HomeMy WebLinkAbout84-25 - Resolutions RESOLUTION NO. 84-25 • A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING TENTATIVE TRACT MAP NO. 12588, OMNI BUILDERS, LOCATED ON THE SOUTHWEST CORNER OF HERMOSA AVENUE AND HILLSIDE ROAD - APN 201-083-4. WHEREAS, Tentative Tract Map No. 12588, hereinafter "Map" submitted by Omni Builders, applicant, for the purpose of subdividing the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, described as a total development and subdivision of 12 acres into 22 lots, regularly came before the Planning Commission for public hearing and action on March 28, 1984; and WHEREAS, the City Planner has recommended approval of the Map subject to all conditions set forth in the Engineering and Planning Division 's reports; and WHEREAS, the Planning Commission has read and considered the Engineering and Planning Division 's reports and has considered other evidence presented at the public hearing. NOW, THEREFORE, the Planning Commission of the City of Rancho Cucamonga does resolve as follows: • SECTION 1: The Planning Commission makes the following findings in regard to Tentative Tract No. 12588 and the Map thereof: (a) The tentative tract is consistent with the General Plan, Development Code, and specific plans; (b) The design or improvements of the tentative tract is consistent with the General Plan, Development Code, and specific plans; (c) The site is physically suitable for the type of development proposed; (d) The design of the subdivision is not likely to cause substantial environmental damage and avoidable injury to humans and wildlife or their habitat; . (e) The tentative tract is not likely to cause serious public health problems; (f) The design of the tentative tract will not conflict with any easement acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision. • Resolution No. 84-25 Page 2 • (g) That this project will not create adverse impacts on the environment and a Negative Declaration is issued. SECTION 2: • Tentative Tract Map No. 12588, a copy of which is attached hereto, is hereby approved subject to all of the following conditions and the attached Standard Conditions: PLANNING DIVISION: 1. Vehicular barriers shall be required on all trail openings to the westerly cul-de-sac and to the community trail located contiguous to Hermosa Avenue. 2. Any needed dedication shall be required contiguous to Hermosa Avenue for equestrian purposes which meets all adopted Equestrian Guideline standards for construction. 3. The block walls adjacent to the westerly cul-de-sac and Hermosa Avenue shall be designed in such a • fashion as to provide architectual variety and visual interest to the streetscape. The wall shall be designed to include indentations, reveals, and extensive use of washed river rock. 4. Extensive landscaping features including raised planters, berming, street trees, ground cover, vines, etc., shall be provided adjacent to the block wall located contiguous to Hermosa Avenue and the westerly cul-de-sac. 5. A variation of roof materials, textures, and colors shall be required. Roof material samples shall be submitted to the Planning Department for final approval by the City Planner prior to issuance of building permits. 6. A variation of exterior colors shall be required. A color palette shall be submitted to the Planning Department for final approval by the City Planner prior to issuance of building permits. 7. Any proposed security gate entrance system shall be approved by the Foothill Fire District and County Sheriff's Department prior to approval and • recordation of the final map. Resolution No. 84-25 Page 3 • 8. Texturized entrance features such as stamped concrete shall be provided. In addition, a non-slip paving surface shall be provided where equestrian trails cross paved streets. 9. No building permits shall be issued for lot number one (1) of Tentative Tract 12588 until the Planning Commission has determined the merits of preserving the stone cottage or authorizing its removal . ENGINEERING DIVISION 1. A 10-foot wide easement for utility and sidewalk purposes shall be reserved on each side of the interior private street. 2. A 60-foot wide irrevocable offer of dedication for roadway and related purposes shall be required on all interior streets. 3. Prior to or concurrent with the recordation of the • tract, the developer shall be required to join an assessment district or any other facility district that the City deems necessary to complete construction of the Alta Loma Channel . 4. The drainage outlet structures from the tract to Wilson Avenue shall be designed and constructed to eliminate adverse impacts on downstream properties and public streets. The system, which may include graded or paved swale along Wilson Avenue, shall be designed to the satisfaction of the City Engineer. 5. Hillside Drive shall have special designs per General Plan requirements. 6. The lien agreement required under Condition #M-4 shall contain a provision for release without construction of the cul-de-sac street improvements if Tentative Tract 10047 expires December 22, 1984.
