HomeMy WebLinkAbout84-30 - Resolutions RESOLUTION NO. 84-30 • A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING TENTATIVE TRACT MAP NO. 12621 WHEREAS, Tentative Tract Map No. 12621 hereinafter "Map" submitted by Richwood Development Company, applicant, for the purpose of subdividing the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, described as the development of 29 duplexes (58 units) on 7.85 acres of land, located on the south side of Arrow, between Baker and Madrone into 60 lots, regularly came before the Planning Commission for public hearing and action on April 11, 1984; and WHEREAS, the City Planner has recommended approval of the Map subject to all conditions set forth in the Engineering and Planning Division 's reports; and WHEREAS, the Planning Commission has read and considered the Engineering and Planning Division 's reports and has considered other evidence presented at the public hearing. NOW, THEREFORE, the Planning Commission of the City of Rancho Cucamonga does resolve as follows: SECTION 1: The Planning Commission makes the following findings in regard to Tentative Tract No. 12621 and the Map thereof: (a) The tentative tract is consistent with the General Plan, Development Code, and specific plans; (b) The design or improvements of the tentative tract is consistent with the General Plan, Development Code, and specific plans; (c) The site is physically suitable for the type of development proposed; (d) The design of the subdivision is not likely to cause substantial environmental damage and avoidable injury to humans and wildlife or their habitat; (e) The tentative tract is not likely to cause serious public health problems; (f) The design of the tentative tract will not conflict with any easement acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision. 110 Resolution No. • Page Two (g) That this project will not create adverse impacts on the environment and a Negative Declaration is issued. SECTION 2: Tentative Tract Map No. 12621, a copy of which is attached hereto, is hereby approved subject to all of the following conditions and the attached Standard Conditions: PLANNING DIVISION 1. As per Development Code requirements, front yard landscaping and irrigation on all lots shall be provided. Said landscaping shall include a minimum of one 15-gallon tree, one 5-gallon tree, seed and ground cover, and a permanent irrigation system, to be installed by the developer prior to occupancy. This requirement is in addition to the required street trees shown on the submitted conceptual landscape plan. Construction details shall be provided on the required landscape and irrigation plans submitted for review and approval by the Planning Division prior to issuance of building permits. • 2. As per Development Code requirements an alternative energy system shall be provided by the developer for domestic hot water for all dwelling units. Solar energy shall be the primary energy system unless other alternative energy systems are demonstrated to be of equivalent capacity and efficiency. Details shall be included in the construction drawing and shall be reviewed and approved prior to issuance of building permits. 3. The final design and layout of the common open-space area (Lot A) shall be included in the landscape and irrigation plans approved prior to issuance of building permits. 4. The 2-foot flood protection wall and 6-foot perimeter wall along Arrow Highway shall be constructed with decorative block. The final design and construction details shall be submitted to Planning Division for review and approval prior to issuance of building permits. 5. The landscaping, grading, lighting, and any fencing along the pedestrian corridor between Lots 12 and 13 and the church shall be designed to enhance the appearance of the walkway, and to create an attractive, larger open pathway. Final design details shall be included in the landscape and irrigation plans approved prior to issuance of building permits. • Resolution No. • Page Three ENGINEERING DIVISION 6. Madrone Avenue at the intersection with Arrow Route shall be constructed as a full width intersection per City standard including curb returns, cross gutter and proper transition on Arrow Route to the satisfaction of the City Engineer. 7. The existing pavement on the realigned portion of Madrone Avenue (from Lot 38 to Arrow Route) shall be removed and shall be reconstructed with a minimum of 13-foot wide A.C. pavement with berm on the east half of the street to match existing pavement. 8. The improvements on Baker Avenue shall include a pavement transition per City standard at the north end of the street. 9. Any surplus portion of the land on the east side of Madrone Avenue shall be dedicated to the City as a right-of-way for the street. 10. The final grading shall be prepared with the following revisions: • a. Acceptance of drainage from adjacent properties to the northwest shall be provided. b. The northerly cul-de-sac shall drain to the west (no sump in cul-de-sac permitted) . c. Lots 33-40 shall drain through the curb on Madrone.
