• Regular Meeting
September 14, 2011
Chairman Munoz called the Regular Meeting of the City of Rancho Cucamonga Historic
Preservation Commission to order at 7:00 p.m. The meeting was held in the Council Chambers at
Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.
Chairman Munoz then led in the pledge of allegiance.

APPROVAL OF MINUTES
Motion: Moved by Fletcher, seconded by Wimberly (Howdyshell abstain, Oaxaca absent),
carried 3-0-1-1, to approve the minutes of August 24, 2011.
PUBLIC HEARINGS
A. POINT OF HISTORIC INTEREST DESIGNATION DRC2011-00851 - LEWIS OPERATING
CORPORATION -A request to designate the DeBerard Ranch as a Point of Historic Interest,
located at the southwest corner of Sixth Street and Archibald Avenue - APN: 0210-062-08.
Related file: Tentative Tract Map SUBTT18804. The project is categorically exempt under
Section 15308 as a Class 8 exemption of the guidelines for the California Environmental Quality
Act. This item will be forwarded to the City Council for final action.
Mayuko Nakajima, Assistant Planner, presented the staff report and gave a brief PowerPoint
presentation (copy on file).
• Garth Chambers of Lewis Operating Corp. stated he was available for questions.

Vice Chairman Howdyshell complimented the applicant for being proactive by initiating the Historic
Point of Interest designation.
Chairman Munoz opened the public hearing and hearing no comment, closed the public hearing. •
Commissioner Fletcher said he appreciates the applicants request and the designation is well
deserved. He said many winery properties have been lost in the City noting that this is not
necessarily all bad as we built a lovely town that is beneficial to residents. He said the history of the
families that settled here was interesting to hear.
Commissioner Wimberly concurred and commended the applicant. He agreed with the facts to
support the significant association with the property.
Vice Chairman Howdyshell asked if there will be a plaque or marker on the property. She said she
learned a lot from the report.
Ms. Nakajima said a monument and plaque will be submitted for approval by the Planning Director
and a condition has been incorporated into the conditions with the related development requests
that will be heard by the Planning Commission within the context of their meeting tonight.
Chairman Munoz said it was a great staff report and likened it to reading about the history of our
town. He said the property lines up with a place associated with events related to our region's
history. He supported the Historic Point of Interest Designation.
Motion: Moved by Fletcher, seconded by Wimberly, to adopt the Resolution recommending
approval of Point Of Historic Interest Designation DRC2011-00851 to be forwarded to the City
Council for final action. Motion carried by the following vote:
AYES: FLETCHER, HOWDYSHELL, MUNOZ, WIMBERLY
NOES: NONE •
ABSENT: OAXACA - carried
B. ORAL UPDATE REGARDING A REQUEST TO RENAME FOOTHILL BOULEVARD TO
HISTORIC ROUTE 66
James Troyer, Planning Director, reported that the request to rename Foothill Boulevard to Route 66
is being overseen by the Redevelopment Agency(RDA)and they are still conducting research. He
said that when a decision is made staff will again inform the Commission.
Chairman Munoz asked if the research is being done at someone's request.
Mr. Troyer said that it is being done per the City Council's direction. He said there are some
concerns such as readdressing 2500 businesses along Foothill Boulevard. He noted that RDA staff
is checking with the postmaster and this is just one of the concerns.
Commissioner Fletcher asked if they plan to poll the businesses for their opinion on the proposal.
Mr. Troyer said we don't know yet; they are checking with the postal authorities first.
Chairman Munoz noted there could be expenses to those businesses such as for literature, cards,
etc. He instructed the secretary to receive and file the report.

PUBLIC COMMENTS
Luana Hernandez thanked the Commission for letting her speak about the trees on

Hellman Avenue. She noted that the designation was favorably passed. She offered her thanks to
staff that worked hard and gave a wonderful presentation to the City Council.
Ed Diet' said he would like Rancho Cucamonga to receive tax money and tourist dollars. He said
there is not much reason to visit Rancho Cucamonga anymore. He said signs are needed to direct
traffic from 1-15, the 210 Freeway and the 10 Freeway to here. He said no one knows we are here.
He said it will cost businesses a little money to change their address and there is little cost to the
City. He asked the Commission to please continue to look into this and the businesses want this as
they are hurting.
COMMISSION BUSINESS/COMMENTS
Commissioner Fletcher said with respect to the DeBerard property that some other landmarks have
mosaics of other winery sites. He said he recommends the developer to put one in as it helps to
explain our history throughout the City.

The Historic Preservation Commission adjourned at 7:20 p.m.
