. A wide variety of mature trees were interspersed
throughout the ranch including deodar, acacia, date palms, pomegranate, avocado,
eucalyptus, walnut, pepper trees, palms, peaches and citrus.
• The Subarea 16 EIR notes that "in the absence of the 1910 ranch house, the remaining
structures onsite do not appear eligible for the National Register, or for Local Landmark

designation. As an example of supporting ranch structures (outbuildings, barns, sheds) and
landscaping and cultivation (extant vines, small citrus groves, windrow, etc.) the DeBerard
property appears eligible for designation as a Rancho Cucamonga Point of Historic Interest"
(5.12-4). Staff concurs that without the main structure, the site only qualifies as a Historic
Point of Interest, which is merely recognition for historical purposes. Staff recommends that a
commemorative plaque be installed when the property is developed.
At this time, the Commission is asked to review the Point of Historic Interest designation
application because it is related to the tract map request that includes 55 single-family lots and
12 lots for condominium purposes for a proposed 119 unit development (55 single-family
residences and 64 multi-family residences - case file: SUBTT18804), also on tonight's
Planning Commission agenda. •
B. Environmental Assessment: The project is categorically exempt under Section 15308 as a
Class 8 exemption of the guidelines for the California Environmental Quality Act.
FACTS FOR FINDING: Section 2.24.010 states that the Council may designate a property as a
Point of Historic Interest, if it meets the requirements applicable to Historic Landmarks under
paragraph B of Section 2.24.050. Points of Historic Interest shall not be required to retain integrity
from their periods of significance.
A. Historic, Cultural, and/or Architectural Significance:
Finding 1: It is or was once associated with events that made a significant contribution to the •
broad patterns of local or regional history or the cultural heritage of California or the
United States.
Fact/s: At the time prohibition was repealed in 1933, DeBerard and other prominent local
vintners formed the first co-operative in Cucamonga. He was part of an important
group that formed the Cucamonga Pioneer Vineyard Association. This association
purchased the California Wine Association winery from Garrett and Company and
became the first co-operative in Cucamonga to own and operate its own winery.
This was the period when wine making boomed and the wine-making industry
shifted from small to large-scale production operations. "In order to compete with
large-scale wineries, small-scale wineries joined with one another to form
cooperatives such as the Cucamonga Pioneer Vineyard Association (formed
1934), which allowed association members to pool fruit and share revenue on a
percentage basis determined by the quantity of fruit contributed by each grower.
Operating out of a winery located east of Haven Avenue, just north of the Santa Fe
Railway (demolished), the Cucamonga Pioneer Vineyard Association is described
as, 'Cucamonga Valley's first mutual marketing group of grape growers.'
Cucamonga Pioneer Vineyard Association focused heavily on pricing and
marketing of its products, responding to the Depression Era need of grape growers
to turn a profit and take advantage of the renewed, post-Prohibition market for
alcohol products. Also benefitting cooperative grape growers at the time,
cooperative associations received exemption from federal income tax, with
individuals rather than the association required to pay tax on their portion of the •
profit. Improvements in the handling and transportation of wine grapes that came

about upon the repeal of Prohibition also facilitated recovery and success of the
winemaking industry in the Cucamonga Valley, which continued to flourish until the
early 1950s" (Chattel Architecture, Rancho Cucamonga Historic Context
Statement, 2010, pg. 13). As part of the post-prohibition era, Mr. DeBerard and his
18-acre property has made a significant contribution to the cultural heritage of
California, which was wine-making.
CORRESPONDENCE: The Point of Historic Interest Designation was advertised as a public
hearing in the Inland Valley Daily Bulletin newspaper, the properties were posted, and notices were
mailed to all property owners within 660 feet of the project site.
RECOMMENDATION: Staff recommends that the Historic Preservation Commission recommend
approval of Point of Historic Interest designation DRC2011-00851, to be forwarded to the City
Council for final action.

SUBJECT: Fire Damage at 9663 Sixth Street, DeBerard Residence
Thank you for the consultation relative to the historic status of the subject
house. The subject residence is on the City's list of historic resources and
is identified as potential local, state, and national register because it is
an excellent example of a vineyard house (see attached copy Historic Resources
form). The house is unique because it retains its historic context, i.e. ,
located within a 130-acre operating vineyard and owned by the same family
since the early 1900s.
Regretfully I must concur with your conclusion that the structure is damaged
over 50 percent of the structural value, having completely lost the second
floor, almost the entire rear wall, the eastern-most room's floor, and a
• majority of the remaining upright structural members charred to a significant
depth (see attached copies of the recently taken photographs) . Since the
structure is not a designated landmark and could not be reasonably restored to
its previous level, City Preservation Ordinance does not require consultation
and action by the Historic Preservation Commission. A copy of this memorandum
is being forwarded for the Commission's information.

