HomeMy WebLinkAbout85-120 - Resolutions RESOLUTION NO. 85-120 A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION APPROVING DEVELOPMENT REVIEW NO. 85-06 FOR 624 APARTMENTS AND A MASTER PLAN LOCATED ON THE NORTH SIDE OF ARROW ROUTE, 350 FEET WEST OF HAVEN IN THE MEDIUM-HIGH RESIDENTIAL DISTRICT - APN: 208-341-16 & 17. WHEREAS, on the 27th day of February, 1985, a complete application was filed by Lincoln Property Company for review of the above-described project; and WHEREAS, on the 28th day of August, 1985, the Rancho Cucamonga Planning Commission held a meeting to consider the above-described project. NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as follows: SECTION 1: That the following can be met: 1. That the proposed project is consistent with the objectives of the General Plan; and 2. That the proposed use is in accord with the objective of the Development Code and the purposes of the district in which the site is located; and 3. That the proposed use is in compliance with each of the applicable provisions of the Development Code; and 4. That the proposed use, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare, or materially injurious to properties of improvements in the vicinity. SECTION 2: That this project will not create adverse impacts on the environment and that a Negative Declaration is issued on August 28, 1985. SECTION 3: That Development Review No. 85-06 is approved subject to the following conditions and attached Standard Conditions: DESIGN REVIEW: 1. The final detailed site plan, grading plan, and landscape plans submitted for review and approval prior to issuance of building permits shall be drawn to a scale of 1 inch equal 20 feet (or larger) . 2. Special landscape features such as undulating mounding, shrub planting and specimen size trees, (including deciduous canopy species) , shall be provided along the interior Loop Road to enhance screening of automobiles and provide a distinctive streetscape for the main circulation aisle. 3. The exterior dash-coated stucco finish on the building shall be approved by the City Planner. 4. Trash enclosures shall be shaded by the use of shall be teflon-coated nylon fabric over a metal frame. 5. Low level lighting shall be provided in all open space areas. Construction details shall be provided prior to issuance of building permits. 6. Lockable storage shall be provided for all individual units, such as carport lockers or storage closets adjacent to patios. Construction details shall be submitted for review and approval by the Planning Division prior to issuance of building permits. 7. All outdoor mailbox locations shall be covered and appropriate lighting provided. The final design of any free standing structure for this purpose shall be compatible with the building architecture and shall be submitted for review and approval by the Planning Division prior to issuance of building permits. 8. A six foot high wall and dense landscaping shall be provided along the westerly project boundary for screening of the adjacent trucking business. 9. Final design and construction details of the carports shall be submitted with the construction drawings for review and approval by the Planning Division prior to issuance of building permits. 10. A detailed acoustical analysis shall be prepared for all buildings within 155 feet of Arrow Route to indicate mitigation measures to achieve interior noise levels of 45 CNEL or less. 11. Texturized pedestrian walkway connections shall be provided to connect family unit portions of project with remainder of project. 12. Landscaping in common open space areas shall provide large open areas for playing catch and picnicing. 13. Patio wall heights, landscaping and grading shall minimize views into private patios and units, yet maximize open space view opportunities where they exist. 14. Temporary emergency access connections shall be provided within Phase I to connect southerly and northerly parking areas. 15. A revised master plan shall be submitted within 30 days that deletes the driveway from the office site to the project entrance on Arrow and provides in its place an access easement ofc appropriate dimensions to allow future construction of the originally proposed driveway. The master plan shall also show one access to Haven Avenue from the parking areas of the office site. 16. The landscaping buffer between the office site and the apartment complex shall be designed to provide view corridors through the office site into the apartment complex to open up views of the office parcel . The entire 15-foot wide graded berm at the apartment complex/office site interface shall be landscaped with the development of phase I of the apartment complex. ENGINEERING DIVISION 1. Civic Center Drive shall be constructed as a half width street in conformance with the typical section as shown on grading plan from the westerly boundary of any phase of the project to Haven Avenue. 2. The portion of the existing right-of-way for Civic Center Drive from the westerly terminus of the cul-de-sac bulb to the westerly property line of the project shall be vacated prior to the issuance of building permits for the development phase containing that portion of street. Easements for utilities and storm drains shall be reserved as necessary. 3. Civic Center Drive shall be designed and approved for the total length, including right-of-way requirements, prior to the issuance of building permits for the first phase. 4. Arrow Route shall be constructed from the westerly boundary of any phase of the project to Haven Avenue, including sidewalks. 5. The site shall be protected from storm water flows (100 year frequency), from the area to the north. A combination of street and underground storm drain with Civic Center Drive will most probably be required to provide the proper level of protection. 6. All pertinent Conditions of Approval of Parcel Map 8345 shall apply to this project. 7. Prior to building permit issuance, reimbursement shall be made to the City for that portion of the landscaped median island to be constructed west of the center line of Haven Avenue fronting Parcel Map 8486 portional to the acreage of Parcel 2, 16.17 acres (45% of the total) . The amount is estimated at $9,594.00. 8. An access easement at the southwest corner of the residential parcel shall be required, of sufficient size, to allow for future construction by others of a combined access to Arrow Route with the property to the west. BUILDING AND SAFETY DIVISION: 1. The conceptual grading plan is approved subject to: a. Intercept and handle contributing off-site drainage. b. Provide hydrology and hydraulics study to determine adequacy of on-site system and capacity of exist 84" rep. 2. Provide easements and rights-of-entry of record to construct required storm drain to Deer Creek prior to issuance of any permits. APPROVED AND ADOPTED THIS 28TH DAY OF AUGUST, 1985.
