Vice Chairman Howdyshell led the pledge of allegiance. ROLL CALL COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Francisco Oaxaca, Ray Wimberly ABSENT: Lou Munoz STAFF PRESENT: Steven Flower, Assistant City Attorney; Larry Henderson, Principal Planner; Dan James, Senior Civil Engineer; Mayuko Nakajima, Assistant Planner; Lois Schrader, Planning Commission Secretary ANNOUNCEMENTS None • * * ** * APPROVAL OF MINUTES Motion: Moved by Fletcher, seconded by Wimberly, carried 4-0-1 Munoz absent to approve the minutes of October 12, 2011. DIRECTORS REPORT A. UPDATE ON THE STATUS OF PLANS FOR TRENCHING/UNDERGROUNDING OF SOUTHERN CALIFORNIA EDISON UTILITY LINES ON 6730 HELLMAN AVENUE, NEAR THE HELLMAN AVENUE STREET TREES Mayuko Nakajima,Assistant Planner, gave the staff report. She said that since the release of the report, staff met with the property owner, Edison staff and Mr. Cooper to discuss the workable alternatives to resolve the issue. Dan James, Sr. Civil Engineer showed the proposed revised plan on the overhead. He pointed out the old service line connection located to the northeast side of his property. He said Southern California Edison maintained that the existing service could not service the new addition on the south side of the house as was planned when the home addition was done. He said with Mr. Cooper's diligence, Edison brought in a senior • planner to assist with a new plan. He said the new plan indicates that the new line for the addition will start near the south side of Mr. Li's property and angle north and continue to travel north along the property to the west of the trees under the driveways along the easterly portion of Mr. Li's property and then it will travel north and connect where old line was originally connected. He said the hand hole is 9 feet away from the nearest tree, more towards the east and Mr. Li's line will come in from the south. Vice Chairman Howdyshell confirmed that no action is to be taken tonight and that the report is to be received • and filed. • * * * ♦ * PUBLIC COMMENTS Dallas Cooper presented a packet of plans that have been approved by the Senior Planner from Edison. He noted that the pull box is on the City's right of way and on the property line and that the root systems of the trees are expansive. He reported that Mr. Li said he would provide an arborist on site and will submit an arborist report and the trenching will be done by hand when in close proximity to the tree root. Mr. Cooper indicated that Mr. Li and the City should have all the requirements met with the new plan and Mr. Li and the City would avoid liability with this plan. He thanked Mr. Li for his generosity. He thanked Mr. Troyer and Mr. James for working with the citizens, the Historic Preservation Commission and Edison. He acknowledged that although it is private property he asked the City to send a letter to Mr. Li regarding the presence of an arborist during the trenching, hand excavation, and to also note the allowable working distance with respect to the trees. Luana Hernandez said she was also present at the meeting conducted by staff. She said the plan looks good and she was glad the departments worked so hard. She said Mr. Li was very kind to say that he would provide an arborist and would hand trench the area near the trees. Vice Chairman Howdyshell said that the decision regarding the letter would be up to the Planning department with guidance from legal counsel. _ . . . . • COMMISSION BUSINESS/COMMENTS Commissioner Wimberly said he is glad for a final resolution to this issue and it was good to see SCE, staff and the citizens working together towards that. Vice Chairman Howdyshell complimented staff for taking the concern to heart, their rapid response and for their good work towards the solution. The Secretary received and filed the report. ADJOURNMENT Motion: Moved by Oaxaca seconded by Wimberly, carried 4-0-1 (Munoz absent) to adjourn. The Historic Preservation Commission adjourned at 7:20 p.m. Respectfully submitted, • James R.
