HomeMy WebLinkAbout85-25 - Resolutions RESOLUTION NO. 85-25 • A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING TENTATIVE TRACT MAP NO. 12835. WHEREAS, Tentative Tract Map No. 12835, hereinafter "Map", submitted by Overseas Realty, applicant, for the purpose of subdividing the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, described as a residential subdivision of 112 units consisting of 86 townhouses and 26 condominiums on 9.52 acres of land located at the east side of Vineyard Avenue, ± 600 feet north of Arrow Highway, regularly came before the Planning Commission for public hearing and action on February 27, 1985; and WHEREAS, the City Planner has recommended approval of the Map subject to all conditions set forth in the Engineering and Planning Division's reports; and WHEREAS, the Planning Commission has read and considered the Engineering and Planning Division's reports and has considered other evidence presented at the public hearing. NOW, THEREFORE, the Planning Commission of the City of Rancho • Cucamonga does resolve as follows: SECTION 1: The Planning Commission makes the following findings in regard to Tentative Tract No. 12835 and the Map thereof: (a) The tentative tract is consistent with the General Plan, Development Code, and specific plans; (b) The design or improvements of the tentative tract is consistent with the General Plan, Development Code, and specific plans; (c) The site is physically suitable for the type of development proposed; (d) The design of the subdivision is not likely to cause substantial environmental damage and avoidable injury to humans and wildlife or their habitat; (e) The tentative tract is not likely to cause serious public health problems; (f) The design of the tentative tract will not conflict with any easement acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision. • Resolution No. TT 12835 - Overseas Realty Enterprises Page 2 • (g) That this project will not create adverse impacts on the environment and a Negative Declaration is issued. SECTION 2: Tentative Tract Map No. 12835, a copy of which is attached hereto, is hereby approved subject to all of the following conditions and the attached Standard Conditions: PLANNING DIVISION 1. Other types of roof materials, such as concrete tile, shall be used instead of the proposed asphalt shingles. 2. Special landscaping treatment shall be provided along Vineyard Avenue, at project entrance and at the recreation areas, and to be in a unifying theme. 3. Dense landscaping shall be provided to buffer the guest parking that fronts on Vineyard Avenue; and landscaping shall be provided between garages to soften the long corridor of garage-streetscape. • 4. Any signs proposed for this development shall be designed in conformance with the Sign Ordinance and shall require a separate application and approval by the Planning Division. 5. Texturized pavement shall be provided to the entrance of the project. 6. If no centralized trash receptacles are provided, all trash pick up shall be for individual units with all receptacles shielded from public view. 7. The upper unit of the two-story stacked flat shall have a private open space of 150 square feet. 8. Separate garages shall be provided for the two stacked flat units instead of sharing a 2-car garage. 9. New eucalyptus windrows shall be provided to the northern and southern property boundary. ENGINEERING DIVISION 1. The west side of Vineyard Avenue shall be widened to • accommodate left turn lane and required transition taper to the satisfaction of the City Engineer. Resolution No. TT 12835 - Overseas Realty Enterprises Page 3 • 2. The accumulated drainage from the tributary areas shall not exceed the capacity of the existing Bear Gulch street. A storm drain pipe may be needed to accommodate 100-year flow from subject property to Arrow Highway. A hydrology report shall be required to make this determination. Easements for off-site storm drain facilities shall be secured prior to recordation of the final map of issuance or building permits, whichever occurs first. In the event that the developer is unable to secure the off-site drainage easement and has requested the City's condemnation process, the developer shall pay for all expenses of such condemnation per the Subdivision Map Act. 3. The subject property shall drain at least one half of the area toward Vineyard Avenue.
