HomeMy WebLinkAbout85-51 - Resolutions • RESOLUTION NO. 85-51 A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION APPROVING CONDITIONAL USE PERMIT NO. 82-12 FOR CHILDREN'S WORLD PRESCHOOL LOCATED AT THE NORTHEAST CORNER OF CHURCH STREET AND TURNER AVENUE IN THE LOW RESIDENTIAL DISTRICT WHEREAS, on the 19th day of March, 1985, a complete application was filed by Ken Ledermann, Architect for review of the above-described project; and WHEREAS, on the 10th day of April , 1985, the Rancho Cucamonga Planning Commission held a public hearing to consider the above-described project. NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as follows: SECTION 1: That the following findings can be met: 1. That the proposed use is in accord with the General Plan, the objectives of the Development Code, and the purposes of the district in which the site is • located. 2. That the proposed use, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare, or materially injurious to properties or improvements in the vicinity. 3. That the proposed use complies with each of the applicable provisions of the Development Code. SECTION 2: That this project will not create adverse impacts on the environment and that a Negative Declaration is issued on April 10, 1985. SECTION 3: That Conditional Use Permit No. 82-12 is approved subject to the following conditions: PLANNING DIVISION 1. A minimum ten (10) foot wide planter shall be provided along the east boundary of the parking lot. Revised development plans shall be submitted for review and approval by the Planning Division prior to issuance of building permits. • Resolution No. CUP 82-12 ' Page #2 • 2. Some existing palm trees within the right-or-way at the southwest corner of the site must be saved and replanted at or near the southwest corner of the project. An attempt shall be made to the maximum extent possible to preserve the existing palm trees. A Tree Removal Permit shall be submitted for review and approval prior to approval of the rough grading plan. A detailed site plan shall accompany said Tree Removal Permit showing the precise location, size and type of all trees on the subject property. Said plan shall take into account the proposed grading, trees that are to be retained, trimming methods, and where new trees will be planted for replacement of removed trees. 3. The 6 foot high block wall on the north side of the playground must be located on the property line. The existing eucalyptus trees may be removed if replaced by another species of eucalyptus densely planted for buffering of adjacent homes. Details must be shown on the detailed landscaping and irrigation plans and tree removal permit submitted to and approved by the Planning Division prior to issuance of building permits. 4. The block wall at the southeast corner of the parking lot shall • step down in height so that the view of cars exiting the parking lot is not obstructed. Within 25' of the Church Street property line the maximum height shall be three (3) feet. ENGINEERING DIVISION 1. The intersection of Church Street and Turner Avenue shall be reconstructed to the satisfaction of the City Engineer. 2. The existing storm drain on Turner Avenue shall be extended easterly to the proposed catch basin. The proposed catch basin shall be designed as a curb opening type per City Standards. 3.