• RESOLUTION NO. 11-06
A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE
CITY OF RANCHO CUCAMONGA, CALIFORNIA, RECOMMENDING
APPROVAL OF POINT OF HISTORIC INTEREST DESIGNATION DRC2011-
00851, DESIGNATING THE DEBERARD RANCH AS A POINT OF HISTORIC
INTEREST, LOCATED ON THE SOUTHWEST CORNER OF SIXTH STREET
AND ARCHIBALD AVENUE-APN: 0210-062-08;AND MAKING FINDINGS IN
SUPPORT THEREOF.
A. Recitals.
1. The Lewis Operating Corporation filed an application for a Point of Historic Interest
Designation as described in the title of this Resolution. Hereinafter in this Resolution, the subject
Landmark is referred to as "the application."
2. On September 14, 2011, the Historic Preservation Commission of the City of Rancho
Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing
on that date.
3. All legal prerequisites prior to the adoption of this Resolution have occurred.
B. Resolution.
• NOW, THEREFORE, it is hereby found,determined, and resolved by the Historic Preservation
Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts set forth in the Recitals,
Part"A," of this Resolution are true and correct.
2. The application applies to the 18 acre site, located on the southwest corner of Sixth
Street and Archibald Avenue, as shown on Attachment A.
3. Based upon substantial evidence presented to this Commission during the
above-referenced public hearing on September 14, 2011, including written and oral staff reports,
together with public testimony, and pursuant to Section 2.24.090 of the Rancho Cucamonga
Municipal Code, this Commission hereby makes the following findings and facts:
A. Historic, Cultural, and/or Architectural Significance:
Finding 1: It is or was once associated with events that made a significant contribution to the
broad patterns of local or regional history or the cultural heritage of California or
the United States.
Fact/s: At the time prohibition was repealed in 1933, DeBerard and other prominent local
vintners formed the first co-operative in Cucamonga. He was part of an important
group that formed the Cucamonga Pioneer Vineyard Association.This association
purchased the California Wine Association Winery from Garrett and Company and
• became the first co-operative in Cucamonga to own and operate its own winery.
This was the period when wine making boomed and the wine-making industry
shifted from small to large-scale production operations. "In order to compete with
large-scale wineries, small-scale wineries joined with one another to form

cooperatives such as the Cucamonga Pioneer Vineyard Association (formed
1934), which allowed association members to pool fruit and share revenue on a
percentage basis determined by the quantity of fruit contributed by each grower.
Operating out of a winery located east of Haven Avenue,just north of the Santa Fe
Railway(demolished), the Cucamonga Pioneer Vineyard Association is described
as, 'Cucamonga Valley's first mutual marketing group of grape growers.'
Cucamonga Pioneer Vineyard Association focused heavily on pricing and
marketing of its products, responding to the Depression Era need of grape growers
to turn a profit and take advantage of the renewed, post-Prohibition market for
alcohol products. Also benefitting cooperative grape growers at the time,
cooperative associations received exemption from federal income tax, with
individuals rather than the association required to pay tax on their portion of the
profit. Improvements in the handling and transportation of wine grapes that came
about upon the repeal of Prohibition also facilitated recovery and success of the
winemaking industry in the Cucamonga Valley,which continued to flourish until the
early 1950s" (Chattel Architecture, Rancho Cucamonga Historic Context
Statement, 2010, pg. 13).As part of the post-prohibition era, Mr. DeBerard and his
18-acre property has made a significant contribution to the cultural heritage of
California, which was wine-making.
4. This Commission hereby finds that the project has been reviewed and considered in
compliance with the California Environmental Quality Act (CEQA) of 1970, as amended, and the
Guidelines promulgated thereunder. The Commission finds that this Point of Historic Interest
•
Designation is exempt under CEQA, pursuant to State CEQA Guidelines Section 15308,as a Class
8 exemption.
5. Based upon the findings and conclusions set forth in paragraphs 1, 2, 3, and 4 above,
this Commission hereby resolves that, pursuant to Chapter 2.24 of the Rancho Cucamonga
Municipal Code, the Historic Preservation Commission of the City of Rancho Cucamonga hereby
recommends approval of Point of Historic Interest Designation on the 14th day of September 2011.
6. The Secretary to this Commission shall certify to the adoption of this Resolution.
